ATTACHMENT A – Responses to Questions

Supplement to RFP Amendment #2

General:

49. We would like to clarify if images and tables count towards the provided page count for the technical proposal?

Answer: Images and tables count towards the provided page count for the technical proposal if inserted into the technical proposal body and or be submitted as optional annexes.

Section F:

50. Section F.5.2-4 states that:

a. “The draft final report is due within 60 days after the end date of the contract with the final report being due within 90 days.” However, on page 34-35, Section F.5.3 Summary of Deliverables Table:

the due date of the draft final report is indicated to be 45 days before the contract end date with a final copy due within 45 days after completion of the award. Could USAID please clarify which is the correct due date for the final report?

b. Section F.5.2-4 states that, “the final report will meet the requirements set forth in 22 CFR 226”. Our understanding is that 22 CFR 226 is only applicable to Assistance Awards (grants and cooperative agreements) not contracts. Could USAID please consider removing this requirement?

Answer: a. No change to the section F.5.2.4. The table in Section F.5.3 is revised with this Amendment 3 as detailed below and shown in Attachment B, Revised RFP.

b. The reference to 22 CFR 226 is deleted with this Amendment 3. See revised RFP in Attachment

B. In addition to the language in F.5.2.4, please note that the final report must be submitted in accordance with AIDAR 752.242.70, referenced in Section I.

51. Section F.5.3, Summary of Deliverables:

a. Would USAID kindly allow Offerors to provide electronic submission only for all deliverables?

b. Could USAID please clarify whether the Performance Monitoring Plan is due 30 days after approval of the work plan as per page 34, Section F.5.3, or whether it should be included as an annex to the proposal as stated on page 65, Section L.5.1 (6)?

c. The Summary of Deliverables Table, Section F.5.3 requires the Quality Assurance Plan to be submitted 30 days after approval of the work plan. However, page 65, Section L.5.1 indicates that the Quality Assurance Plan should be submitted as an annex to the proposal. Could USAID please clarify and adjust accordingly?

- If the Quality Assurance Plan is due as an annex to the proposal, could USAID please provide some additional information as to what is required of the offeror to include in this annex?

d. The Summary of Deliverables Table states that the Environmental Monitoring and Mitigation Plan (EMMP) should be included as an annex to the PMP in the first column, but in the second column states that it should be, “submitted within 30 days after approval of work plan.” At the same time, the first paragraph on page 33, Section F.5.1 requires that “The environment monitoring and mitigation plan must be submitted along with the work plans.” Could USAID please clarify and adjust accordingly?

e. Please confirm whether the Branding and Marking Plan is due 30 days after award or whether it should be submitted as an annex to the proposal.

Answer:

The table in Section F.5.3 is revised with this Amendment 3 (see Attachment B, revised RFP).

a. The table is modified to reflect only electronic submissions, except for the “Ad-hoc reports and or communications” with the understanding that, if they are requested, the COR will request other than electronic submission on an exceptional basis and only if there is no way that this “communication” be submitted electronically.

b. The draft Monitoring & Evaluation Plan must be submitted with the proposal.

c. Offerors are encouraged to provide a draft Quality Assurance Plan that will support the proposed approach. The draft Quality Assurance Plan must be submitted as an Annex to the proposal.

SOL‐688‐17‐00006, Amendment #03 Continuation pages

d. The draft Environmental Monitoring and Mitigation Plan (EMMP) must be submitted as an Annex to the draft Workplan submitted with the proposal.

e. The draft Branding and Marking Plan must be submitted as an Annex to the proposal and the final plan is approved at time of award. The table in F.5.3 is modified accordingly.

Section H:

52. Section H.4, Travel: it states that the COR is authorized to approve international travel, provided it has already been included in the approved contract budget Page 41, Section H.5 states that prior written approval by the CO is required for all international travel. Could USAID please clarify who approves the international travel, the CO or the COR?

Answer: The Section H.4 is edited with this Amendment 3 (see Attachment B). Section H.5 remains.

53. Section H.7, Authorized Geographic Code: the RFP references 22 CFR 228.40 and the local procurement waiver approved by the Administrator. It is our understanding that the referenced CFR is no longer applicable and therefore the local procurement requirement is not applicable as well. Would USAID eliminate this requirement and confirm that all procurements conducted under the resultant contract must follow the 22 CFR 228 requirements as indicated in Section H.10, AIDAR 752.225-70 Source and Nationality Requirements?

Answer: The second paragraph in Section H.7 is deleted with this Amendment 3. The RFP is hereby modified. The selected contractor will be required to comply with Section H.10, AIDAR 752.225-70, Source and Nationality Requirements.

54. It appears that the most up-to-date language was not included or incorrect regulation numbers cited in the RFP for the following FAR or AIDAR clauses. Would USAID kindly confirm the correct versions of the following clauses in the RFP?

a. Section H.16 “Providing Accelerated Payment to Small Business Subcontractors”

b. Section H.18 “Nondiscrimination (Jun 2012)” references FAR Part 27, which refers to patents, data and copyrights. Please confirm the correct FAR Part.

c. Section H.19 “USAID Disability Policy – Acquisition”

d. Section H.21 stated “in accordance with ADS 302.3.5.21.” This clause in the ADS refers to

Submission of Datasets to the Development Data Library (DDL). Please also confirm the correct effective date for “USAID Implementing Partners Notice (IPN) Portal for Acquisition”.

e. Section H.22 “Submission of Datasets to the Development Data Library (DDL) (Oct 2014) refers to ADS 302.3.5.22, which cannot be located in the most recent ADS 302. Please confirm the correct ADS 302 reference.

Answer: With this Amendment 3, the RFP is modified to provide the updated references and or below comments:

a. Section H.16 must read: “FAR 52.232-40 “Providing Accelerated Payments to Small Business Subcontractor (Dec 2013)”.

b. Section H.18 must read: “AIDAR 752.222-71 - Nondiscrimination (June 2012)”

c. Section H.19 must read: “AIDAR 752.222-70 - USAID disability policy (December 2004).

d. Section H.21 must read: “AIDAR 752.7036 - USAID Implementing Partner Notices (IPN) Portal for

Acquisition (July 2014)”

e. Section H.22: no change. USAID confirms that ADS 302.3.5.22 is the correct reference for the

“Submission of Datasets to the Development Data Library (DDL) (Oct 2014)”. Under ADS 302 supplement dated 08/03/2016 entitled “Special Provisions for Acquisition” Offerors are encouraged to use the following link: https://www.usaid.gov/sites/default/files/documents/1868/302mas.pdf

Section I:

55. Section I.1, AIDAR the reference to the clause entitled “Disadvantaged Business Concerns – Jan 201” is missing the AIDAR number.

Answer: With this Amendment 3, the reference is edited to read “AIDAR 752.219-8 Utilization of small business concerns and small disadvantaged business concerns (March 2015)” as shown in the revised RFP in Attachment B.

Section J:

56. The Section J lists no attachments. Can USAID please confirm that the eight attachments to the RFP represent the full and complete list of attachments?

Answer: USAID confirms that the eight attachments to the RFP represent the full and complete list of attachments. The RFP is revised accordingly (See Attachment B) with this Amendment 3.

Section L:

57. Section L.4, Submission Delivery Instructions states:

a. “each email must not exceed 5MB in size.” We respectfully request that USAID increase the size per email from 5MB to 10MB to ensure that the cost and technical volumes of our proposal can be submitted in a single email.

b. All files are to be in PDF except for cost spreadsheets, which are to be provided as Excel files with cell formulas intact. Section L.8.2, states the detailed narrative for the cost proposal must be in Microsoft Word, readable, and text accessible. Please confirm whether the detailed narrative should be submitted in Microsoft Word or in PDF.

Answer: a. No change to the RFP. USAID requests that proposals be submitted in accordance with instructions.

b. No change to the RFP. USAID confirms the detailed narrative of the cost proposal must be submitted in Word.

58. Section L.5, Format and Presentation: Paragraph 1 notes that ‘All pages of the technical and cost shall be sequentially numbered.’ While the technical proposal becomes one compiled document, the cost proposal is composed of many separate electronic files of varied formatting. We kindly request that USAID remove this difficult requirement from the cost proposal.

Answer: No change to the RFP. This requirement applies to the body of the technical and or cost proposal respectively. Then, each Annex must be sequentially numbered.

59. Section L.6, Instructions for the Preparation of the Technical Proposal:

With this Amendment 3, the RFP is edited to read L.6.1, etc. instead of L.5.1, etc. up to the end of Section L.6 (see edited version in Attachment B).

a. Sections L.6.1(1) and L.6.2.1 list different requirements for the cover page. Can USAID please clarify which should be used? Also, the Section L.6(1) of the RFP states “The technical proposal must be entirely separate from the cost proposal and it must not make reference to cost data in order that the technical evaluation may be made strictly on the basis of technical merit.” However, under Section L.6.1 on the same page it states that the cover page must include, “(g) Total budget estimate (i.e., direct, indirect costs and cost share, if applicable). Could USAID please clarify whether the cover page should include the total budget estimate? The instructions for the technical proposal cover page presented on pages 65 and 66 of the RFP differ.

(1) We request that USAID confirm which instructions should be used by the offeror in preparing the technical proposal.

(2) If offerors should proceed with the instructions on page 65, please confirm that ‘Total budget estimate (i.e. direct, indirect costs and cost share’ should not be included, per instructions previously noting that ‘technical proposals must not make reference to cost data.’

Answer: With this Amendment 3, the two Sections are revised. Please use the list in revised section L.6.2.1 (see Attachment B). The reference to “associated costs” is no longer required on the Cover Page.

b. Section L.6.1 (ex. L.5.1 in original RFP), Outline of the Technical Proposal: In the first paragraph, the

RFP states “the Offeror must submit a 3-page summary in French which must reflect/correspond to the information provided in English.” Our translator has informed us that a translation of a 3-page English document to French will result in the French document being an estimated 15-25 percent longer. Would USAID please consider increasing the maximum length of the French Executive Summary document to

4 pages in length? Please kindly clarify what information should be included in the 3 page summary in French, Answer: With this Amendment 3, the requirement for a summary in French is removed. The RFP Sections L.6.1 and L.6.2.2. are revised accordingly (see Attachment B).

c. Section L.6.1(6), Required Annexes: the RFP notes that the Quality Assurance Plan, Performance

Monitoring & Evaluation Plan, and Environmental Monitoring and Mitigation Plan are among the list of required annexes, but the Summary Table of Deliverables presented under Section F.5.3 on page 34 notes that these deliverables are due ‘30 days after approval of Work Plan.’

(1) Would USAID please clarify the submission deadline for these deliverables?

Would USAID remove the requirement for Offerors to provide these annexes as required annexes to the Technical Proposal, as they are considered post-award deliverables (as annexes to the Performance Monitoring Plan (PMP)) under Section F.5.3, Items #4 and #6?

Answer: No change to the RFP. The documents listed in L.6.1(6) are “draft” that are requested as an Annex to the technical proposal package while the final plan will be submitted after the award signature.

The “final” revised plans will be due after the award; please refer to Section F.5.3 as revised with this RFP Amendment 3 for tentative dates.

(2) We request that USAID provide further clarification of the following statement provided on page 32 regarding the Quality Assurance Plan: ‘(iii) compliance with the terms and conditions of the Contract, particularly in areas where the CO’s approval or consent is required prior to […] consent to subcontract formalization of constructive change.’

Answer: This bullet (iii) under Section F.5.1.D.(4) means that USAID will pay attention, amongst other items listed, to the compliance with the terms and conditions of the contract, and that the proposed Quality Assurance Plan should contain the means (mechanisms and procedures) that the Offeror

– if selected - will use to ensure this compliance.

(3) If Offerors are required to provide these annexes, would USAID provide Offerors with guidance on the structure and required content for these annexes in order to ensure an equal standard of comparison of submitted proposals?

Answer: No standard structure. Offerors are requested to provide annexes that will best support their proposed approach and with a content that will reflect the RFP instructions, specifically the description of the annexes in F.5.1.

(4) Could USAID please confirm that the Performance Management & Plan (PMP) should be included as an Annex?

Answer: Offerors are encouraged to refer to Section F.5.1.D for content of the draft Project Monitoring &

Evaluation Plan.

(5) Please confirm that the implementation plan is an annex.

Answer: USAID confirms that the workplan must be submitted as an Annex to the technical proposal (See

Section L of the revised RFP in Attachment B)

(6) Documentation of partnerships and alliances with consortium members, sub-contractors and public and private sector entities (e.g., Memoranda of Understanding). The documentation must indicate the roles and responsibilities of each organization/entity and certify the commitment and availability of each organization/entity to perform under the Activity.’ Please confirm if Letters of Commitment detailing partner roles will meet this requirement.

Answer: Offerors can submit Letters of Commitment detailing partner roles to document each organization/entity roles and responsibilities

d. RE the instructions for the Corporate Capability and Past Performance:

(1) Sections L.6.1(6) and L.6.2.3(C): Can USAID please confirm whether Past Performance Reference Information Matrices can be submitted as annexes or do they count as part of the Technical Proposal Body.

(2) Would USAID confirm if the Organization Capacity/Past Performance narrative can be included as an annex rather than in the technical proposal body?

(3) It is unclear if supporting past performance information is required for only the prime contractor, for the prime contractor and all major sub-awardees/subcontractors, or the prime contractor and all proposed sub-awardees. Can USAID please clarify the total number of past performance references allowed from each offeror and sub-offeror under L.5.2.3C? (1) and (2) seem to request four PPRs each, while (3) requires references for all relevant projects within the last five years.

(4) We would like to confirm that USAID is seeking only four past performance references from the last three years, which is inclusive of major subs, using the template found in Annex 5 of the RFP. The validity period for past performance references – there are references to the ‘past three years’ and ‘last five years.’

(5) The instructions regarding past performance information presented on pages 68-69 of the RFP is inconsistent. Would USAID please confirm that offerors should use the template provided on page 102 or if offerors should present the information in a list, bullet or matrix format. If the latter, please confirm the information that should be provided.

(6) The required annex list does not include past performance references (PPR) or the branding and marking plan (BIP/MP), although both are mentioned in section L. Please confirm that these annexes should be in the outline given. May we assume limited "optional annexes" are permissible?

(1) Past Performance Reference Information Matrices must be submitted as annexes. For the request of Past Performance Reports, USAID is requesting for the actual past performance reports with contract numbers. For Past Performance Information in F.5.1.D, USAID is requesting information for recently performed contracts or on-going contracts as a prime or as a major subcontractor with project name, brief project description, the period of performance, the contract amount and the name and telephone number and e-mail address of at least two contacts at the organization for which the service was performed.

(2) The Organization Capacity/Past Performance narrative to be provided in the body is different from the Past performance references to be provided as annexes. Therefore a narrative must be included in the technical proposal body.

(3) Offerors must submit four (4) PPRs for all relevant projects within the last five years for both the prime and the subs. The RFP is hereby modified.

(4) USAID confirms that offerors must submit only four past performance references from the last five years. Offerors may include five (5) PPRs for the prime and up to five (5) total for the subcontractors.

(5) Offerors are encouraged to use the template provided on page 102 but are also allowed to use list of bullet or matrix format with clear details.

(6) USAID confirms that the PPRs and the BIP/MP must be included as annexes to the technical proposal. The RFP is hereby modified to add them to the list.

e. RE Sections L.6.1(6), Outline… and L.7 Instructions for the Preparation of Branding Implementation and Marking Plan: Can USAID please confirm whether the Branding Implementation and Marking Plan is a required annex for the technical proposal submission? Section L.7: Would USAID please confirm that Offerors should provide a draft Branding Implementation and Marking Plan as a separate annex to the Technical Proposal?

Answer: USAID confirms that the Branding and Marking plan is required as an annex to the technical proposal. The RFP is modified accordingly.

60. RE Section L.6.2.3 (ex L.5.2.3), Technical Proposal Body:

a. Please confirm that the “measurable performance standards” referenced in paragraph 1 on page 67, Section L.6.2.3, are the same as “M&E Required Indicators” outlined on pages 29- 30, Section F.5.1. If they differ, could USAID please provide guidance on the measurable performance standards?

Answer: USAID confirms that the “measurable performance standards” referenced in paragraph in Section L.6.2.3, are the same as “M&E Required Indicators” outlined on pages 29- 30, Section F.5.1.

b. In Section L.6.2.3 B, Key Personnel:

(1) The RFP states that references for Key Personnel must include a description – please confirm that by this USAID means a description of the reference and his/her relationship to the candidate.

Answer: With this Amendment 3, the RFP is revised to delete the requirement for a “description”. See Attachment B.

(2) The page limit on CVs for key personnel is not clear – L.6.1.(6) notes ‘two pages per resume only’ and L.6.2.3 B(2) indicates that CVs are ‘limited to 3 pages per individual.’

• Will USAID kindly confirm that the offer may provide CVs (limited to 3 pages per individual) for all key personnel proposed?

• Also, please confirm that the five references for each key personnel may be included in the CV annex and not within the body of the technical proposal and are not included in the 3-page CV limit.

• Would USAID consider accepting up to four key personnel?

Answer:

• The page limitation of the CVs is 3 pages per individual. The RFP is modified accordingly.

• No change to the RFP. The five references for each key personnel are to be submitted with the CVs annex and are not included in the 3-page CV limit.

• In its staffing plan, the offeror proposes a number of positions, of which some are determined key, for implementing the proposed approach.

c. RE – L.6.2.3 C, Corporate Capability and Past Performance:

(1) Please kindly clarify what documents are required for subcontractors as the submission stage

(PPRs, Budget Notes, EORs, etc.).

Please kindly clarify if these documents should be for the prime alone or should include that of subs.

Is the limit for primes, subs or both?

On Page 9 B.5: Indirect Costs: Defines major subcontractors…. Then on page 69 L.5.2.3 (C.3) it defines major sub-awardees. Can USAID please clarify?.

(2) Would USAID confirm “Corporate Capability and Past Performance” information can be presented as an annex to the Technical Proposal?

(3) Can USAID please clarify whether the maximum number of past performance references for the application is 4 for both the offeror and the subcontractors or can subcontractors also submit up to 4 references?

(4) Can USAID please clarify the definition of recent projects that can be included in past performance references? In L.6.2.3.C.(1) and L.6.2.3C.(2), it states “during the past 3 years” however in L.C (3) it states “last five years.”

(1) USAID confirms that in this RFP, the subcontractors have the same definition as the sub-awardees.

Depending on the proposed approach and size of the proposed sub-award/contract, the offerors might provide a detailed budget spreadsheet, a budget notes and PPR for the subcontractors. For some sub-contractor, a detailed budget and narrative may be sufficient.

(2) USAID confirms that Corporate capability and past performance information are requested as an annex to the technical proposal.

(3) The maximum number of past performance references is four (4) for both the prime offeror and subs (see response provided to question No. 58 above.

(4) The validity of the past performance references is the “past five (5) years”. The RFP is hereby modified.

61. RE Section L.8, Instructions for the Preparation of the Cost/Business Proposal:

a. Section L.8.2 Budget Preparation Guidance:

(1) The RFP does not include a description for the “Activities Support Costs” line item included in the budget format in Section B.4. Please clarify whether all activity costs are to be included in this section or only participant support costs.

(2) Can USAID please provide clarification on whether the Offeror should breakdown the budget costs according to each Objective?

(3) Section L.4 indicates that all proposal documents (except budgets) should be submitted in PDF, whereas L.8.2 requires the cost proposal in MS Word. Can USAID please clarify?

(1) With this Amendment 3, the Section L.8.2 is edited to add “Activities Support Cost” information. This includes but is not limited to the sub-cost line items described in RFP Attachment 4, Budget Format Template. The RFP is amended accordingly.

(2) USAID encourages Offerors to breakdown the budget cost line items according to each objective.

(3) Offerors must follow instructions provided in L.4 and L.8.2 as revised with this Amendment 3. The RFP is modified accordingly.

b. Section L.8.2 (1) states, “Biographical data sheets (Form AID 1420-‐17) must be provided for all key personnel and professional positions expected to perform on the contract.” On page 75, Section L.8.14 it states, “Offeror Employee Biographical Data Sheets, should be submitted for each position with identified personnel.”

(1) Please confirm if biodatas should only be provided for key personnel and professional positions or for each position where personnel are identified.

(2) If biodatas are to be provided for key personnel and professional positions, could USAID please provide a definition of “professional position”?

Answer:

(1) USAID confirms that biodatas must be provided for key personnel and professional positions. The Section L.8.14 is modified and is now L.8.12.

(2) Professional positions mean all staff who does a job that requires special training, education or skill:

someone who is a member of a profession, someone who is paid to participate in an activity and who has experience or skill in a particular job or activity.

c. Section L.8.2 Part 2(10):

(1) The RFP states that “If the offeror does not have a NICRA or a document from its cognizant

Government Audit Agency, the offeror must direct charge all costs.’ Per 2CFR200, any non-Federal entity that has never received a negotiated indirect cost rate, except for those non-Federal entities described in Appendix VII to Part 200—States and Local Government and Indian Tribe Indirect Cost Proposals, paragraph D.1.b, may elect to charge a de minimis rate of 10% of modified total direct costs (MTDC) which may be used indefinitely. Will USAID please confirm that this regulatory option is available under this award as an alternative to holding a NICRA or the direct charging of all costs?

(2) Please confirm that all subcontractors without a NICRA may direct charge all costs or choose to charge a de minimus rate of 10% of modified total direct costs (per 2 CFR 200.414(f)).

(1) USAID confirms that if Offerors do not have a NICRA or a document from its cognizant Government Audit Agency, the offeror must direct charge all costs or elect to charge a “de minimis” rate of 10%.

(2) USAID confirms that the same applies to all subcontractors.

d. Section L.8.4, “Policies and Procedures”: Can USAID please confirm that offerors are not required to submit personnel policies with their initial proposals? Also, the section states, “The Contracting Officer may require submission of a copy of the Offeror’s personnel policies, especially regarding salary and wage scales, fringe benefit, merit increases, promotions, leave, differentials, travel and per diem regulations, etc., as they shall relate to this activity and may also determine that a pre-award survey is necessary (see FAR 9.106).” Please confirm the policies and procedures are not needed for cost/business proposal submission.

Answer: USAID confirms that offerors are not required to submit personal policies and procedures with their initial proposal. However, during the negotiation USAID may request such documents and or request the Offerors to conduct pre-award surveys for proposed sub-contractors and share the findings with USAID before consent to sub-contract is granted.

Also, please note that the RFP Section L.8.4 is revised with this Amendment (see Attachment B) and that “Part 5” from the original RFP is deleted. Therefore, all subsequent “Parts” are renumbered.

e. Section L.8.5 Information Concerning Work-day. Work-week and Paid Absences includes: ‘Note: The highest salary in the USAID/Mali Mission is between $17,413,806 and $26,991,390 for 40 hours/week.’

(1) Please confirm this is CFA annual salary?

(2) We kindly request that USAID provide the full Local Compensation Plan (LCP) for USAID/Mali, including any special allowances/benefits offered to its CCNs? The amount of $26,991,390 does not align with the 2015 LCP we have.

(1) USAID confirms that the referenced salary range is in CFA. As mentioned above, this section is deleted in the revised RFP.

(2) USAID cannot provide the full Local Compensation Plan. However, for reference, offerors are encouraged to use the “Summary Local Compensation Plan” provided in Amendment 2 when budgeting local positions.

f. Section L.8.6, Part 6 – International Travel: As Offerors typically include international travel information in the detailed budget, and coordinate and finalize actual international travel with USAID after award, would USAID consider eliminating the requirement for a consolidated travel chart?

Answer: Section L.8.6 is now L.8.5 and is revised (see Attachment B). If and when possible, USAID will use the chart to limit the burden of numerous individual international travel approval requests after award. The chart is not a requirement, but offerors are therefore encouraged to provide the maximum feasible information with the proposal.

g. RE Sections L.8 Part 8, Part 12 and Part 13:

(1) It appears to duplicate parts 12 and 13. Can USAID confirm that letters of commitment and information to support consent to subcontract should only be included once?

(2) It appears to require subcontractor letters of commitment to be included in both the technical and cost proposals; is this correct?

(3) Offerors are instructed twice to include Letters of Commitment from subcontractors in the cost proposal, on pages 74 (Section L.8.8 (i) and 75 (Section L.8.12) of the RFP.

• Would USAID kindly confirm in which section of the cost proposal Letters of Commitment from subcontractors should be included?

• Also, please clarify if this Letter of Commitment differs from the annex documenting partnerships and alliances required within the Technical Application?

Answer:

(1) These parts are revised and consolidated with this Amendment 3. Please refer to the revised RFP in Attachment B. USAID confirms that letters of commitment and information to support consent to subcontract must be included only once.

(2) Letters of commitment for proposed Key Personnel must be part of the Technical proposal and letters of commitment for proposed sub-contracts must be included into the cost proposal.

(3) The letter of commitment from the subcontractors must be submitted as an annex to the Cost proposal. The letter of commitment is different from the partnerships & alliances required within the technical proposal. Please follow the instructions provided in the RFP.

Section M:

62. RE Section M.2:

(1) The technical evaluation criteria order of performance noted under Section M.2 is unclear.

The RFP states: ‘The factors listed below are presented by major category in the descending order of importance.’ The following breakdown in Section M.2.1 is presented by Technical Approach; Management Approach, Key Personnel, and Staffing Plan; and Corporate Capability and Past Performance.

Later on Page 77 under Section M.2 the RFP states: ‘Technical approach, quality of past performance, the qualification of key personnel, and the rationality of cost will be evaluated, in that order of importance.’

(2) Will USAID kindly confirm that offerors should consider the order of importance presented in Section M.2.1, which is in alignment with the technical proposal instructions provided on pages 65-69, as the order which will be used for technical evaluation?

(1) With this Amendment 3 the Section M.2 is revised as shown in the revised RFP in Attachment B.

(2) Offerors must follow the instructions provided in Section M.2.1.

63. Can USAID provide the weighting of the evaluation criteria cited in section M.2?

Answer: Please refer to information provided in the RFP Section M.3. Regarding the rating it states:

“Proposals will be evaluated using the best value acquisition procedure. Using the best value acquisition methodology, the evaluation will be adjectival and rated according to the following descriptions…”

64. Can USAID please clarify what it means when it refers to “high level” on Section M.2.1(a): Theory of Change?

Answer: The Section is modified to read “degree to which sub-results are logical”.

Re the RFP Attachments

65. RE Attachment 4, Budget Template:

(1) Would USAID confirm whether offerors may add additional sub-line items to cost categories in the detailed budget spreadsheet included in Attachment 4 to align with their technical strategies or cost accounting standards? For example, the “Sub-Contracts” cost category only includes sub-line items for “U.S. NGOs” and “Local NGOs.” May offerors add additional sub-line items should proposed sub-contractors not be a NGO?

(2) May offerors submit additional budget worksheets, prepared according to the offeror’s corporate cost accounting standards, in addition to providing the summary and detailed worksheets prepared in accordance with the format outlined in Attachment 4?

Answer:

(1) USAID confirms that offerors can add additional sub-line items to cost categories in the detailed budget spreadsheet template provided to match the proposed costs with the proposed approach.

SUBJECT: Request for Proposal (RFP) No. SOL‐688‐17‐00006 for

Girls Leadership and Empowerment through Education (GLEE)

Dear Potential Offerors:

The U.S. Government, represented by the Agency for International Development (USAID) is soliciting proposals to establish and implement the Mali USAID/Mali’s Girls Leadership and Empowerment through Education (GLEE) aims to empower Malian adolescent girls to obtain greater educational attainment. The purpose of the GLEE activity is to increase access to education for adolescent girls (10-18 years) in target areas.

USAID/Mali contemplates the award of a Cost-Plus-Fixed-Fee (CPFF) completion type contract with a maximum total estimated cost of $US24 million for the life of the award (3 years Base Period plus 2 years Option Period). The contract (costs and fee) will be co-funded by the USAID Mali Offices of Education and Health: sixty-six percent (66.6%) from Basic Education funding, and thirty-three (33.3%) from Global Health Funding that will include a mix of WASH and Reproductive Health funds. While cost effective approaches to achieving the stated results are encouraged, offerors must not necessarily strive to meet the maximum amount. Offerors must propose costs that they believe are appropriate, realistic and reasonable, applying the procedures set forth in FAR Part 15. Cost proposals will be evaluated in accordance with Best Value procedures (see Section L for more details).

USAID/Mali OAA invites all interested and qualified organizations to submit proposals in accordance with the requirements of this RFP. U.S. and non-U.S. (including Malian) for-profit firms and non-governmental organizations (NGOs) are eligible to submit proposals for this RFP. In support of USAID’s interest in expanding the number and sustainability of development partners, USAID/Mali encourages proposals from U.S. small businesses and potential new local partners as prime or sub-contractors.

Please refer to Section L for information regarding proposal requirements and all instructions for the preparation and submission of required proposal contents, including critical dates/times for submission of questions, proposal submission closing date and time. Also please pay careful attention to, and complete in full, RFP section K – Representations, Certifications, and Statements of offerors. Section M states the criteria by which proposals will be evaluated.

Questions are to be submitted electronically to bamakoaao@usaid.gov . The deadline for receipt of questions is specified at the top of this letter. Offerors should take into account the expected delivery time required by the email transmission method, and they are responsible to ensure that proposals are received at USAID by the due date and time as specified above. Failure to comply with the submission date and email transmission method may result in no-response to your questions.

If substantive questions are received which affect the response to the solicitation, or if changes are made to the closing date and time, as well as other aspects of the RFP, this solicitation will be amended. Oral explanations or instructions given before award of the contract will not be binding. USAID bears no responsibility for data errors resulting from transmission or conversion processes.
