STATEMENT OF WORK

LOWER YELLOWSTONE – JOE’S ISLAND FENCING PROJECT

GLENDIVE, MONTANA

1.0 BACKGROUND

Bureau of Reclamation (Reclamation) owns land on Joe’s Island in Montana for the purpose of the Lower Yellowstone Irrigation Project. This project provides irrigation water to support approximately 54,000 acres of land located on the west side of the Yellowstone River. Reclamation and the U.S. Army Corp of Engineers (USACE) are joint lead agencies on a fish passage project designed for the endangered pallid sturgeon. This project includes the replacement of a weir in the Yellowstone River and the fish bypass channel that runs through Joe’s Island, providing safe passage to pallid sturgeon. To protect the channel from free range cattle that graze the area, Reclamation is proposing to build a barbed wire fence. The cattle have a negative impact on the bypass channel, side slopes and the new seeding required to restore the land to the same condition prior to the construction of the channel.

2.0 SCOPE

The Contractor shall provide all labor, equipment, materials, etc., required to perform work as specified. The work shall include the following:

1. Prepare the surface by removing trees (only smaller than 1” in diameter), brush, ground surface irregularities, and other obstacles which interfere with proper erection of fence.

2. Furnish and install a new 4 strand barbed wire fence with metal T-posts and wood posts at locations shown on drawings D-1, D-2, D-3, D-4, and D-5,

3. Furnish and install 3 new barbed wire gates at the locations shown on drawings D-2, D-4 and D-5,

4. Furnish and install 1 cattle guard as shown on drawing D-3

The Government strongly urges interested offerors to review the drawings and inspect the site to verify site conditions and satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall a failure to inspect the site conditions constitute grounds for a claim after award.

Site inspections shall be arranged with Al Steiner by calling 406-399-0695.

Reclamation will coordinate site visits Monday thru Friday, 8:00 a.m. to 4:00 p.m., holiday’s excluded. Offers shall arrange a site visit no later than 5 working days prior to the date quotes are due.

3.0 OBJECTIVES

The construction of the fence is needed to keep cattle from disturbing the completed portions of the project on Reclamation land. The installation of the cattle guard will keep cattle out of the site while allowing vehicle access to the area. The three barbwire gates are needed to allow vehicle access to different portions of the island.

The gate shown on drawing D-2 is needed for access to the filled waste channel. The gate on drawing D-4 is needed for construction contractors to access an existing stockpile of material. Drawing D-5 shows a gate that will be located on an existing dirt road. This will provide continuity with the existing road and give access to the general public.

Prior to installation of the fence and its components, the proposed path of the fence should be cleared of any obstructions that interfere with proper fence erection. See Attachment 1, Section 3.01 A and B for proper surface preparation. This activity will provide a clear path for the fence to be installed. Trees with a trunk diameter greater than 1-inch shall not be removed and the fence path can be modified to avoid them..

4.0 TASKS

The contractor shall provide all labor, equipment, materials, etc., required for the following work.

4.1. Installation of New Barbed Wire Fence

Construct approximately 15,000 linear feet of 4 strand barb wire fence including three

(3) 4 strand barbed wire farm entrance gates (Type G-2). Installation of fence and required components shall adhere to the attached drawings (D-1 – D-5), details (D-6 – D-13), and the attached specification section 32 31 30 – Wire Fence. The fence shall be built to the Montana Department of Transportation standard drawings (D-6 – D13).

The contractor shall be responsible for disposing of all associated garbage from the project at the Glendive Landfill, located at 801 E Brennan St, Glendive, MT 59330

4.2. Installation of New Cattle Guard

Contractor shall furnish and install a new cattle guard at the location identified on the attached drawing D-3 Installation includes excavation for placing the cattle guards, installing precast concrete foundations(Attachment 2), placing and compacting backfill around cattle guard; paint, and as required: fastening adjacent fence lines to cattle guard.

5.0 DELIVERY REQUIREMENTS

The contractor shall commence, execute, and complete work as specified in Section

8.0 of this Statement of Work and in Clause 52.211-10 included in Section F of this solicitation.

The contractor shall recognize the timely and accurate performance of these services is a vital and mandatory requirement of the resultant purchase order. The contractor shall furnish all items required to successfully complete the tasks identified in the purchase order.
