NOTICE OF SOLE SOURCE INTENT

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Bureau of Reclamation’s Western Colorado Area Office intends to award a purchase order to Fondriest Environmental, Inc. to supply two (2) Nexsens CB-650 data buoys with solar panels and batteries, equipped with pass-through data well lids for custom integrations, along with all associated mooring hardware.

This project is being funded through the Facilitated Adoption program under Science and Technology, within the Research and Development Office in Reclamation. This program aims to facilitate the transition of proven technologies to operational use. To ensure the continuity and integrity of the original project, it is essential to replicate the configuration and specifications used previously in ST-2012-7662-1. The buoy technology developed and deployed by Fondriest Environmental is a key component of the original project’s success and is uniquely suited to the specific requirements of this initiative.

Reclamation anticipates awarding this sole source requirement to Fondriest Environmental, Inc.

on or about February 3, 2025. The resulting purchase order will result in delivery of items within 30 days of the awarding of purchase order.

Reclamation’s expectation is that only one responsible source can fully provide the specialized buoys that will satisfy the agency’s requirements, and a Determination to Solicit from a Single Source is being prepared. The Bureau of Reclamation has determined not to compete this contract, pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold. The requirements at 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial products and commercial services conducted pursuant to subpart 13.5. This procurement will be conducted using Simplified Acquisition Procedures with only one source reasonably available.

Vendors that have questions regarding the sole source nature of this requirement or vendors that believe they can fully provide the required supplies are encouraged to identify themselves and give written notification to the Contracting Officer/Contract Specialist. In order to allow for sufficient Government consideration, vendors must submit their written Letter of Interest (no specific format) no later than January 23, 2025 at 2:00 PM MST. Responses received after this deadline may not be considered by the Government.

Letters of Interest in response to this notice must be emailed to the Contracting Officer, Ana Fife at afife@usbr.gov and Contract Specialist, Steven Stone at sstone@usbr.gov. All responses should include the vendor’s SAM Unique Entity Identification (UEI). Vendors should additionally identify themselves as either a “small business” or an “other than small business” under the North American Industry Classification System (NAICS) Code 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The Small Business Size Standard is 1350 employees.

Information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive requirement. A determination by the mailto:afife@usbr.gov mailto:sstone@usbr.gov

Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government.

Any vendor interested in doing business with the Federal Government must be registered in the SAM database at the time an offer or quotation is submitted.
