About this file

This document is a sole source determination for a firing range services contract with the U.S. Customs and Border Protection. The purpose of the procurement is to establish an agreement with a contractor located within 20 miles of the Port of Norfolk, Virginia to provide an indoor or outdoor firing range facility to accommodate quarterly weapons training and qualifications for up to 135 CBP Officers. The base period runs from September 29, 2023 through March 31, 2024 with one option year, bringing the total potential value to $118,252.91. The sole source justification is that only one contractor, Freedom Shooting Center, has a facility with the required eight lanes, classroom/simulator, and mat room within the specified distance of the port. Pricing is consistent with the incumbent contractor's previous contract and GSA schedule, with an hourly rate of $132.79 for range time, $25/hour for the classroom/simulator, and $50/hour for the mat room.
