About this file
This document is a Request for Quotation (RFQ) for commercial band saw equipment and related deliverables issued by the Defense Logistics Agency (DLA) Maritime – Puget Sound Contracting Office.
The solicitation (SPMYM226Q7641) is a Women-Owned Small Business (WOSB) set-aside requiring delivery by August 7, 2026, to Puget Sound Naval Shipyard in Bremerton, Washington. The primary requirement (Line Item 0001) is two metal cutting band saws operating at 230V, brand name or equal to AMADA Model VT4555M, including powered column tilt, startup blades, digital tilt readout, and first-section dead roller conveyors. Additional line items include two digital tilt readouts (0003) and four roller conveyors (0004), all specified as brand name or equal with mandatory submission of manufacturer specifications for technical evaluation. Complementary contract data requirements include an equipment technical manual (0002AA), National Recognized Testing Laboratory certification (0002AB), and warranty performance documentation (0002AC), all priced on a firm-fixed-price basis. Offerors offering equal products must provide complete manufacturer specifications; quotes without this documentation will be deemed incomplete and excluded from consideration. Inspection and acceptance occur at Puget Sound Naval Shipyard with 5-7 day inspection timelines. Payment is via electronic invoicing through Wide Area WorkFlow (WAWF) with submission not more frequently than every two weeks. The contract incorporates by reference numerous FAR and DFARS clauses governing commercial products and services, including Buy American, small business utilization, and security requirements. Base access requires Defense Biometric Identification System (DBIDS) credentials, with specific documentation and citizenship requirements specified for naval installation access.

5. Defense Biometric Identification System (DBIDS):
Effective 14 August 2017, NCACS credentials will no longer be accepted for base access. Any new contractor, vendor or supplier requesting base access will be required to obtain a Defense Biometric Identification System (DBIDS) credential. NCACS credentials will no longer be issued. Only DBIDS credentials will be issued to ALL contractors, vendors and suppliers seeking base access AFTER 30 June 2017. Defense Biometric Identification System (DBIDS) increases installation security and communications by receiving frequent database updates on changes to personnel /credential status, law enforcement warrants, lost/stolen cards, and force protection conditions. The system provides continuous vetting anytime the DBIDS card is scanned at an installation entry point.
If you currently have a Navy Commercial Access Control System (NCACS) card, the following is required to get a DBIDS credential:
Present your NCACS Card and a completed copy of the SECNAV FORM 5512/1 to the base Visitor Control Center (VCC) representative.
The VCC will pull up your information in the computer, ensuring all information is current and correct.
Once your information is validated, a temporary DBIDS credential is provided.
Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent DBIDS credential (~ 180 days).
For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your DBIDS credential and statement of purpose for base access when arriving at the Visitor Control Center.
The representative will enter base access authorization and then you may proceed to work.
If you do NOT have an NCACS Card, the following is required to obtain a DBIDS credential:
Present a letter or official document from any government sponsoring organization that provides the purpose for your access.
Present valid identification, such as a passport or Real ID Act-compliant state driver's license.
Present a completed copy of the SECNAV 5512/1 form to obtain your background check.
Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, finger prints, base restrictions, and several other assessments; after all this is done, you will be provided with your new DBIDS credential.
All deliveries must pass through the base Truck Inspection Station. All delivery vehicles are subject to inspection. Drivers should expect delays due to
SPMYM226Q7641
heightened security.
For access to the main, perimeter gates at any Navy Base Kitsap installation, contractors are required to be a US Citizen and have either:
(a) DBIDS badge or
(b) Request a One-day Visitor badge at Pass & ID. Be prepared to present:
-Photo ID -Original proof of citizenship (any one of the following is acceptable):
State Certified Birth Certificate (must have the raised seal) Unexpired U.S. passport/Passport Card Alien Registration Card State Issued ENHANCED Drivers License Naturalization papers Certificate/Statement of Birth Born Abroad) -Current vehicle registration and insurance -Bill of lading that has the delivery address on it
Please note: The DBIDS badge does not give access through the second, Operational Area (OA) gate to lower base Bangor or to the Controlled Industrial Area (CIA) at Puget Sound Naval Shipyard (PSNS). To gain access to either the OA Gate or CIA area, a Navy Region Bangor or NAVSEA Badge is required.
To request a NAVY REGION NW badge, https://www.bavr.cnic.navy.mil/. Sponsor email is trina.williamson@navy.mil
To request a NAVSEA badge, call PSNS Pass & ID 360-476-4882.

(Feb 2026) Alternate I (Feb 2026)
Alternate I . When contemplating a time-and-materials or labor-hour contract, substitute the following paragraphs (a), (FEB 2026) (DEVIATION) (b), (i), (l), and (m) for those in the basic clause.
(a) The clause at Federal Acquisition Regulation (FAR) 52.202-1, Definitions, is incorporated by reference. As used in this clause-
Direct materials means those materials that enter directly into the end product, or that are used or consumed directly in connection with the furnishing of the end product or service.
Hourly rate means the rate(s) prescribed in the contract for payment for labor that meets the labor category qualifications of a labor category specified in the contract that are-
(1) Performed by the contractor;
(2) Performed by the subcontractors; or
(3) Transferred between divisions, subsidiaries, or affiliates of the contractor under a common control.
Materials means-
(1) Direct materials, including supplies transferred between divisions, subsidiaries, or affiliates of the contractor under a common control;
(2) Subcontracts for supplies and incidental services for which there is not a labor category specified in the contract;
(3) Other direct costs (e.g., incidental services for which there is not a labor category specified in the contract, travel, computer usage charges, etc.);
(4) The following subcontracts for services which are specifically excluded from the hourly rate: [Insert any subcontracts for services ____ ; andto be excluded from the hourly rates prescribed in the schedule.]
(5) Indirect costs specifically provided for in this clause.
Subcontract means any contract, as defined in FAR 2.101, entered into with a subcontractor to furnish supplies or services for performance of the prime contract or a subcontract including transfers between divisions, subsidiaries, or affiliates of a contractor or subcontractor. It includes, but is not limited to, purchase orders, and changes and modifications to purchase orders.
(b) .Inspection/Acceptance
(1) The Government has the right to inspect and test all materials furnished and services performed under this contract at all places and times before acceptance. The Government will perform inspections and tests in a manner that will not unduly delay the work.
(2) If the Government performs inspection or tests on the premises of the Contractor or a subcontractor, the Contractor shall furnish and shall require subcontractors to furnish all reasonable facilities and assistance for the safe and convenient performance of these duties.
(3) Unless otherwise specified in the contract, the Government will accept or reject services and materials at the place of delivery as promptly as practicable after delivery, and they will be presumed accepted 60 days after the date of delivery, unless accepted earlier.
(4) At any time during contract performance, but not later than 6 months (or such other time as may be specified in the contract) after acceptance of the services or materials last delivered under this contract, the Government may require the Contractor to replace or correct services or materials that at time of delivery failed to meet contract requirements. Except as otherwise specified in paragraph (b)(6) of this clause, the cost of replacement or correction shall be determined under paragraph (i) of this clause, but the "hourly rate" for labor hours incurred in the replacement or correction shall be reduced to exclude that portion of the rate attributable to profit. Unless otherwise specified below, the portion of the "hourly rate" attributable to profit shall be 10 percent. The Contractor shall not tender for acceptance materials and services required to be replaced or corrected without disclosing the former requirement for replacement or correction, and, when required, shall disclose the corrective action taken. [Insert ____ portion of labor rate attributable to profit.]
(5)(i) If the Contractor fails to proceed with reasonable promptness to perform required replacement or correction, and if the replacement or correction can be performed within the ceiling price (or the ceiling price as increased by the Government), the Government may-

(B) Terminate this contract for cause.
(ii) Failure to agree to the amount of increased cost to be charged to the Contractor shall be a dispute under the Disputes clause of the contract.
(6) Notwithstanding paragraphs (b)(4) and (5) of this clause, the Government may, at any time, require the Contractor to remedy by correction or replacement, without cost to the Government, any failure by the Contractor to comply with the requirements of this contract, if the failure is due to-
(i) Fraud, lack of good faith, or willful misconduct on the part of the Contractor's managerial personnel; or
(ii) The conduct of one or more of the Contractor's employees selected or retained by the Contractor after any of the Contractor's managerial personnel has reasonable grounds to believe that the employee is habitually careless or unqualified.
(7) This clause applies in the same manner and to the same extent to corrected or replacement materials or services as to materials and services originally delivered under this contract.
(8) The Contractor has no obligation or liability under this contract to correct or replace materials and services that at time of delivery do not meet contract requirements, except as provided in this clause or as may be otherwise specified in the contract.
(9) Unless otherwise specified in the contract, the Contractor's obligation to correct or replace Government-furnished property shall be governed by the clause pertaining to Government property.
