PERFORMANCE WORK STATEMENT

SPECIFICATIONS FOR REPAIRS TO

HUNTINGTON DISTRICT DERRICKBOAT 65

SW-1 Description of Work – General

These specifications cover the requirement for dry-dock and repair of the Government owned and operated Derrickboat 65. The work to be performed under this contract consists of furnishing all plant, labor, materials, equipment, and transportation thereof, and performing all operations required to make repairs to the vessel as specified herein. Work includes sandblasting the entire vessel exterior hull below the main deck, repairing rusted and/or damaged metal on the hull, prepping the exterior decks and deckhouse, painting the exterior decks, deckhouse, and the vessel hull as outlined in these specifications. In addition, work includes replacement of external doors and deck hatches, removal and replacement of grid coolers, and inspect ballast tanks to document their condition. Please refer to the specifications below for full Performance Work Statement. The principal dimensions and physical data for the vessel are shown below:

a) General vessel arrangements and details are included in the attached file named “Reference Drawings –

DB65”. The complete accuracy of these drawings has not been verified. Therefore, the Contractor shall template all work from the vessel. Potential offerors are encouraged to inspect the vessel prior to submitting a quote.

b) Wherever the term “Plant” or “Vessel” are used in these specifications, it is understood to refer to the

Derrickboat 65 along with its normal appurtenances, equipment, and supplies.

c) Wherever the term “Dry-dock” is used in these specifications, it is understood to refer to removing the vessel from water to be worked on, and this may be accomplished using a variety of methods including marine railways.

d) The Contractor shall furnish the necessary facilities for and shall bear the expense of any movement of the plant while it is in their possession.

e) While the vessel is in the Contractor’s possession, the Contractor shall be responsible for any loss or damages to the plant.

f) The contractor shall construct temporary cover and take the necessary precautions to prevent delays resulting from weather while executing work.

g) Removal and/or relocation of any parts, equipment, fluids, etc., for interference or access shall be the responsibility of the Contractor. Similarly, all interference and access removals shall be reinstalled by the Contractor at no cost to the Government. Any damage resulting from removal or relocation of parts, equipment, etc., shall be repaired or replaced at the Contractor’s expense.

h) The Contractor’s work shall comply with ABS “Rules for Building and Classing Steel Vessels” and USCG “Rules and Regulations for Subchapter I, Vessels” as found in the Code of Federal Regulations (Title 46, CFR).

SW-2 Contract Duration

The contract duration is sixty (60) calendar days from the date of contract award. All subject work shall be completed and the vessel returned to the Pittsburgh Repair Station within this time. If there are long lead items necessary to complete this performance work statement the Contractor shall communicate this information to the Contracting Officer during the pre-work conference.

a) Pre-Work Conference – The Contractor shall attend a pre-work conference with the Contracting Officer no later than three (3) business days after contract award. The purpose of the meeting will be to discuss the contract requirements including the documents needed for Government review and approval prior to the start of any work.

b) Commencement – Transportation and work upon the vessel shall commence no later than thirty (30) calendar days after receipt of contract award. The Contractor shall submit all pre-work submittals during this time to the Contracting Officer. Refer to section TP-14 for details on the pre-work submittals required for this contract. Upon Government approval of these submittals the Contracting Officer will provide the Contractor with a written Notice to Proceed. No work upon the vessel shall commence until Notice to Proceed has been issued to the Contractor.

SW-3 Vessel Inspection by Prospective Offerors

Prospective offerors are advised and encouraged to inspect the vessel prior to submittal of their offers. To arrange for an inspection contact Mr. Robert Coward, Regional Rivers Repair Fleet, telephone (412) 395-7605 during normal business hours. Normal business hours are 0730-1600 EST, Monday through Friday, excluding Federal holidays as identified below. When one of the holidays below falls on a Saturday, the preceding Friday is observed as the holiday. When one of the holidays below falls on a Sunday, the following Monday is observed as the holiday.

TECHNICAL PROVISIONS

TP-1 Towing and Dry-Dock (Line Item 0001)

Towing and dry-dock shall include all costs in connection with transportation and movement of the vessel, insurance, wharfage, tonnage, dockage, shifting on dock, lay days, mooring lines, shore power, and similar expense.

a) Transportation – The Contractor shall coordinate vessel transportation dates with the Contracting Officer at least 48 hours prior to movement. Vessel availability from the Pittsburgh Repair Station will be dependent on river conditions. The vessel will remain available to the Contractor for the period described in section SW-2. The vessel shall be picked up and returned between the hours of 0730 and 1630 EST, Monday through Friday, excluding Federal holidays.

i) The Contractor shall have a barge in tow that the crane boom can be laid down over to protect the crane boom from impact during transit. A Government operator will lower the boom into position prior to departing, and the tow Captain will verify that the vertical clearance of the crane is acceptable to pass under any bridges on the trip. Once arriving at the Contractor’s facility a Government operator will raise the boom into position needed to support the work. If the crane is required to be moved to support the job schedule, the Contractor shall provide the Contracting Officer with at least 48 hours advance notice.

ii) Transportation Plan – Within 30 calendar days after contract award, the Contractor shall furnish a description of the vessel it proposes to utilize for transportation of the Derrickboat 65 from and to the Pittsburgh Repair Station. The description shall include type, size, and horsepower rating of vessel, method of securing the Derrickboat 65, and methods for protecting the finished coating from damage prior to acceptance by the Government upon return.

b) The Contractor shall dry-dock the vessel in accordance with drawing 473-D170-01 entitled “DOCKING

PLAN”. The Contractor shall be responsible for properly positioning the supporting blocks so that the vessel will not be damaged. The blocks shall be set to bear on frames or bulkheads of the hull, and the vessel shall be supported with the bottom of the hull high enough above the ground to allow all work to be accomplished. The areas under the vessel shall be kept clean and free of expended blasting abrasives, scrap metal, water, scrap lumber, and other debris. All air hoses, water hoses, and electrical extension cables on or about the vessel shall be maintained in a neat and orderly fashion.

i) The Contractor shall remove and relocate dry-docking blocks and/or supports, or refloat and re-dry-dock the vessel as needed at no additional cost to the Government in order to ensure complete coverage in cleaning and painting or for any other work as specified herein. Prior to doing so, the Contractor shall notify the Contracting Officer of the plan to relocate the blocks to adequately support the vessel.

c) As part of dry-docking the vessel, shore power shall be provided for the duration of the contract. Minimum shore power provided shall be 480 volts AC, 3-phase, 100 amp service. A hard wired or plug and receptacle shore power connection shall be made by shipyard personnel with the assistance of members of the vessel crew such that correct phasing is achieved. Access to the vessel once on dock will be by conventional stairs or scaffolding secured at the main deck.

d) Within thirty (30) calendar days after contract award, the Contractor shall furnish to the Contracting Officer a dry-docking plan depicting location of blocks and supports. Refer to drawing 473-D170-01 entitled

“DOCKING PLAN”.

TP-2 Corrosion Pitting Repair (Line Item 0002)

As directed by the Contracting Officer, the Contractor shall repair any rust pitting in scattered locations on the hull.

Weld fill all pits having a depth of 3/16” and greater. Since the scope of the pit repairs cannot be determined until after the vessel is dry-docked, offerors shall quote a unit price per pit. Estimate up to 250 pits maximum to be welded. Once the rust pits are filled with weld, grind them smooth with the exterior of the hull. During actual performance of this repair, the Contractor shall notify the Contracting Officer if the repair will exceed 250 pits. The contractor shall not exceed 250 pits without a formal modification to the contract signed by the Contracting Officer.

TP-3 Hull Weld Seam and Crack Repair (Line Item 0003)

If directed by the Contracting Officer, the Contractor shall weld seams in scattered locations on the hull. The

Contractor shall vee-out (using a grinder) existing welds prior to welding seams and cracks. Since the scope of the weld seam repair, if any, cannot be determined until after the vessel is dry-docked, offerors shall quote a unit price per linear foot of seam. A quantity of 25 linear feet maximum will be used for comparison of quotations. For purposes of this provision a seam will be considered any line contact between two or more members. Payment for welding any seam will be on a linear foot of seam basis regardless of the number of members forming the seam or the number of passes required, as long as all welding passes affect substantially the same heat-affected zone. Lapped seams between parallel plates shall be considered two seams if each edge of each plate is welded. During actual performance of this repair, the Contractor shall notify the Contracting Officer if the repair will exceed 25 linear feet.

The Contractor shall not exceed 25 linear feet without a formal modification to the contract signed by the Contracting Officer.

TP-4 Inspect Hull Compartments and Document Interior Condition (Line Item 0004)

The Contractor shall inspect all interior compartments of the vessel and document their condition. The Contractor shall submit a detailed report including location and photographs of each notable breach in the interior paint coating, structural damage and excessive corrosion point. The Contractor shall submit the report within 10 calendar days after the vessel has been delivered to the Contractor’s facility and shall include a proposal for any repairs necessary to protect the structural integrity of the vessel. The proposal shall only include the list of recommended repairs and shall not include any costs at the time of submission. The Government will make a determination if additional modifications will be pursued based upon the conditions report, physical inspection, reasonableness of the proposal, and availability of funding. If it is determined that a modification will be issued to cover the additional repairs, the Government will then request a quotation for the cost thereof.

TP-5 Anode Replacement (Line Item 0005)

The Contractor shall remove a total of eight (8) hull anodes (four each, bow and stern) that are positioned with welded clips transversely across each rake just above the baseline of the vessel. The Contractor shall furnish and install eight (8) plastisol-coated magnesium anodes sized approximately 18” x 9” x 2”.

TP-6 Grid Cooler Replacement and Cooling System Inspection (Line Item 0006)

The vessel is fitted with two (2) side mounted Fernstrum model D12156 grid coolers for cooling the diesel generator sets, one each side. Refer to contract drawing 473-D640-02 entitled “RECESSED KEEL COOLER ARRGT & DETS” and drawing II-K-2 entitled “ENGINE COOLING SCHEMATIC”. A past inspection revealed poor condition of the grid coolers and severe wastage of the grid guard anchor clips and bolts. The anchor clips were removed and new 1” x 1” steel grid cooler guards were fabricated then welded directly to the cooler recesses, port and starboard. Due to a long lead time new grid coolers could not be installed. The Contractor shall remove the existing grid coolers and guards, port and starboard, then replace them with Government-furnished grid coolers and guards. The grid coolers shall be reinstalled using new seals.

a) Proper operation of the new grid coolers shall be demonstrated to the Contracting Officer before acceptance. Proper operation shall be demonstrated by conducting a pressure test the grid coolers and all connecting piping and hoses. The test shall be conducted before the vessel is refloated, and for a period of 4 hours at the normal operating pressure (5 psi) of the system. The Contractor shall provide a test report to the Contracting Officer of the results.

i) The Contractor shall also drain the coolers and capture the coolant for recovery by the Government.

An equivalent amount of new coolant will be provided by the Government and returned to the cooling system by the Contractor. The Contractor shall coordinate with the Contracting Officer all work related to the repair of the grid coolers to ensure that the cooling system is refilled with new coolant as soon as practical after draining to prevent any rust/scale from developing.

TP-7 Hatch Cover Replacement (Line Item 0007)

The Contractor shall remove from the main deck the existing nine (9) Nabrico model NAB-DF-430-18D and twelve

(12) Nabrico model NAB-DF-430-24D 24” steel hatch covers and rings. Upon removal the contractor shall prepare the openings then furnish and install new steel hatch assemblies into the deck.

TP-8 Door Replacement (Line Item 0008)

The Contractor shall remove, furnish, paint, and install nine (9) weathertight single doors of steel construction on the main deck level. The new doors shall have windows where indicated on the vessel drawings and shall be similar in fit and function as original. The doors shall be painted according to section TP-10(c). A schedule of doors requiring replacement is shown below along with reference to the drawings that illustrate construction and materials.

a) Replacement doors needed for Derrickboat 65

i) Five (5) right hand model KS-20005 doors manufactured by Kearfott.

ii) Two (2) left hand model KS-20005 doors manufactured by Kearfott.

iii) One (1) right hand model KS-20001-A door manufactured by Kearfott.

iv) One (1) left hand model KS-20001-A door manufactured by Kearfott.

The hull of Derrickboat 65 from the deck edge down is coated with an Ameron Amercoat 235 high build epoxy system over an Ameron Dimecote 302 zinc rich epoxy primer. Average Dry Film Thickness (DFT) is estimated to be 16 mils. All areas from the deck edge down, including the spuds, spudwells, sea chest, and grid cooler recesses will require blasting and painting according to the requirements below.

a) HULL SURFACE PREPARATION: Surface preparation for all exterior hull steel from the deck edge down shall include removal of rust, oxidation, dirt, oil, and grease, and shall be in accordance with Steel Structures Painting Council Standards, SSPC-SP 10 (Near White Blast). After dry blasting, the surface profile shall be jagged, with a profile depth between 1.0 and 2.0 mils as measured by ASTM D4417, Method C. Appropriate abrasive blast media shall be used to produce the desired surface profile and to give an angular anchor tooth pattern. If recycled blast media is used, an appropriate particle size distribution shall be maintained so that the specified profile is consistently obtained. Steel shot or other abrasives that do not produce an angular profile shall not be used. Surfaces shall be dry at the time of blasting. Any areas of the hull that are not accessible for SSPC-SP10 surface preparation shall be prepared in accordance with Steel Structures Painting Council Standards SSPC-SP3 to remove all loose mill scale, loose rust, and other detrimental foreign matter to facilitate hull pit repairs and weld seam repairs. Notify the Contracting Officer when this work has been completed so a technical inspection can be performed prior to continuing work.

i) The Contractor shall remove each grid cooler protective guard. The grid coolers (if installed) shall be wrapped with a heavy-duty cloth to protect them from the effects of blast media. The Contractor shall blast as much of the exposed steel as practicable without disturbing the cooler material or mountings.

ii) The sea chest strainer plate shall be removed and sandblasted on both sides. The entire sea chest interior shall be blasted with care given to protect the valve intake.

iii) There are two spuds each measuring 2.5’ square x 40’ long. The spuds will be removed from their spudwells by the Government and placed on the deck of the vessel for easy access by the Contractor.

Both spuds shall be moved off the vessel and sandblasted and painted in accordance with the requirements of this section. The spudwells, interior and exterior, shall also be sandblasted in accordance with these requirements. The spudwell liners shall be removed to facilitate sandblasting and painting of the interior surfaces of each spudwell. Each liner shall be marked prior to removal and shall be replaced in its original location using new contractor-furnished mounting hardware. Upon completion of all painting, the spuds shall be laid upon contractor-furnished wood blocking on the main deck for re-installation by the Government after final delivery.

b) HULL PAINT & APPLICATION: The deck edge down, including the spuds, spudwells, sea chest, and grid cooler recesses shall be painted subsequent to surface preparation in accordance with paragraphs below.

i) Items not to be prepared or coated shall be protected from damage by surface preparation methods.

Cleaning and painting shall be performed so that dust or other contaminants from the cleaning process do not fall on wet, newly painted surfaces, and surfaces not intended to be painted shall be suitably protected from the effects of cleaning and painting operations. Within eight (8) hours after cleaning, prior to the deposition of any detectable moisture, contaminants, or corrosion, all ferrous surfaces blast cleaned to Near-White grade shall be cleaned of dust and abrasive particles by brushing, vacuum cleaning, and/or blowdown with clean, dry compressed air, and given the first coat of paint. All abrasives and other material shall be removed from the surfaces of members before applying the first coat of paint.

ii) All paint shall be applied in strict compliance with the coating manufacturer's recommendations for surface preparation, weather, and coating application and painting operations shall conform to all applicable federal, state, and local regulations. The finished coating shall be applied in even, continuous coats free of holidays, pinholes, bubbles, runs, drops, ridges, waves, laps, unnecessary brush marks, and variation in color, texture, and gloss. Application of initial or subsequent coatings shall not commence until verification that atmospheric conditions and the surfaces to be coated are satisfactory. Edges, corners, crevices, seams, joints, welds, and other surface irregularities shall receive special attention to insure that they receive an adequate thickness of paint. Air caps, nozzles, and needles shall be as recommended by the spray equipment manufacturer for the material being applied.

Paint shall be thoroughly and properly mixed, strained where necessary, and kept at a uniform composition and consistency during application.

iii) The coatings specified herein may be thinned as required when permitted by the manufacturer to address ambient application conditions. All components used shall be the product of the same manufacturer. Proprietary accelerator, if required by environmental conditions, shall be of the type recommended by the coating producer. Thinners shall be only the type recommended by the coating producer. Thinners containing moisture, alcohol or other hydroxyl bearing solvents will not be permitted.

(1) Primer – Carboline Carbozinc 85 on SSPC-SP-10 "Near-White" blasted areas without additives applied at 3.0 mils DFT.

(2) Coating –Carboline Carboguard 60 two-part epoxy polyamide with Micaceous Iron Oxide added at 2 lbs. per gallon and applied at 8.0 to 12.0 mils DFT, 16.0 mils DFT minimum.

(3) The number of coats of primer is one (1) at a uniform 2.0 to 3.0 mils DFT. The number of coats for the paint is at least two (2) coats at 8.0 to 12.0 mils DFT per coat. For this multiple coat application, the thickness applied per coat may not exceed the paint manufacturer's recommended maximum thickness of 12.0 mils. The paint system top color shall be Federal Standard 595 Black 17038.

(4) Hull Draft Numbers/Lettering and Spud Draft Marks shall be coated with Carboline Carbothane 134HG applied at a minimum of 3.0 mils DFT or as required to obtain color. Color is Federal Standard 595 White 27880.

TP-10 Prepare and Paint Decks, Equipment, Deckhouse, and Fittings (Line Item 0010)

The main and upper decks, the deck deckhouse, deck machinery, and deck fittings of Derrickboat 65 are coated with an Amershield two-component, polyester-acrylic aliphatic polyurethane topcoat over an Amerlock 400 high-build epoxy system. Average DFT is estimated to be 16 mils. A non-skid deck surface was achieved by broadcasting Black Beauty abrasive grit across the decks at time of last paint application. All areas of the main and upper decks, including the deck deckhouse, machinery, and deck fittings of Derrickboat 65 will require blasting and painting according to the requirements below.

a) The vessel crane from the pedestal up is excluded from these requirements. Extreme care shall be given during cleaning so that abrasive blast media will not enter any areas of the crane, deckhouse interior, voids, tanks, and deck machinery. These areas shall be securely sealed and other measures as needed taken, during surface preparation operations to exclude blast dust and debris.

b) DECKS, EQUIPMENT, DECKHOUSE & FITTING SURFACE PREPARATION: The Contractor shall prepare all surfaces of the main and upper decks, including the deck deckhouse, machinery, and deck fittings of Derrickboat 65 beginning with high pressure (5,000 psi) power washing and supplemented with SSPC-SP1 Solvent Cleaning. This shall be followed by SSPC-SP7 Brush-Off Blast Cleaning. Areas of particularly heavy corrosion that cannot be effectively prepared by brush-off blasting shall be prepared according to SSPC-SP6 Commercial Blast Cleaning. Covers and hatches shall be opened or removed to facilitate cleaning and painting of the edges.

c) DECKS, EQUIPMENT, DECKHOUSE & FITTING PAINT & APPLICATION: The main deck, upper deck, deck fittings and deck equipment shall be a painted subsequent to surface preparation in accordance with paragraphs below.

(2) Intermediate Coating – Carboline Carboguard 60 two-part epoxy polyamide with Micaceous Iron

Oxide added at 2 lbs. per gallon and applied at 8.0 to 12.0 mils DFT, 16.0 mils DFT minimum.

(3) The number of coats of primer is one (1) at a uniform 2.0 to 3.0 mils DFT. The number of coats for the intermediate coating is at least two (2) coats at 8.0 to 12.0 mils DFT per coat. For this multiple coat application, the thickness applied per coat may not exceed the paint manufacturer's recommended maximum thickness of 12.0 mils.

(4) Deck Coatings – In lieu of the second intermediate coat of Carbogarud 60, a coat of Carboline Carboguard 868 Non-Skid shall be applied to all deck areas at 6.0 mils DFT.

(5) Top Coat - The top coat for all areas of the decks, deckhouse, equipment, and fittings shall be alphatic acrylic polyurethane Carboline Carbothane 134 HG at a thickness of 3.0 mils. The top coat shall be semi-gloss finish, except for deck hatches and fittings, safety colors, a gloss finish may be used.

(6) The paint colors used for the decks, equipment, deckhouse and fittings shall be as follows:

TP-11 Name Placard Modification (Line Item 0011)

The Contractor shall remove the 1/4” steel plate lettering “Pittsburgh” that is welded to the port and starboard sides of the deckhouse as shown on reference drawing 473-C460-01 entitled “HULL MARKINGS”. Lettering in a matching font shall be furnished and installed by the Contractor to read “Huntington”. The Arabic type block letters shall be cut from 1/4” plate and continuously seal welded to the deckhouse backing with 1/8” fillet weld. Spacing and alignment shall match the surrounding lettering. The new lettering shall be painted in accordance with section TP-10(c)(iii)(6).

TP-12 Gas-Free Areas of Hull & Provide Hot-Work Certificates (Line Item 0012)

It is expected that hot-work subject to these specifications will be required on or in close proximity to fuel tanks, bilge areas and enclosed compartments subject to gas accumulation or excessive gas pressures as a result of heat.

The Contractor shall furnish the Contracting Officer with a “gas-free” / “safe-for-hotwork” certificate provided by a marine chemist or Coast Guard authorized person in accordance with OSHA 29 CFR 1915.14 prior to hot-work commencing in these areas.

a) Hot work certificates shall be furnished to the Contracting Officer at the Contractor’s expense prior to commencing work on or around any fuel tanks or oily water tank.

b) If the gas-free conditions are violated at any point during the performance of this work, the Contractor shall bear the full expense of gas-freeing the space and providing an updated marine chemist’s gas-free certificate.

c) The Contractor shall strictly comply with the requirements of EM 385-1-1 Safety and health Requirements Manual and OSHA 29 CFR 1915 and 1926 in regards to gas-freeing all spaces requiring hot-work and shall treat the compartments as confined spaces.

d) The Derrickboat 65 has two (2) 3,000 gallon diesel fuel tanks, port and starboard amidships, and one (1) 500 gallon diesel fuel day tank located in the hold at the centerline. Access to each main fuel tanks is accomplished through a 15” x 23” bolted plate. Access to the day tank is accomplished through an 18” diameter bolted plate. Additionally there is one empty (1) 1,000 gallon capacity oily water tank located aft of the port capstan room. Access to the oily water tank is accomplished through an 18” diameter bolted plate. Refer to drawing 473-D215-01 entitled “GENERAL ARRANGEMENT OF HOLD”.

i) The contractor shall remove and store all fuel from each of the fuel tanks. An equal amount of fuel that is removed from the tanks shall be returned upon completion of the work. It is expected that there will be approximately 1,500 gallons of fuel or less on-board. The government representative will supply the contractor with the exact amount before the contractor takes possession of the vessel.

TP-13 Replace Diesel Generator Engines (Line Item 0013 – Option 1)

Prime power aboard the Derrickboat 65 is provided by two Caterpillar 3406B generator sets, one each port and starboard. If the generator engine replacement option is awarded by the Contracting Officer, the Contractor shall uncouple each of the 3406B engines from their SR4 generators and remove them from the machinery hold. The Contractor shall then install two Government-furnished 3406B long block engines into the machinery spaces and re-couple them to their generators.

a) This shall be accomplished by removing the deck cut-outs shown in drawing 473-C245-01 entitled “ARRANGEMENT OF UPPER MACHINERY ROOM”. Portions of the ventilation system ductwork and stairs will also require removal to accomplish this work.

b) All accessory components that were removed from the old engines shall be cleaned and re-installed onto the new engines using new gaskets, seals, and O-rings provided by the Contractor. This includes but is not limited to the turbocharger, aftercooler assembly, valve covers, harmonic balancer, water pump, gauges, fluids, and all other appurtenances and accessories required for proper operation of the generator set.

c) All deck plates, ventilation ductwork, exhaust piping, stairs, and handrails that were removed or relocated during the engine swap shall be reinstalled by the Contractor.

d) Proper operation of the generator sets shall be demonstrated to the Contracting Officer prior to final acceptance. This shall be accomplished by placing each engine into parallel to support a shared load of approximately 150 amps for a period of four (4) hours. Resistive load banks will be provided, connected, and operated by Government support personnel during this test. Any leaks or failures not related to a manufacturer defect in the new engines shall be repaired by the Contractor at the Contractor’s expense.

e) Reference the following drawings for additional details and measurements:

TP-14 Contractor Submittals and Deadlines

The Contractor shall make document submittals as required by these specifications. The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Each submittal shall be complete and in sufficient detail to allow ready determination of compliance with contract requirements. Proposed deviations from the contract requirements shall be clearly identified. Submittals may also include items such as descriptive literature including (but not limited to) catalog cuts and diagrams, test reports, samples, certifications, warranties, and other such required submittals.

a) Transportation Plan – Refer to section TP-1(a) for details regarding the transportation plan. This plan must be received by the Contracting Officer no later than thirty (30) calendar days after contract award. This submittal requires approval and acceptance by the Contracting Officer prior to issuance of Notice to Proceed.

b) Dry Docking Plan – Refer to section TP-1(b)(c)(d) for details regarding the dry-docking plan. This plan must be received by the Contracting Officer no later than thirty (30) calendar days after contract award.

This submittal requires approval and acceptance by the Contracting Officer prior to issuance of Notice to Proceed.

c) Certificates of Insurance – Refer to section SC-2 for details regarding insurance requirements. Proof of insurance must be received by the Contracting Officer no later than thirty (30) calendar days after contract award. This submittal requires approval and acceptance by the Contracting Officer prior to issuance of Notice to Proceed.

d) Security & E-verify – Refer to section SC-3 for details regarding the complete security requirements for this contract. Supporting documentation must be received by the by the Huntington District Security Office no later than thirty (30) calendar days after contract award. E-Verify certificates for the Contractor’s employees who will be working upon the Derrickboat 65 are required no later than three (3) business days after receipt of contract award. Notice to Proceed will not be issued until the Huntington District Security Office provides confirmation to the Contracting Officer regarding receipt and approval of these submittals.

TP-15 Welding Requirements

a) General – Welding shall be by an electric arc-welding process and shall conform to the applicable provisions of AWS D1.1, Sections 1 thru 7, 9 and 10 unless otherwise specified or authorized. Welding operators, welders and tack welders shall be qualified and re-qualified if necessary for the particular type of work to be done. Qualification shall be in accordance with AWS D1.1, Section 5, (USCG qualification acceptable). Only low-hydrogen electrodes shall be used for all work unless specifically authorized by the Contracting Officer.

b) Inspection – The Contractor shall maintain an approved inspection system and perform required inspections to assure compliance with contract requirements. Welding shall be subject to inspection by the Contracting Officer to determine conformance with the requirements of AWS D1.1, the approved welding procedures and provisions stated in other sections of these specifications. The Contractor shall clean the welds of scale, slag, weld spatter, etc., in preparation for inspection. The Contractor shall ascertain that all welding conforms with the requirements and/or these specifications as to size, length, location, and positioning of members prior to welding, particularly members that are to be positioned into close contact for welding.

The Contractor shall carefully examine each weld for surface defects, undercutting, lack of fusion, insufficient penetration, porosity, craters, cracks, gas pockets, etc., in the weld or base metal.

c) Non-Destructive Examination – The Contracting Officer may require non-destructive testing of Contractor welds. If Contractor welds are to be non-destructively tested as required by the Contracting Officer, the Contractor shall make the necessary arrangements for the non-destructive testing by a recognized testing agency. If the welds are found to be satisfactory, the Government will pay the costs of the non-destructive testing. If the welds are found to be defective, the Contractor will be required to bear both the costs of the non-destructive testing and of the required re-welding. All sections of welds found defective shall be chipped, cut, or gouged out to base metal and properly re-welded.

d) Procedure – The Contractor may be required to prepare and submit for approval a complete schedule of welding procedures consisting of detailed procedure specifications to be used for each welded connection.

The schedule shall conform to the provisions of AWS D1.1, Sections 2, 3, 4, 7, and 9 and applicable provisions of Section 10. Procedures shall be such as to minimize residual stresses, distortion and shrinkage. Approval of any procedure will not relieve the Contractor of the responsibility for producing a finished structure meeting all requirements of these specifications.

e) Temporary welds – Temporary welds required for fabrication and erection shall be under the same controlled conditions described herein for permanent work. All temporary welds shall be made by welders qualified for permanent work as previously specified. Temporary welds shall be removed after having served their purposes, and shall be ground flush with adjacent surfaces. All depressions shall be filled overfull with weld metal and the excess weld metal shall then be ground flush.

f) Preheat – Preheating shall be performed as required by AWS D1.1, Sections 4.2 and 4.3 except that the temperature of the base metal shall be at least 70 degrees F. The weldments to be preheated shall be slowly and uniformly heated by approved means to the prescribed temperature, held at that temperature until the welding is completed, and then permitted to cool slowly in still air. Preheating temperatures shall be monitored by the use of suitable temperature-indicating sticks, liquids, or pellets, as manufactured by Tempil Corporation, Markal Company, Curtiss-Wright Corporation, and others.

g) Filler Metal – The electrode, electrode-flux combination and grade of weld metal shall conform to the appropriate AWS specification for the base metal and welding process being used. The AWS designation of the electrodes to be used shall be included in the schedule of welding procedures. A controlled temperature storage oven shall be used at the job site as prescribed by AWS D1.1, Section 4.45 to maintain low moisture of low hydrogen electrodes.

h) Flame Cutting – Structural steel may be cut by machine-guided or hand guided torches instead of by shears or saws. Flame cutting of material other than structural steel shall be subject to approval by the Contracting officer. Where a torch is mechanically guided, no chipping or grinding will be required except as necessary to remove slag and sharp edges. Where a torch is hand guided, all cuts where the material is to be welded and the cuts will be exposed or visible shall be chipped, ground, or machined to sound metal. Where metal is not to be welded and where cuts will be exposed, burrs and rough edges only shall be removed. Where the torch is mechanically guided, flame gouging will be permitted in preparation for welding.

i) The contractor is responsible for compliance with U.S. Coast Guard regulations for handling of inflammable and combustible liquids. Whenever hot work is to be performed on fuel tanks, bilge areas or any enclosed compartment or structure subject to gas accumulation or excessive gas pressures building up as a result of heat, a marine chemist's gas-free certificate shall be furnished to the Government representative at the contractor's expense prior to commencing work.

j) No welding is permitted on any structural member of the crane. Contractor shall get approval before commencing any work on any portion of the crane.

SPECIAL CONDITIONS

SC-1 Access to the Vessel by the Government

Government personnel, vehicles, materials, equipment, and tools shall be given access to the Derrickboat 65 while the vessel is in the Contractor’s possession. Government personnel will be making regular visits to the vessel to monitor progress and to perform standard maintenance that is not related to and will not interfere with the work specified in this contract. At least 24 hours advance notice will be provided by the Contracting Officer to the Contractor.

SC-2 Vessel Towing, Dry-dock, and Repair Insurance

Any and all damage to and/or loss of plant or its equipment occurring after the plant is delivered to the Contractor at the Pittsburgh Repair Station and before final acceptance by the Government shall be promptly repaired or replaced by the Contractor at no additional expense to the Government. The Contractor shall obtain and provide a Certificate of Insurance for Landing Owner Liability Insurance in the amount of $5,000,000.00 for adequate care, custody and control of Derrickboat 65 while in the possession of the Contractor. A Ship Repair Liability policy shall also be in effect in the amount of $500,000.00 related to the work being accomplished and any harm incurred by the Government resulting from faulty work. All deductibles shall be the responsibility of the Contractor. All insurance shall be in the specified amount for the protection of the United States, and with provision for payment of the loss, if any, to the United States and/or the Contractor as their interest may appear. The insurance shall be maintained in effect by and including the date of delivery to the Contractor at the Pittsburgh Repair Station until final acceptance by the Government.
