About this file

This public notice announces a sole source award to CMI Management, LLC for emergency water infrastructure services at the Armed Forces Retirement Home in Washington, D.C. The District of Columbia Fire Marshal determined the current water system poses a life safety risk to residents and firefighters as the 75-year old pipes can no longer maintain required water pressure. CMI Management will replace approximately 1.5 miles of pipe to create a water loop connecting the northeast and southwest parts of the campus and install seven additional hydrants along the loop. As the current contractor on site, only CMI Management is permitted to access the existing piping. The six-month, sole source contract was awarded under an unusual and compelling urgency pursuant to FAR 6.302-2 due to the immediate need to remedy the situation and ensure emergency water services.

PUBLIC NOTICE POSTING

Date: August 01, 2023

To: Whom it May Concern

From: Kristie L. Munck, Contracting Officer

Re: Contract – Emergency Water Infrastructure Services at the Armed Forces Retirement Home (AFRH) located in Washington, DC

The Bureau of the Fiscal Service (Fiscal Service) has issued a sole source award to CMI Management, LLC., 5285

Shawnee Rd, STE 510, Alexandria, VA 22312-2334 for a six (6) month contract for Emergency Water

Infrastructure Services for the Armed Forces Retirement Home (AFRH) located in Washington, D.C.

These emergency services were mandated by the D.C. Fire Marshal in July of 2023. Per the D.C. Fire Marshal, the situation is determined to be a life safety issue, putting the lives and property of the fire department as well as AFRH residents at risk and must be remedied as soon as possible.

The emergency contracted services include the replacement of approximately a mile and a half of pipe in an area of the AFRH campus that is over 75 years old. The pipe replacement is necessary as the current system will not hold the required water pressure any longer, which is why it is currently non-functioning. To have the hydrants repaired and active in the southeast part of the AFRH campus, a water loop must be created by connecting to northeast part of the campus with the southwest part and install seven (7) additional hydrants along the loop.

Additionally, the necessary water loop installation will be tying into previously installed water piping originally placed by CMI Management, LLC. As a result, only CMI Management, LLC. is permitted to access and utilize the current piping immediately.

Due to the nature of this requirement and the need for an immediate start of performance, as a current contractor on site at AFRH Washington D.C., CMI Management, LLC. is equipped and prepared to start performance upon award, which is critical in the present situation.

This award was pursuant to FAR Part 6.302-2, Unusual and Compelling Urgency. Delay in award of a contract would result in serious injury, financial or other, to the Government.

This posting satisfies the posting requirements stated in FAR Part 13.501(a)(iv), FAR Part 6.305(b) and FAR Part
