SPECIFICATIONS
East Park Reservoir Fish Stocking
October 13, 2021
Scope:
Acquire select warmwater fish species for stocking East Park Reservoir to quickly restore the reservoir’s recreational fishery. This includes fish transportation and delivery to East Park
Reservoir.
Background:
The Bureau of Reclamation (Reclamation), Department of the Interior, constructed East Park
Dam in 1910. The East Park Dam and Reservoir store water for irrigation and are part of the
Orland Project. The reservoir is in Colusa County, approximately 45 miles east of Interstate 5 (at exit 586).
East Park Reservoir has a water volume capacity of approximately 50,000 acre-feet. The reservoir impounds water from a 100 square mile watershed that includes Little Stony Creek, Squaw Creek, and Little Indian Creek. East Park Reservoir has a surface area of approximately
1,800 acres when at full pool. The reservoir often shrinks to less than half of its full-pool surface area during the dry summer months. Winter precipitation typically refills the reservoir annually.
East Park Reservoir is owned by Reclamation, but the day-to-day operations and administration of the reservoir and the surrounding grounds are delegated to Colusa County. The reservoir is an important recreational area, supporting camping and boating. East Park Reservoir supports a valuable warmwater fishery. Angles regularly travel to East Park Reservoir to target black bass, panfish, and catfish in East Park Reservoir waters.
In 2021, the East Park Reservoir was completely drained to facilitate dam repairs. All the reservoirs’ fish were lost during the drawdown. Reclamation desires to quickly re-establish the warm water fishery. This purchase order seeks to acquire professional services for stocking select warmwater fish species into East Park Reservoir to quickly restore the reservoir’s recreational fishery.
It is unknown how much East Park Reservoir will refill in the coming months. Undoubtably, there will be enough water to stock fish and begin to restore the fishery. However, there may be large distances between the water’s edge and maintained roads. The ground that leads to the reservoir may not be conducive for driving large, heavy vehicles (i.e., stocking trucks) on to reach the water’s edge. Long pipes, bucket brigades, or other means many be needed to move fish from the stocking trucks to the water.
The California Department of Fish and Wildlife (CDFW) has regulations for fish stocking. In
Colusa County, CDFW does not require a permit for stocking Florida strain largemouth bass
(Micropterus salmoides), bluegill (Lepomis macrochirus), redear sunfish (Lepomis microlophus), mosquitofish (Gambusia affinis), or channel catfish (Ictalurus punctatus). A permit is needed for blackfish (Orthodon microlepidotus) and Fathead minnows (Pimephales promelas). Reclamation is working with CDFW to secure a permit for these fish to be stocked into East Park Reservoir.
Type of Contract:
The government will award a firm fixed price purchase order.
Other:
The contractor shall be registered with the CDFW for producing and transporting fish in the state of California.
Tasks:
The contractor shall provide the fishes and fish delivery to stock East Park Reservoir. The contractor understands that only the Contracting Officer (CO) has the authority to make changes to this purchase order. The principal scope of work to be performed by the contractor will consist of the following tasks.
Task 1. – Provide the number and size classes of warmwater fish for stocking East Park
Reservoir.
i. Rear or procure the fish requested in Table 1 (see below).
ii. Stock adult fish prior to the spring spawning timeframe, to allow them to spawn in the reservoir.
iii. Stock juvenile fish any time of year.
iv. Ensure fish are healthy and disease-free.
v. Ensure all utilized fish farms are registered aqua culturists with the California
Department of Fish and Wildlife (CDFW) and that they meet CDFW requirements.
Task 2. – Transport and deliver the warmwater fish to East Park Reservoir.
i. Ensure fish remain healthy during transport and prevent temperature shock when stocking.
ii. Provide means to move fish from the transport truck to the reservoir. There is potentially a long distance between maintained roads and the edge of water at the reservoir. Buckets or pipes may be required to safely move the fish to the water. If the reservoir level is low, only one location can be used (a site just south of East
Park Dam, off East Park Road).
iii. Prevent spread of unwanted aquatic species, including fish, invertebrates, and plants. Fish, delivery water, and equipment shall be free of detectable life stages of aquatic invasive species, including but not limited to Quagga Mussel
(Dreissena rostriformis bugensis), Zebra Mussel (Dreissena polymorpha), and
New Zealand Mudsnail (Potamopyrgus antipodarum).

Multiple fish deliveries to East Park Reservoir will be necessary. The reservoir access point is located off East Park Road, Stonyford, CA 95979. This location is due South of East Park Dam, near the overflow spillway. A specific area will be designated for vehicle travel within the high water mark.
Depending on reservoir level, there may be large distances between the water’s edge and maintained roads. Long pipes, bucket brigades, or other means many be needed to move fish from the stocking trucks to the water.
Reclamation’s point of contact must be present for fish releases. The contractor shall give 48-hour notice to the point of contact below before each fish delivery.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The proposed acquisition will be awarded performing a comparative evaluation in accordance with FAR 13.106-2(b)(3). The following factors shall be used to evaluate offers:
https://www.acquisition.gov/far/
Factor 1 – Technical: The technical approach proposed by the offeror is sound, feasible, and likely to be performed in a timely manner. The technical approach shows an understanding of the requirement for each task as described in the specifications. Contractor shall present technical documentation to demonstrate clean aquaculture practices, explain in detail the method of transportation, as well as provide up to two examples of previous experience on projects of similar size, scope, complexity, and nature to what is proposed for this requirement. Consideration will be given to hatcheries run with well water. Contractor’s business license(s), registration with CDFW, and any applicable certificates are provided with technical documentation.

If past performance information is not available for the quoter; the quoter shall be assigned a neutral rating which is neither favorable nor unfavorable.
Factor 3 – Price: All proposed prices will be reviewed for price reasonableness and any instances of unbalanced pricing, using price analysis techniques. The price component to be used in any tradeoff considerations is the “grand total” found at the end of the quote/pricing schedule. The total evaluated price will be calculated as the sum of CLIN’s extended prices including the base and all options.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
