Amendment 03_Q &A_ Second Round_SOL-167-17-000014 Local Effective Governance (LEGO) activity in Kosovo

SECOND ROUND OF QUESTIONS AND ANSWERS (Q & A) SOL-167-17-000014

Q.1 Per USAID’s response to Q.18 of original questions submitted by offerors, the Cover

Letter/Executive Summary should be included as part of the Technical Proposal and does count against the page limit. Could USAID please clarify that the actual cover of the proposal, not the cover letter/executive summary, is excluded from the 30 page limitation of the technical proposal?

A.1 The cover of the proposal doesn’t count against page limit.

Q.2 Section L.6, Staffing Plan: In the instructions for the staffing plan, USAID indicates that the staffing summary table should include “a breakdown of the contractor and subcontractor level of effort (person-days), broken down by the categories in the summary table per year.” Can USAID clarify which categories should be used in the summary table and if they correspond to the objectives of the Statement of Work?

A.2 Please use labor categories as described in Attachment 6 of the RFP.

Q.3 Given the answer to Question 41 of Amendment 1 (which reads in part “Offerors are required to describe requirements and responsibilities for each proposed Key Personnel position, consistent with their proposed technical approach”), please confirm that Offerors may propose a qualified Cooperating Country National to serve as Chief of Party.

A.3 Yes, offerors may propose qualified Cooperating Country Nationals (CCN’s) to serve as Chief of Party.

Q.4 Attachment 4 to the LEGO RFP (Initial Environmental Examination, IEE) indicates a Life of Project Amount of $15,000,000. The LEGO RFP, however, indicates that this amount is “TBD”, plus the type of contract is Cost Plus Fixed Fee Term. Can USAID please confirm the $15,000,000 is not a budget ceiling in place as indicated in the IEE?

A.4 It is not a budget ceiling. Please disregard the figure and utilize the LOE.

Q.5 Please confirm that the cover of the proposal (as opposed to the cover letter, which, according to USAID’s answer to Question #18, counts against the page limit) is exempt from the page limit.

A.5 See Answer A.1.

Q.6 Regarding USAID’s response to Question 16 of the Q&A in Amendment 1 (September 12): Since firm-fixed-price mechanisms are based on discrete deliverables rather than LOE (and therefore do not specify LOE amounts), would USAID please confirm that subcontractors with firm-fixed-price budgets should be excluded from the LOE categories and ceilings within Section F.4 of the contract?

A.6 No. Please see Attachment 6 for further information.
