MEMORANDUM FOR RECORD

SUBJECT: Solicitation W91151-18-Q-0104, Limited Sources Sole Source Justification for UV Imager under $150K SAT.

1. In accordance with FAR 13.106-1(b)(1)(i), this is a limited sources requirement to purchase one (1) Princeton Instruments PI-MAX4: 1024EMB-Ultra Violet (UV) Intensified (emlCCD) Camera System with special purged nose design for deep UV applications requiring dry nitrogen environment around optics, and one (1) LightField Acquisition software with built-in Math Engine.

2. The Center for Countermeasures (CCM) in White Sands Missile Range (WSMR) presently owns a similar imager and requires these items in order to cover an area of the UV spectrum with a 1024 x 1024 detector with dual gain mechanism that can collect at a wavelength of 150-900 nanometers and the ability to detect a phosphor change in a single photon at a distance of up to 4 kilometers. The UV Imager needs to be thermoelectrically cooled with sub-nanosecond gating that is software controlled. CCM currently does not have the UV wave length capability that it is required to capture with its current equipment.

3. Market research indicated that there is only one source able to provide the required UV Intensified Camera System and LightField Acquisition software. There is not another vendor that can fulfill the Government’s need for this requirement. Roper Scientific, Inc.

doing business as (DBA) Princeton Instruments (CAGE code is 4X574), is the sole manufacture and provider of this equipment.

4. Based on the information above, this acquisition will be solicited as a Sole Source award to Roper Scientific, Inc. DBA Princeton Instruments. I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government.

SUBJECT: Solicitation W91151-18-Q-0104, Limited Sources Sole Source Justification for UV Imager under $150K SAT.

5. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition. Per the guidance from MICC’s SharePoint, actions below the Simplified Acquisition Threshold (SAT) do not require a specifically formatted justification. The contracting officer should document the file with the rationale for limited competition and include it in the file.
