(1) Safety (i) Safety Management Systems. The Government will evaluate your Safety Management System (SMS) by reviewing your response and the supporting documentation to the questions in Exhibit 31 that are included in your company SMS. Offerors with a more comprehensive SMS will receive a more favorable evaluation. Additionally, offerors that provide documentation (charts, reports, examples) in support of the elements in their SMS as it related to Exhibit 31 and the items listed below will receive a more favorable evaluation. The following SMS elements will be reviewed in the evaluation of your Safety Management System.
(ii) Accident History (last 5 years). The Government will evaluate your accident history based on the number of accidents per 100,000 flight hours. Offeror’s that have lower accident rates per 100,000 flight hours will receive a more favorable evaluation provided.

Your past performance will be evaluated on the basis of information obtained from references (on Form E.6) and other sources, including any information on your company contained in the CPARS. The Government will give greater weight to its own experiences with you, if any, than it will give to reports obtained from others. The Government will not consider past performance more than three years old.
(4) Organizational Experience. The Government will base its evaluation of your experience on the extent to which you have performed services of the kind described in this RFP and under similar contract terms. Your experience is relevant when you have been confronted with the kinds of challenges that will you may confront under this requirement based on the Scope and relevant terms. The Government will obtain this information via CPARS, Form E.6 of the solicitation, and any additional documentation provided detailing the experience of the organization as it relates to this contract. The more recent your experience, and the broader and deeper your experience, the better the evaluation you will receive. The Government prefers experience supporting wildland fire operations.
(5) Evaluated Price. The Government will determine the Evaluated Price by multiplying the rate for all items in the Schedule of Items times the guaranteed and estimated number of units estimated to be ordered under the contract for both years.
