Description of Requirement
GROSBECK and SILVER RIVER BOTANY FIELD SURVEYS
Ottawa NF, Baraga, Gogebic, Houghton, Iron Counties
Bessemer, Kenton, Ontonagon, and Watersmeet Ranger Districts
The USDA Forest Service is seeking Botanist contractors to survey 49,468 acres for rare plants on the Ottawa National Forest in 2022 and 2023. Line items 1 and 2 are in the Grosbeck project area near Marenisco (the west part of this area was previously called Bobcat). Line items 3 and 4 are in the Silver River project area, east of Kenton. Each line item includes a set of stands with mesic cover types with higher potential for rare plants; these stands require two rounds of survey, one in early summer and one in late summer. Each line item also includes a set of stands that are drier cover types or openings, with lower potential for rare plants; these stands require one round of survey. The line items are split geographically to make best use of access time.
Field visits for two-round stands should cover earlier and later blooming periods but not specifically spring, summer, and fall. All surveys should occur between May 25 and September
15. The first survey should occur between May 25 and July 14, and the second between July 15 and September 15, with at least 3 weeks between consecutive surveys in a stand. If the first survey is conducted in a different summer than the second survey, they should occur in the two different survey windows (that is, before and after July 15), not in the same survey window over different summers. (A short visit required to confirm an identification could occur in the same survey window.) Surveys in the one-round stands may occur anytime between May 25 and September 15. Note that all surveys for Grosbeck must be completed in 2022; Silver River has 2022 and 2023 scheduled for survey completion.
Mesic cover types included in the line items are: northern hardwoods-hemlock (20); mixed northern hardwoods (21); sugar maple-red oak (80); sugar maple-beech/yellow birch (81); red maple (dry site) (84); sugar maple (85); sugar maple-basswood (82); and mixed upland hardwoods (89). Dry and/or lower potential cover types included in the line items are: jack pine (1); balsam fir-aspen/paper birch (11); white spruce-balsam fir (16); upland black spruce (17); red pine (2); white pine (3); white pine-hemlock (4); hemlock (5); white pine-red oak/white ash (41); jack pine-oak (48); red pine-oak (49); red oak (55); black ash-American elm/red maple (71); red maple (wet site) (76); mixed lowland hardwoods (79); quaking aspen (91); paper birch (92); bigtooth aspen (93); aspen-white spruce/balsam fir (95); upland brush (98); and open (99).
Surveys will follow Ottawa National Forest Botany Program Protocol, i.e. controlled intuitive or meander basis. Survey areas are identified on the included maps (see Attachments).
Additional paper and electronic maps will be provided to the selected contractor(s) at the pre-work meeting, for use in the project. These additional maps will show the survey stands over aerial photography, terrain derived from lidar, and topographic maps, and provide other details such as known invasive plant infestation locations.
Location
All surveys will occur on the Ottawa National Forest in Baraga, Gogebic, Houghton, and Iron Counties, Michigan. Stands selected for surveys are shown on the attached maps. Interested parties are urged to inspect the line items and work areas prior to submission of a quote. It is impossible to describe fully the area, work problems, and other conditions that may be factors in submitting a quote. Before any contract work is started, the Contracting Officer's Representative (COR) will arrange for a pre-work conference to discuss contract clauses and specifications.
