About this file
This is a Justification and Approval for Use of Other Than Full and Open Competition submitted by the Naval Criminal Investigative Service (NCIS) Headquarters, Business Operations Directorate, Acquisition Division.
NCIS seeks to award a sole-source contract to Alliance for HOPE International for the Training Institute on Strangulation Prevention (TISP) program. The requirement involves a two-day in-person training course on investigating and prosecuting strangulation cases to be delivered at the Carolinas Field Office at Camp Lejeune, North Carolina on August 26-27, 2026. The contractor will provide two instructors to present pre-created course materials covering identification of non-fatal strangulation cases, anatomy and medical aspects of strangulation injuries, investigation and documentation procedures, prosecution strategies, and victim safety advocacy. The total contract value is $21,440.00, funded from the FY 2026 OM&N appropriation. There is no limit on student attendance. The acquisition will follow FAR 12.201-1 Simplified Procedures with pricing determined on a fair and reasonable basis per FAR 12.
The justification for sole-source award under 10 U.S.C. 3204(a)(1) rests on TISP being the only program offering specialized training in strangulation investigation and prosecution, with faculty comprising former prosecutors, defense attorneys, investigators, and medical doctors. TISP is uniquely positioned as the exclusive training provider for NCIS, Family Advocacy, and legal counsel, and has developed protocols adopted by DoD installations and civilian jurisdictions in fleet concentration areas where NCIS agents operate. Market research confirmed no competing sources exist through Unicor, AbilityOne, DoD ESI, GSA, or NASA SEWP. The contractor is Alliance for HOPE International, located at 501 W. Broadway, Suite A #625, San Diego, CA 92101, with primary contact Joe Bianco (646-247-1418, joe@allianceforhope.com). A future market review is planned to reassess opportunities for competition in subsequent procurements.

Describe/List Supplies or services to be acquired:
The Training Institute on Strangulation Prevention (TISP) program is a function of the Alliance for HOPE International that was formed to help enhance the knowledge of professionals working with victims who are subjects of domestic violence and sexual assault who are strangled. The TISP was initiated with support from the United States Department of Justice, Office on Violence Against Women. The TISP provides consulting, training, resources, and support services to professionals working in the fields of domestic violence and sexual assault. Attendees of TISP trainings learn how to identify the signs and symptoms of non-fatal strangulation cases; understand and recognize the anatomy and medical aspects of surviving and non-surviving victims; investigate and document cases for prosecution;
prosecute cases, including using experts in court; and enhance victim safety through trauma-informed advocacy services.
In October 2022, the TISP provided a virtual 4-hour block of instruction for over 150 NCIS Agents. The course was deemed a success by all responding attendees, with requests for additional in-person training on the topics of investigating and prosecuting strangulations. As such, NCIS coordinated with the TISP to provide multiple in-person trainings for NCIS in 2023 through 2025, reaching Agents in throughout the agency. This agency is also the sole training provider to Family Advocacy and legal counsel. The effort to provide standardized training across the agency will continue this year in Carolinas Field Office (CAFO). This training will be two days long, and the training will be conducted in the Naval Criminal Investigative Service (NCIS) Field Office that was chosen to maximize the number of students who could attend. The TISP will provide two instructors to present course materials that have already been created by the TISP. The cost for the 2-day course with two instructors varies based on travel costs. The estimates for the course, which includes all travel expenses for the instructors, is cited in attached documentation. In total, the course will total

5. Rationale Justifying Use of Cited Authority. The acquisition is being conducted under the procedures of FAR 12.201-1 Simplified Procedures. The justification rationale for restricting competition is: The Training Institute on Strangulation Prevention (TISP) is a program of Alliance for HOPE International. The TISP offers instruction on the investigation and prosecution of strangulation Allegations. This is a unique service that NCIS cannot acquire elsewhere. There are no other sources that exist on the market that will meet agency training requirements.
6. Specific characteristics of the supplies or services that limit the availability to this/these source(s), i.e., unique features, form-fit-function, etc.). State why the requested material or service represents the minimum requirement(s) of the Government. Describe in detail why only this/these suggested source(s) can furnish the requirement(s) to the exclusion of other sources.
The TISP is the only program of its kind that offers specialized training, basic and advanced, in investigating and prosecuting strangulations. The TISP faculty members are comprised of former prosecutors, defense attorneys, investigators, and medical doctors who all have years of experience in strangulation investigations.
In addition to providing trainings to jurisdictions all over the United States, the TISP also creates protocols that have been adopted by cities and states governing how different agencies within that jurisdiction will handle strangulation incidents. The protocols developed by the TISP dictate how first responders, hospital staff, investigators, family advocates, and prosecutors will work together to resolve strangulation allegations.
NAVAL CRIMINAL INVESTIGATIVE SERVICE
Many of the jurisdictions for which the TISP has developed such protocols are in Department of Navy (DoN) fleet concentration areas in which NCIS agents routinely respond to family and sexual violence calls and will be expected to adhere to the local protocols designed by the TISP. More specifically, the TISP frequently trains family advocacy programs for all branches of the Department of War (DoW).
The TISP has also been in consultation with the Defense Health Agency to establish the protocols used by DoW Sexual Assault Forensic Examiners and Domestic Assault Forensic Examiners to provide treatment and proper documentation of strangulation victims reporting to DoW hospitals. The TISP is the only training center positioned to provide NCIS agents training on strangulation protocols that will be consistent with those being employed by DoW family advocates, DoW Healthcare providers, and in all facets of many concurrent jurisdictions boarding DoW Installations.
7. Determination of fair and reasonable pricing.
Basis of award will be determined based on fair and reasonable pricing per FAR 12.
8. Brief description of Market Research conducted and results or why market research was not conducted.
This requirement is sole source with Alliance for HOPE International. Unicor, AbilityOne, DoW ESI, GSA, and NASA SEWP were searched and do not have the required service. This service is only available from Alliance for HOPE International via Open Market. The requiring office conducted initial market research by obtaining Market Research pricing.
