SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
From: , Code 7410
To: Code 02 Simplified Acquisition Branch (SAP)
Subj: SOLE SOURCE JUSTIFICATION for Digital Tracking Positioner
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES,
ESTIMATED VALUE, AND DELIVERY REQUIREMENTS
The subject procurement is for the purchase of a Digital Tracking Positioner. This positioner is an essential component required to upgrade one of Code 7410’s radar systems. This model was chosen because of its higher load capacity and it could be a direct replacement of current positioners that are deployed. These parameters are carefully chosen as part of the design of the radar systems that Code 7410 uses on full-scale Navy ship tests.
The recommended sole source manufacturer for this procurement is Orbit. Orbit is the original manufacturer of the current positioners. Delivery of this unit must be before summer of 2021. The estimated total dollar value of the proposed acquisition .
Original Equipment Manufacturer (OEM):
ORBIT COMMUNICATION SYSTEMS INC
MICHAEL MCDONNELL

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED
ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE
OF THE ACQUISITION
The existing Positioner was designed and manufactured by Orbit. The unit proposed for purchase has been specifically chosen by Code 7410 to meet the load capacity and to serve as a direct replacement of the current positioner. Because this is a highly specialized piece of equipment, the Navy must conduct the procurement with the original manufacturer to ensure compatibility, otherwise the costs associated with potential damage caused by a non-compatible positioner not specifically designed for this system would cost upwards of . Code 7410 current systems are compatible with this this manufactory designs and schematics. Pursuing another or alternate system redesign would cost more in labor for Code 7410 to reengineer the radar system to communicate with the positioner. Going to an alternate manufacturer for an equivalent is not possible.
Therefore, in accordance with FAR 13.106-1(b)(1)(i) the circumstances of this contract action deem only one source to be reasonably available.
3. MARKET SURVEY
Research to price a brand new radar system with equal capabilities as the one already possessed by code 7410 yielded an estimated cost. This cost is without factoring in specialized components and labor hours associated with building, and familiarizing engineers with a brand new system. Alternate costs far outweigh the figure estimate provided by Orbit. These exact units were procured under Contract
