About this file

This is a Sole Source Justification document submitted by the Department of Veterans Affairs, Network Contracting Office 21, on behalf of VA Palo Alto Health Care System (VAPAHCS) for a contract with Westat, Inc.

The procurement seeks to provide the Health ViEWS follow-up survey of the Vietnam Women's Health Study, a life-course epidemiology study examining how warzone service and post-traumatic stress disorder (PTSD) contribute to cumulative physiological burden and long-term health trajectories. The contract requires contacting over 4,000 Veterans using non-public databases and commercial tracing resources such as Experian and Lexis-Nexis, and conducting telephone interviews using a secure Computer-Assisted Telephone Interview (CATI) platform. The contract is structured as a 12-month base year (September 1, 2026 – August 31, 2027) with one optional year (September 1, 2027 – August 31, 2028), plus a potential six-month extension under FAR 52.217-8. The estimated values for the base year and option year are redacted in the document. This is a firm-fixed-price acquisition under FAR 12.102 for commercial services, exempt from FAR Part 6 full and open competition requirements but still requiring sole source justification.

The justification for sole source award to Westat, Inc. (7501 Wisconsin Ave, Bethesda, MD 20814) is based on Westat being the only responsible source. Westat conducted the original Health ViEWS Survey and is explicitly named in the VA Institutional Review Board (IRB) approved consent form, which informed participants that only approved VA and Westat staff would know their identity. Any vendor change would breach this representation and violate 38 CFR Part 16, which requires that re-contact plans be part of the originally approved consent. An Intent to Sole Source synopsis (36C26126Q0872) was published to SAM.GOV on June 24, 2026, and closed on June 30, 2026, with no responses received. Market research identified 37 Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses in the relevant NAICS category, but Westat Inc. was not listed among them. Fair and reasonableness will be determined through comparison to the Independent Government Estimate and review of pricing from previous purchases with escalation rate adjustments per FAR 12.201-1.

Information that could identify you will be removed from all data before it is shared with study researchers.” Introduction of a new vendor would breach this representation. A different vendor is not authorized by the VA IRB to contact the Veteran participants or conduct surveys because Veteran participants were told that only Westat Inc. would do so.
