BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: Purchase of QTY: 1 Item: RADAR DATA RECORDER, NSN: 01-669-8073, P/N: 803-B OR 803B

Purchase of QTY: 03, Item: RADAR DATA PROCESSOR, NSN: 01-669-0547, P/N: PCRP 217B OR 217B

OEM: SSR, CAGE: 1KFG9

USED ON: WMSL AN/SPS-79(V)1 & 2 RADAR SET

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: These Radar Data Processors and Recorder are part of the AN/SPS-79 Radar , which is a critical system for safe communication and navigation for the WMSL-418 class cutters. This system allows the cutters to conduct surface searches and provides navigation capabilities by tracking surface craft, obstructions, buoys, and navigation marks. Breakdown of this system or its components will cripple the 79-Radars ability to complete the above actions and will lead to major damage or unsafe operation of the cutter. The CG does not possess technical design data, tolerances, and other information needed to evaluate alternate parts for other sources.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: In accordance with Commandant Instruction 4130.6B COAST GUARD CONFIGURATION MANAGEMENT MANUAL, it is very important to maintain cutter configuration. Performing maintenance and making repairs to the Cutters that are consistent to each requirement enables the Coast Guard to maintain cutter configuration, increase efficiency and reduce costs. The fundamental purpose of configuration management is to ensure that these assets meet their requirements. These cutters are assets that are used to satisfy a need for the Coast Guard’s mission. The configuration of these high value assets specifically impact safety, security, performance, schedule, cost and the environment. This configuration information is paramount to making timely and effective decisions regarding mission execution, mission support, and financial stewardship, and it is therefore imperative that consistency be maintained between these critical assets, their documented configuration and the driving requirements. Due to CG Configuration requirements, any part that has not been tested, approved, and signed off by the USCG and their Product Lines Engineering Department cannot be confirmed as a Fit, Form, and Functional option that meets our cutters configuration requirements, therefore alternate parts or PN's cannot be considered for purchase in lieu of the PN's requested above.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE: In accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements (2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. (4) When the agency head has determined in accordance with the agency’s standardization program that only specified makes and models of technical equipment and parts will satisfy the agency’s needs for additional units or replacement items, and only one source is available. See Commandant Instruction 4130.6B COAST GUARD CONFIGURATION MANAGEMENT MANUAL.
PROVIDE A STATEMENT OF ACTIONS IF ANY THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED: COR will continue to conduct market research with a focus on locating vendors that are able to meet requirements, however without technical data described above obtaining full and open competition will be difficult. The Coast Guard cannot require any vendor to release proprietary information.
