This work is physically located within the interior and rooftop of an active construction project for renovations at Bldg. #8 located at ARS in Stoneville, MS.
As provided in FAR 16.505 (b)(2)(C) which states... The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order...
GSI is the contractor for this active project and needs to perform this work for several reasons; 1) Warranty - in order for certain elements of their warranty to remain valid, 2) Urgency - there is an urgent need to have this work completed so that the newly formed Pollinator Unit can occupy the building. The occupants were ready to move into the building when burst water pipes caused interior damage within two labs. This work needs to occur quickly in order that conditions do not worsen, i.e. mold damage, etc,
3) Safety and Efficiency - from a site safety and work flow standpoint, GSI needs to perform this work to ensure that all work performed by all subcontractors within the bounds of the project proceeds safely, continuously, and in an uninterrupted fashion as has been for the duration of the ongoing renovation.
The proposed cost compares favorably to the Independent Government Estimate therefore I conclude that the cost is fair and reasonable and award is recommended.
