Pre-solicitation Notice: N00014-21-R-SS17
Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Office of Naval Research (ONR) intends to issue a single award indefinite delivery, indefinite quantity (IDIQ) contract to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One
Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to National
Academy of Sciences (herein NAS) under Contract Number (To be Determined). The IDIQ ordering period is tentatively set for 15 Mar 2022 through 14 Mar 2027.
The prospective contractor shall provide studies, analysis, and research support services as specified under each task order issued under this contract. This will include efforts related to:
(1) Stimulation and performance of research in the mathematical, physical, biological, environmental, and social sciences applicable to the problems and challenges faced by the
Department of the Navy,
(2) Provision of independent technical experts and advice for the evaluation of science and technology needs and developments and their implications to the National Defense, and
(3) Promotion of education and investment in fields of science and engineering to meet future
Navy requirements through support activities by scientific boards including the Naval
Studies, Ocean Science, Marine, and Manufacturing Studies Boards.
ONR intends to award this requirement as a sole source to NAS based on a mandate that requires NAS to advise the federal government on scientific and technical matters based on the charter granted to the company by the Government in 1863. Failure to maintain NAS’s ability to “whenever called upon by any department of the government, investigate, examine, experiment, and report upon any subject of science or art” would seriously jeopardize the nation’s position as a technology leader. The Academies’ service to government has become so essential that congress and the White House have issued legislation and executive orders over the years that reaffirm its unique role. The contemplated effort established a contractual relationship between ONR and NAS, providing for an efficient and effective way for the
Department of Navy to utilize the unique qualifications offered by the Academy to further ONR’s mission by funding (through task orders) world-class scientists, technologists, and engineers who perform basic research, technology development, and advanced technology demonstrations.
The North American Industry Classification System (NAICS) code for this requirement is 541611 with the size standard of ($16.5 millions of dollars). This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below NLT
October 15th at 4:00pm Eastern Standard Time. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the
Government.
