1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
NSWCCD Code 882 is requesting the purchase of a state-of-the-art motion capture system. This system includes a number of motion tracking cameras and the associated hardware (e.g., cables, switches, calibration equipment) and software needed to run the system. Due to existing hardware and software at Carderock, the suggested manufacturer for this system is:

P.O. Box 2317 Corvallis, OR 97339
The estimated price for this purchase is $
2. SUPPORTING DOCUMENTATION FOR BRAND NAME JUSTIFICATION BASED
ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
Code 882 is running the Unmanned Aerial Systems (UAS) Lab under the overarching unmanned systems development at Carderock. With unmanned systems being a critical strategic pillar, this motion capture system is a key component to opening up avenues of research and revenue streams for the center. IT enables detailed tracking and, ultimately, development of control system architecture and teaming between different unmanned agents (aerial, surface, and underwater).
Carderock currently has existing hardware (cameras) and software that are only compatible with other Natural Point components. While it is true that this system is the only available system that meets the technical requirements, it is also the only system that has products that can interface with current motion capture capabilities at Carderock. Interfacing with existing equipment is critical to developing a large-scale robust motion capture capability at Carderock.
Therefore, in accordance with FAR 13.106-1(b)(1)(i) the contracting officer has determined that the circumstances of this contract action deem only one source reasonably available.
3. MARKET SURVEY
A search for other motion capture systems was done via reviewing technical literature, by web search, and in consultation with scientists and engineers in Code 80. While other systems do exist,
