The system must be accessible via a secure internet-based portal and capable of processing approximately 14,000 monthly transactions across a network of over 35,000 financial institutions nationwide. The proposal deadline is October 13, 2021, at 11:00 AM ET, with questions due by August 19, 2021, at 3:00 PM ET. A non-mandatory pre-proposal conference is scheduled for August 17, 2021, at 10:00 AM ET via webinar. The estimated contract period is five years, consisting of an initial three-year term with two subsequent one-year renewal options, beginning December 22, 2021, and ending December 21, 2026. Award notification is scheduled for December 10, 2021.

Pricing must be submitted using SCDHHS-provided Excel spreadsheets with separate tables for Implementation Phase fixed prices, Operations Phase transaction fees, Operations Phase non-transactional monthly fees, labor rates, and Turnover Phase costs. Offerors may structure Operations pricing by transaction, fixed fees, or a combination thereof. SCOPE OF SOLICITATION

ACQUIRE SERVICES (MODIFIED)

The South Carolina Department of Health and Human Services (SCDHHS) intends to acquire a solution for an Asset Verification System (AVS) Contractor to provide comprehensive verification and reporting of Medicaid applicants’ and Beneficiaries’ assets (Services) in the most efficient and cost-effective delivery model available.

SCDHHS is seeking an AVS for Medicaid applicants and Beneficiaries in the Aged, Blind and Disabled aid categories, in compliance with section 1940 of the Social Security Act. Additionally, SCDHHS and the AVS Contractor will collectively ensure that the asset verification process, once implemented, is compliant with the requirements of the Fair Credit Reporting Act 15 U.S.C. § 1681 (FCRA).

MAXIMUM CONTRACT PERIOD - ESTIMATED (MODIFIED)

Start date: 12/22/2021 End date 12/21/2026. Dates provided are estimates only. Any resulting Contract will begin on the date specified in the notice of award. See clause entitled "Term of Contract - Effective Date/Initial Contract Period".

This Contract is for an initial term of three (3) years, with two (2) subsequent one (1) year renewal options. The maximum Contract term is five (5) years.

PROGRAM BACKGROUND AND VISION

SCDHHS is a cabinet agency of the South Carolina Governor’s Office and serves as the single state agency to administer the South Carolina Medicaid program. Medicaid is a program of medical assistance for the needy administered by the states using state appropriated funds and federal matching funds within the provisions of Title XIX and Title XXI of the Social Security Act as amended.

AVS Intent The intent of this Request for Proposal (RFP) is for SCDHHS to obtain Proposals for the Services of an AVS accessible to SCDHHS eligibility workers via a secure internet-based portal that will provide comprehensive verification and reporting of Medicaid applicants and Beneficiaries’ assets in an efficient and cost-effective manner. Title VII, section 7001(d) of P.L. 110-252 (Supplemental Appropriations Act of 2008) added a new section 1940 to the Social Security Act. Section 1940 requires all States to implement a system for verifying the assets of Aged, Blind, or Disabled category applicants and Beneficiaries of Medicaid; the solutions proposed in response to this solicitation must comply with these requirements.

By procuring the Services of a Contractor, SCDHHS will meet the requirement while:

Providing for enrollment integrity by verifying the assets of the population applying for, or receiving, Medicaid on the basis of being aged, blind, or disabled to provide authorization.

Providing flexibility, security and automation that allows SCDHHS to manage and act upon verification results in a timely manner.

Enabling SCDHHS to submit comprehensive verification activity reports in a timely and accurate manner.

Combating fraud and abuse.

SCDHHS has approximately 950 users of the current AVS, with approximately 14,000 monthly Transactions (FFY 2020) sent out to Financial Institutions (FI) nationwide.

The current AVS accesses a total of 1,635 FIs with branches in South Carolina (SC); 6,059 FIs with branches in North Carolina (NC) and Georgia (GA); and 28,773 FIs with branches outside SC, NC, and GA.

For more statistical data see PL 001 Current AVS Statistics.
