DESCRIPTION/ SPECIFICATIONS/ EVALUATION
The US Forest Service is soliciting quotes for delivery of five ATVs, split among three locations in California. The vehicles will be used on a variety of trails and rough off-road terrain for forestry work.
The vehicles will be delivered to, and used in, the state of California and must meet all state emissions requirements.
Registration is not necessary as the owner will be USDA Forest Service (federal government, exempt), but the Certificate of Origin/Certificate of Manufacture must be delivered to the customer before payment will be approved.
Specifications:
The customer has indicated that a vehicle with the essential characteristics of the Polaris Sportsman 570 would best meet their needs. Other brands and models may be acceptable, and multiple proposals are welcomed.

The ideal situation would be all five ATVs of the same year, make, and model; however, in recognition of the challenges of obtaining stock in the current OHV market, offers for “mix and match” fulfillment may be considered. Offerors are encouraged to think creatively and present multiple options for fulfillment where possible.
Delivery by July 30, 2020 is ideal. Earlier or later delivery dates will be considered, with some preference given for faster delivery. Offers for “split” or “batched” delivery (e.g., delivery of Foresthill order in July, and the rest at a later date) may be considered, but are not preferred. Depending on offeror’s location, the Forest Service may opt to pick up the ATVs, rather than have them shipped. Offerors are encouraged to show clearly the difference in pricing between pick up or shipping option on their quotes, and to specify the earliest possible date for pick up or delivery.
| Delivery locations are: | Foresthill, CA | |
| Placerville, CA | ||
| South Lake Tahoe, CA |
Evaluation factors, in no particular order of precedence: overall price (including delivery as applicable), ability to meet or exceed technical specifications, ability to fill order with equipment all of one type, speed of delivery/availability for pick up, past performance. These factors will be taken into consideration as a whole to make an award decision under simplified acquisition procedures.
Please provide all descriptions, photos, and other documentation necessary to allow a full evaluation of your quote. The evaluators are not obligated to do internet research to validate your equipment meets requirements; your documentation should make it apparent. If there is insufficient information, the offer may be rated Not Acceptable. Award may be made without discussions.
Address all questions regarding this solicitation to the Contracting Officer, Sarah Hill, at sarah.hill@usda.gov or 530.478.6101.
Quotes are due via electronic submission to sarah.hill@usda.gov no later than 3:00 p.m. Pacific time on June 29, 2020.
