About this file
This is a Justification Review Document for an Exception to Fair Opportunity (RFO Part 16) under the Revolutionary Federal Acquisition Regulation dated July 24, 2026.
The 102d Precision Measurement Equipment Laboratory seeks approval to award a $30,052.54 non-competitive, sole-source purchase order to Keysight Technologies, Inc. (UEID: NBMDBMMXJLR5, Colorado Springs, Colorado) for repair, calibration, and maintenance services on an N5183A/SG50140215 MXG analog microwave signal generator. The contract period runs from September 1, 2026 through March 31, 2027, with funding provided through FY 2026 Operations and Maintenance (O&M) appropriations. The price breakdown includes $26,542.00 for parts, $45.54 for shipping and handling, and $3,465.00 for labor. The justification cites Title 10 U.S.C. §3406(c)(5) as implemented in FAR 16.507-6(b)(2)(i), establishing that only one awardee is capable of providing the required services because the supplies and services are unique or highly specialized. Keysight Technologies parts are proprietary and sold exclusively by the manufacturer, and the company is ISO9000-certified for factory authorized service. The document notes that service performed by unauthorized parties could invalidate manufacturer warranties. No alternatives exist, and approval is critical to ensure the 102d Precision Measurement Equipment Laboratory can meet minimum mission demands for calibration requirements supporting multiple Air Force agencies including ACC, AFRC, and NGB. Fair and reasonable pricing was determined through market research comparison.

c. Impact if not approved: If not approved, PMEL cannot meet the minimum demand of these missions.
7. Actions to Increase Competition: No alternatives exist at this time. To increase competition, additional Keysight would need to allow other vendors to sell their new products.
8. Market Research: Keysight Technologies electronic test and measurement instruments are highly technical and very sensitive. Because of their unique technical nature, it is recommended that the repair, maintenance and calibration services be performed by Keysight; an ISO9000-certified source for factory authorized service.
Service performed by parties other than a Keysight Authorized Support Provider could invalidate Keysight warranties and the terms of the contract proposal. Keysight is the sole vendor for factory replacement parts.
