About this file
This justification document outlines a sole source procurement by the United States Coast Guard Aviation Training Center in Mobile, Alabama. The procurement is for seven industrial rack mount computer servers from Systel Inc. to operate the Minotaur Mission System software for training airborne operators. Only Systel's servers have been approved by the Navy program sponsor and Coast Guard for use with the specific aircraft software drives required. The justification cites the need for hardware with certain technical specifications and interface capabilities. Interested parties were invited to identify alternative options by July 5, 2022, but no competitive solicitation will be issued given the Navy's determination that Systel's solution is the only currently certified equipment that meets requirements for interoperability.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. Do not use marketing language in this document. Language such as “This company has made its mark,” “This company is recognized as industry’s best,” and “This company is the leader in…” is unacceptable.

IDENTIFICATION OF THE AGENCY AND THE CONTRACTING OFFICE, AND SPECIFIC IDENTIFICATION OF THE DOCUMENT AS A “JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION.” PLEASE CITE THE AUTHORITY AND TYPE OF JUSTIFICATION. USCG Aviation Training Center Mobile; ATC Mobile Contracting Office; FAR Subpart 6.3, whereby “Only one Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements” in accordance with FAR Subpart 6.302-1(2)(C)
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.
Components consist seven (7) industrial rack mount computers for Minotaur Mission System (MSS+) servers approved to operate the software version 20.3.6 and above aircraft hard drives. MSS+ servers are vital for effectively and efficiently training airborne operators in a classroom environment.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER
SUPPLIES OR SERVICES CAN BE USED.
System is a 4U industrial rack mount system with three RS232 – connections, 1 via MB headers mounted on the rear panel.
Must accommodate a minimum of (2) NVIDIA Quadro RTX 5000 GPU processor PCIe or better. Requires (4) Audavi Carriers – (MPN: MPBS-65IN-SATA3) to ensure utilization specific aircraft software drives without modification.
A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY
POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).
Soliciting industry for an alternative server would pose an undue burden on the agency as the proper unit has already been identified by the Navy program of record (PMA-290E) and the price deemed adequate by USCG contracting. Additionally, USCG CG-933 Aviation ISSO has only approved these systems to operate aircraft versions of the Minotaur program in ground facilities.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE. There are no public or private sector alternatives approved to perform this function. Overall stewardship of the aviation Minotaur program is controlled by U.S. Navy (NAVAIR PMA-290). This is still an emerging program, NAVAIR, in cooperation with John Hopkins Applied Physics Lab is continuously developing and fielding new Minotaur interface software which is driving the need for the technology refresh.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
DoD and DHS may identify alternate sources as the demand continues to increase. ATC does not have the time or resources required to identify an alternate source and await USCG CG-933 Aviation ISSO testing and certification process.
