C.2 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days.

C.3 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR
2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 10 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 20 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.

C.5 VAAR 852.219-75 SUBCONTRACTING COMMITMENTS MONITORING
AND COMPLIANCE (JUL 2018)
(a) This solicitation includes the clause: 852.215-70 Service-disabled veteran-owned and veteran-owned small business evaluation factors. Accordingly, any contract resulting from this solicitation will include the clause 852.215-71 Evaluation factor commitments.
(b) The Contractor is advised that in performing contract administration functions, the Contracting Officer may use the services of a support contractor(s) to assist in assessing Contractor compliance with the subcontracting commitments incorporated into the contract. To that end, the support contractor(s) may require access to the Contractor's business records or other proprietary data to review such business records regarding contract compliance with this requirement.
(c) All support contractors conducting this review on behalf of VA will be required to sign an “Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement” to ensure the Contractor's business records or other proprietary data reviewed or obtained in the course of assisting the Contracting Officer in assessing the Contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs.
(d) Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the Contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). The Contractor is required to cooperate fully and make available any records as may be required to enable the Contracting Officer to assess the Contractor compliance with the subcontracting commitments.

The Contracting Officer reserves the right to designate an Administrative Contracting Officer (ACO) for the purpose of performing certain tasks/duties in the administration of the contract.
Such designation will be in writing through an ACO Letter of Delegation and will identify the responsibilities and limitations of the ACO. A copy of the ACO Letter of Delegation will be furnished to the Contractor.

(d) Comptroller General Examination of Record. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

SECTION D - CONTRACT DOCUMENTS, EXHIBITS, OR

D.1 STATEMENT OF WORK
GENERATOR TESTING AND PREVENTATIVE MAINTENACE
Provide all necessary labor, material, tools, and equipment to perform annual maintenance/inspection, and four-hour load test—including associated certification, on emergency generators yearly at the Department of Veterans Affairs John J Pershing VA Medical Center listed herein in accordance with all terms, conditions, provisions, specifications, and schedules of this solicitation.
1. GENERAL:
1.1 Field service work shall be performed directly by Field Service Engineer who has successfully demonstrated their knowledge and experience in the Field of Electrical Power Distribution Systems Testing. The Field Service Engineer shall be capable of the following: (1) testing, assessing, evaluating, servicing and reconditioning components, (2) assuring that the equipment on which work has been performed is safe, reliable, and acceptable for its intended purpose, and (3) identifying defective equipment and potential safety problems, environmental hazards or code violations.
All other testing technicians assigned to the project must be certified by NICET, NETA, or have an equivalent qualification certification. Contractor shall provide proof of technicians’ certification prior to the technician performing work. Test assistants and apprentices may be assigned to the project as assistants to certified technicians at a ratio not to exceed two certified to one non-certified assistant or apprentice.
1.2 All work performed shall be fully documented by the Contractor. Testing shall be performed in compliance with manufacturers' recommendations and applicable NEMA, NETA, ANSI, ASTM, ASA, OSHA 1919.269, NFPA 70, NFPA 70E, NFPA 99, NFPA 110, JACHO and VA Standards.
Refer to the Comprehensive Accreditation Manual for Hospitals: The Official Handbook, Parts EC.7.40.1 and EC.7.40.7, as set forth by the Joint Commission on Accreditation of Healthcare Organizations (JACHO), for compliance requirement.
1.3 Conformity to Regulations: The Contractor shall conform to all regulations, Federal, State, and local, governing emergency generator electrical testing and certification.
1.4 The cost of travel and/or travel time to and from the job site will be at the Contractor’s expense, at no cost to the Government
1.5 Contractor shall submit maintenance/inspection form, load bank field test form, and final inspection/test report format to the COR for approval prior to commencing testing. Testing shall not start prior to approval of form formats by the COR.
1.6 Contractor shall provide a comprehensive written final report to the Facilities Management Utility Systems Supervisor, which summarizes maintenance/inspection findings, field test findings, and provide a statement as to whether the Emergency Generator Systems reflect compliance or lack of compliance with codes and standards cited in paragraph directly below, list all anomalies found, and suggest recommendations to correct any noted deficiencies. Final report shall clearly state whether compliance occurred with respect to JACHO EC.7.40.1 and NFPA 110.
1.7 The contractor’s representative shall report to the Facilities Management Chief, prior to commencing work and at the completion of each workday.
1.8 Contractor shall check in with the John J. Pershing VA Medical Center Facilities Management Utility Systems Supervisor each day before starting work to obtain authorization to perform service that day. The Contractor shall check in at the COVID check in station to receive a wrist band and must wear the wrist band in plain visible site while on station.
1.9 Keys: The COR shall provide the Contractor access to all buildings and rooms required in the provisions of this contract. The Contractor shall notify the COR when leaving these areas.
1.10 Lights/Windows: All lights and/or windows shall be turned off or closed and locked respectively in unoccupied areas, unless otherwise directed by the COR. If any difficulties are encountered in keeping areas locked, or windows closed, the COR shall be notified immediately.
1.11 All materials and equipment will be removed from the facility or stored properly at the end of the workday and secured during the workday. Under no circumstances will the Contractor allow any equipment to be left unattended for any length of time.
1.12 Smoking is not permitted on any VA Medical Center property.
1.13 All service tickets will show the Make, Model, Serial, and PM numbers of the generator and prime mover being tested.
1.14 Time Constraints:
1.14.1 Maintenance, inspection, and testing shall be performed between 8:00 a.m. and 4:00 p.m., Monday through Friday, excluding federal holidays. Due to the critical nature of emergency generators serving health care buildings, testing of generators shall not occur should stormy weather conditions exist.
1.14.2 Generators classified as Life Safety located in Building 7 and 16A shall not be secured for over 4 hours consecutive.
1.14.3 John J. Pershing VA Medical Center: Testing and maintenance by Contractor of Generators, serving Building 1 and Building 7, will only be performed with the concurrence of JJPVAMC Executive Leadership Team. Allowable time may be after-hours or on weekends. Facilities Management Utility Systems Supervisor will help in establishing time for the testing and maintenance of this generator.
1.14.4 Federal Observed Holidays: Contractor is not required to perform services on the listed holidays:

2.1 Annual Maintenance and Inspection:
Annual maintenance shall be performed on all emergency generators as described in this portion of the statement of work and the tables of section 2.2.
During the month of October, Contractor shall perform the following maintenance services:
(a) FUEL SYSTEM:
1. General inspection of all components.
2. Change fuel filter(s), (Filter(s) to be furnished by contractor).
3. Clean air filter. Change air filter during base year (filter to be furnished by contractor).
4. Analyze diesel fuel for condition.
5. Check entire unit for leaks.
6. Adjust valves and injectors per manufacturers specifications.
(b) LUBRICATING SYSTEM:
1. Change oil, filter(s) and by-pass filter(s) (oil and filter(s) to be furnished by contractor).
Oil must meet unit manufacturer’s recommendation.
2. Oil analysis to check for the presence of metals, water, or breakdown of engine oil.
3. Check entire unit for oil leaks.
4. Clean crankcase breather.
5. Lubricate all parts as required by manufacturer’s service manual.
6. Operation of lubricating oil heater (if installed).
7. Check and record oil pressure for proper pressure.
(c) COOLING SYSTEM:
1. Record coolant level and mixture. Cooling system will be protected to –20 degree
Fahrenheit.
2. Record coolant temperature.
3. Change antifreeze solution (antifreeze to be furnished by contractor). Antifreeze to be changed during base year.
4. Check belt tension and condition. Replace belts during base year (belts to be furnished by contractor).
5. Change water filter(s). Filter(s) to be furnished by contractor.
6. Check all engine water pumps and circulating pump.
7. Check block heater for operation.
8. Examine all ductwork for tightness.
9. Clean and check motor operated louvers.
10. Check condition of coolant hoses and connections. Replace hoses and fittings during base year (hoses and fittings to be furnished by contractor).
11. Check for coolant leakage.
12. Replace thermostat during base year (thermostat and gasket to be furnished by contractor).
(d) SERVICE BATTERIES:
1. Clean and check connections.
2. Check specific gravity test and electrolyte level on lead acid battery (if applicable).
3. Check battery charger operation (check charging rate).
4. Make load test of each nickel cadmium cell where applicable.
5. Add distilled water to maintain proper level (if applicable).
6. Check Voltage on Maintenance Free Batteries.
7. Replace batteries during base year (batteries to be furnished by contractor).
(e) EXHAUST SYSTEM:
1. Check condition of muffler; exhaust lines, supports and connections.
2. Check for all exhaust system leaks.
3. Check exhaust manifold and turbo-charger cap screws.
(f) GENERATORS:
1. Measure and record resistance reading of generator winding using insulation tester (Megger).
2. Inspect automatic transfer switch operation, including exerciser, time delays and contacts.
3. No unusual sounds.
4. Operational check of voltmeter, frequency meter, ammeter, and safety systems.
(g) SYSTEMS CONTROLS:
1. Re-evaluate the setting of the voltage sensing and time delay relays.
2. Check out and record the time intervals of the various increments of the automatic start-up and shutdown sequences.
3. Inspect ignition wiring and check ignition timing.
4. Check operation of remote annunciator.
(h) ENGINE SAFETY CONTROLS:
1. Check operation of all engine operating alarms and safety shutdown devices (generator will not be under load during this check).
2. Run generator under load, to check instruments including voltage, frequency, amperage.
3. Check automatic transfer switch for proper operation, check operation. check contracts, trickle charger system, voltage at contractor, phase protection relays and start relays.
(i) GOVERNOR:
1. Check all linkage and ball joints.
2. Check oil level, if applicable.
3. Observe for oil leakage.
4. Check governor operation.

Contractor is to provide all necessary labor, material, tools and equipment to perform tri-annual load testing on emergency generators. Starting in October of the year 2022, and every three years thereafter, Contractor shall perform a 4-hour load test on generators listed in tables below.
4.1 The VA will provide switching to isolate generators and assist with connections at the load test terminals.
4.2 In accordance with NFPA 110 Standards for Emergency & Standby Power Systems, 2002 Chapter 8 Routine Maintenance and Operational Testing, the service technician will hook external load bank at generator breaker. The technician will then apply a load of 30%, of generator nameplate rating, for two hours, followed by a load of 50% for two hours, for four continuous hours. The technician shall check all safeties associated with each generator. The four-hour test of each emergency generator is to occur on the same scheduled date as the annual two-hour load test and shall occur directly after the two-hour load test.
4.3 Individual emergency generator report forms are to indicate initial start-up time and load at each phase of load bank testing and total run-time. For the 30% and 50% load bank test phases, the initial readings are to be recorded with readings taken at 15-minute intervals thereafter. Test form is to delineate each phase of testing. Initial load bank test start and final stop times are to be shown on the test form. The technician’s signature, along with date each emergency generator was tested, is to appear on test form. Failure to provide test information, recording the minimum test loads levels, and testing intervals for less than the prescribed durations on the report form will require retesting of the generator(s) in question by the Contractor at no expense to the government.
4.4 Failure to provide a load bank of sufficient size, for generators list in tables below, and to test each emergency generator at or above KW loads for the prescribed time intervals cited in paragraph 4.2, shall result in Contractor performing the test again at no additional charge to the VA.
4.5 In the event that a generator, generator engine, or associated emergency power equipment failure occurs during the 4-hour load test, generating unit shall be successfully retested after necessary repairs or corrections are made to ensure compliance with JACHO Standard EC.7.40.7. Unit pricing is to be provided with contractor’s proposal for retesting of a generating unit, should failure occur during testing, under the following scenarios:
4.5.1 Repairs and/or corrections can be made prior to demobilization from the job site, or
4.5.2 If demobilization/mobilization expenses are incurred, provide unit price to perform a retest of the failed generating unit.
4.6 Submit a complete test report to the Facilities Management Utility Systems Supervisor, advising of any conditions warranting services or other recommendations.
4.7 Contractor shall perform tri-annual load test on generators listed in tables below:

6. TESTING AND REPORT SCHEDULE:
6.1 Start/Finish Dates: Contractor shall notify Facilities Management Utility Systems Supervisor at least two weeks in advance of scheduling any proposed maintenance or testing. Medical Center Executive Leadership Team shall approve proposed schedule for maintenance and or testing of emergency generators prior to commencing work. Contractor shall complete annual scheduled emergency generator testing, not more than one week from its starting date. Due to the combined duration of testing, that occurs tri-annually, this one-week testing completion restriction for testing of all generators at a given site is waived. Contractor shall jointly develop a comprehensive test schedule, with Facilities Management Utility Systems Supervisor, that is acceptable to all parties.
Copies of generator field test form, completed each business day, shall be provided to the COR. All maintenance and inspection reports are due within two weeks of completing maintenance of the last generator. All emergency generator field test form submissions and final test report are due within 30 day of testing completion. Any deficiencies that are discovered during maintenance, inspection or testing, that might affect the reliable operation of any generator, are to be reported immediately to the Chief of Facilities Management.
7. DAMAGE AND EQUIPMENT LOSS
All tasks accomplished by the Contractor personnel will be performed to preclude damage or disfigurement of government-owned furnishing, fixtures, equipment and architectural or building structures. Contractor will report any damage or disfigurement to these items when caused by the Contractor’s personnel and will perform repairs or replace government-owned equipment, fixtures, furnishings, grounds and architectural or building structures to their previously existing condition.
Contractor is required to provide proof of insurance which meets or exceeds the terms of FAR 52.228-5 and the Schedule of Insurance Coverage listed herein prior to the commencement of work at any VA Medical Center.
In accordance with FAR Subpart 28.307-2, Liability:
7.1 Workers' compensation and employer's liability. Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.
