2.0 SYSTEM DESCRIPTION

A. Design Requirements:

1. Furnish valves and equipment in accordance with the requirements of these specifications.

2. Plunger valve and aeration device shall be sized per manufacturers’ recommendations to prevent damaging cavitation or excessive vibration during operation, subject to Government approval.

3.0 SUBMITTALS

To be included with quote. See provision 52.212-1 Instructions to Offerors.

4.0 QUALIFICATIONS

A. Qualification of welders:

1. Welders shall be qualified in accordance with AWS D1.1 or AWS D1.6 using procedures, materials, and equipment of the type required for the work.

B. Non-destructive examination personnel:

1. Qualified with current Level II certification, in accordance with applicable method of ASNT SNT-TC-1A.

C. Manufacturer’s Representative:

1. Familiar with the installation and testing of plunger valves and appurtenant equipment of similar size.

2. Representative shall be authorized by the Manufacturer for services to be provided.

5.0 QUALITY ASSURANCE

A. Valve manufacturer:

1. Valve manufacturer shall have a minimum of 5-years’ experience in production and sales of plunger valves. Provide contact names and telephone numbers that can verify field installations.

2. ISO 9001 certification.

3. Design and drawings shall be stamped by professional engineer registered in

United States of America.

B. Manufacturer’s Representative shall be present during plunger valve installation, testing, and commissioning. Coordinate with Contracting Officer Representative (COR).

1. The Manufacturer’s Representative will:

a. Provide on-site assembly and installation support.

b. Provide startup and commissioning support.

c. Make decisions on-site as may be necessary to execute the work under the

Contract.

C. Warranty: Standard manufacturer’s warranty is required.

6.0 VALVES AND EQUIPMENT

A. Plunger Valve as RKV plunger valve as manufactured by Armacon, www.armacon.de/en/; or RIKO plunger valve as manufactured by VAG, www.vag-group.com; or equal with the following essential characteristics:

1. 18-inch plunger valve suitable for in-line installation and discharge into downstream pipe.

2. Suitable for bolting to AWWA C207/C228, Class D/SD or ASME B16.5, Class

150 steel/stainless steel flanges.

3. Cold-water pressure rating for body of valve is at least 150 pounds per square inch gauge (psig).

4. Spiral or concentric serrated grooved flange face gasket surface finishes that are suitable for flat gasket material provided and for operating pressures.

5. Operate smoothly though specified flow range without damaging cavitation, excessive noise, or vibration.

6. Consist of flanged short conical inlet section having internal cone to divert water flow into annular chamber of body section.

7. Customized control cylinder that is part of internal slider-crank mechanism with a stroke equal to 90 degrees. Control trim cylinder shall be field removable and replaceable with alternate control trim when hydraulic conditions change, or new operating parameters are required.

8. Plunger shall move axially to increase or decrease annular cross section opening.

Medium shall flow around plunger or when present, through customized trim, from outer annular chamber to inner chamber to control and regulate flow.

9. Seals of plunger valve shall allow valve to be bubble tight in both flow directions for long term and without the need for premature seal replacement.

10. Valve shaft seals shall prevent water from entering into gear case and corroding shaft body bore.

11. Valve shall be provided with 4 integral feet. Provide lifting lugs to permit installation of plunger valve. The lifting lugs shall be factory drilled and tapped.

Lifting lugs shall be sufficiently broad in placement to assist with rigging of an unbalanced load.

12. Wetted parts of plunger valve shall be corrosion resistant.

13. Coating/lining: Fusion bonded epoxy per manufacturers’ recommendations.

14. Valve Operating Conditions:

a. In-line with backpressure during operation.

b. Target flow rate: 30 cubic feet per second (cfs).

c. Maximum static inlet pressure: 28 psig.

16. Valve Actuation:

a. Hydraulic Actuator with the following characteristics:

1) Design and manufacture in accordance with AWWA C541.

2) Movement of plunger shall be controlled by means of a hydraulic cylinder with intermediate quarter turn mechanism, such as rack and pinion, scotch yoke, or other AWWA approved mechanism, with mechanical stops in open and closed positions which prevent hyperextension of plunger or undesired stresses on internal linkage system.

3) Valve stroke: 90 to 94 degrees, whereby mechanical stops shall be engaged before full extension or retraction of plunger.

b. Actuator construction material:

1) Housing of Actuator: ASTM A536 60-40-18

2) Pinion Shaft: ASTM A29 (A331) Grade 4140, Hardened, quenched and tempered.

3) Piston: ASTM A29 (A331), Grade 4140

4) O-rings: NBR-70

5) Piston Seal: Polyurethane

c. Suitable connection for existing hydraulic system without modification:

1) See Reference Drawing 33-D-4910.

2) Hydraulic fluid: MIL-H-17672D, Symbol 2075 T H (A/W Grade

32) similar to Jax FGH-AW, ISO 32 hydraulic oil.

3) Hydraulic cylinder shall be rated to a minimum 2,250 psig.

a) Pressure switch setting: 1,000 psig.

b) Pressure relief setting: 1,500 psig.

d. Provide handpump for manual operation.

e. Torque:

1) Design to be suitable for operating plunger valve under maximum operating head shown on drawings and listed above.

2) Maximum design operating force shall be five (5) times normal operating force required at maximum inlet head conditions.

f. Operating Speed: Manufacturer’s recommendation.

g. Position Indicator:

1) PMV F5IS Feedback unit as manufactured by Flowserve, www.flowserve.com, or equal with the following characteristics:

a) Suitable connection for existing control system.

b) Integrated two (2) SPDT mechanical limit switches to provide open and closed positions.

c) Provide 4-20 mA position transmitter to monitor valve intermediate positions.

d) Enclosure: NEMA Type 4 requirements of NEMA 250, IP66 or better.

B. Aeration Device:

17. Provide as required per plunger valve manufacturer.

18. Flanges: AWWA C207, Class D.

19. Air/Vacuum valve:

a. Manufactured by Crispin Valves, www.crispinvalves.com; or equal, having the following essential characteristics:

1) Admits air into pipeline to prevent vacuum.

2) Releases air when pipeline is filled.

20. Butterfly Valve:

a. Val-Matic Valve and Manufacturing Corporation, www.valmatic.com; or equal, having the following essential characteristics:

1) AWWA C504, Class 150B.

2) Provide valves which are bubble tight at rated pressure in either direction and suitable for operation after long periods of inactivity.

3) Axis of valve leaf: Horizontal when valve is in installed position.

4) Suitable for bolting to AWWA C207, Class D or ASME B16.5, Class 150 steel flanges.

5) Resilient seat:

a) Located either in valve body mating with stainless steel seating surface located on valve disc; or in valve disc mating with stainless steel seating surface located in valve body. No fully rubber lined bonded seat in body type seats are acceptable.

b) Field replaceable.

6) Manual operators:

a) Equip with worm-gear or traveling nut type manual operator in accordance with AWWA C504.

b) Open and close valves under maximum unbalanced pressure conditions. Design for maximum unbalanced pressure of 150 psig.

c) Provide gears of self-locking type, designed to hold valve in all positions without fluttering or creeping.

d) Ensure rim pull and component strength meet AWWA requirements.

C. Base and Anchorage Plates:

21. Designed to withstand all loads induced by valve operation in accordance with plunger valve manufacturer recommendations.

22. Provide suitable base plate to securely attached plunger valve to base plate with provisions for connection to structural steel support.

23. Base plate shall secure valve to structural steel support, so plunger valve does not vibrate.

24. Provide suitable anchorage plate with suitable provisions for connection to structural steel support.

25. Shall include means for disassembly/removal.

D. Flange Gaskets:

1. BLUE-GARD Style 3000 manufactured by Garlock Sealing Technologies, www.garlock.com; or equal, having the following essential characteristics:

a. For AWWA C207 or ASME B16.5 Class 150 flanged joints.

b. Compressed, non-asbestos (CNA) gasketing with aramid fibers and NBR rubber binder.

c. Flat, ring or full-face type.

d. Minimum pressure rating: 150 psig.

7.0 CONTRACTOR SOURCE QUALITY CONTROL

A. Leak test and hydrostatic test valves and actuators through a virtual means approved by

COR.

B. The Contractor shall furnish all necessary labor, material, and equipment, including test bulkheads, water, pumps, piping, calibrated test instruments, and all other necessary equipment to perform the testing and reports required.

C. Any deficiencies in design, materials, or workmanship shall be corrected to meet the specified requirements and the tests repeated until successfully completed.

D. The actuator shall be furnished mounted to the valve and ready for operation, fully factory assembled and tested before shipment to site including all electric and hydraulic equipment.

E. Notify COR 28-days prior to valve testing.

F. Testing of valves shall occur during the same trip for Government inspector from each manufacturer.

G. Make all necessary adjustments or repairs until all valves function properly and are approved by COR.

H. Shop test butterfly valves in accordance with AWWA C504:

1. Pressure test valve and seats for leaks with water in 100 percent closed position for a timed period of 5-minutes with pressure equal to rated design pressure.

Valve shall be drip tight with no leakage.

2. Downstream position of valve shall be visible to Government inspector.

3. Spray or high velocity leakage will not be acceptable.

4. If valve leaks, adjustments shall be made until valve is drip tight with no leakage.

Adjustments may include adjusting valve stops, seats, actuator, etc.

5. If valve is not drip tight, valve will not be acceptable.

6. After any adjustments are made, valve indicator shall be inspected again and corrected if necessary.

I. Shop test air valve in accordance with AWWA C512.

J. Plunger Valve:

1. Shop test hydraulic actuator in accordance with AWWA C541

a. Manufacturer shall provide signed and dated test validation records.

2. Shop test aeration device in accordance with manufacturer’s recommendation.

3. Assembly:

a. Government personnel will witness shop assembly, unless otherwise directed.

b. Completely shop assemble and test in normal position (as it will be installed) to ensure that mating parts fit properly and function correctly.

c. Check for alignment of fluidway surfaces. Grind finish and flair offsets existing at fluidway joints.

d. Inspect the actuator for proper fit-up, correctness of dimensions, and ease of piston/rod movement.

e. Carry out dimensional checks to confirm stroke length, proper operation of limit switches and position indication.

4. Operational Test:

a. Test procedure shall consist of three (3) complete open/close cycles of operation with valve actuator settings properly adjusted. Settings may include but are not limited to limit switches, torque switches, and position switches.

b. Use hydraulic actuator to operate valve, and if practical, use hydraulic actuator to be furnished with valve for shop testing.

c. Record operating pressures (psig) and times (minutes) required to open and close valve and any other observations (sounds, vibrations, and signs of abnormal operation).

5. Leakage Test:

a. Pressure test valve and their seats for leaks with water in 100 percent closed position for timed period of 5-minutes with pressure equal to rated design pressure. Valve shall be drip tight with no leakage.

b. Downstream position of valve shall be visible to Government inspector.

c. Spray or high velocity leakage will not be acceptable.

d. If valve leaks, adjustments shall be made until valve is drip tight with no leakage. Adjustments may include adjusting valve stops, seats, actuator, etc.

e. If valve is not drip tight, valve will not be acceptable.

f. After any adjustments are made, valve indicator shall be inspected again and corrected if necessary.

6. Hydrostatic Test:

a. Plunger valve shall be hydrostatically tested to 1.5 times valve rated pressure.

7. Coat per manufacturer’s recommendations.

8.0 DELIVERY, STORAGE, AND HANDLING

A. Take precaution during loading, transportation, unloading, storage, and laying, to prevent damage to valves and equipment. Repair damage to valves and equipment as directed if, in the opinion of COR a satisfactory repair can be made; otherwise replace damaged valves and equipment.

B. Transport and handle in accordance with manufacturer’s instructions.

1. Provide padded bolsters as required.

2. Provide heavy padding under ties during transportation and storage.

3. Transport and handle such that manufacturer’s warranty is not violated.

C. All hydraulic connections shall be sealed with threaded metal watertight plugs. Exposed male threads on actuators and controls shall be protected with metal caps.

D. Electrical enclosures that are not weathertight by design shall be protected against the elements before and during shipment.

E. If actuators must be lubricated in the field before installation, the instructions to this effect and the lubrication procedures shall be attached to the exterior of the actuator.

F. All flanged joints and inspection covers shall be watertight.

G. Components shipped unattached shall be adequately protected and identified for correct field assembly.

H. If it is necessary for the purchaser to take any precautions during extended storage, such as exercising at intervals, inspecting contacts before startup, relubricating, or other measures, the supplier shall notify the COR prior to or at the time of shipment.

I. If parts are to be stored before installation, store in manner to protect against exposure and damage from sun, weather, temperature, and construction activities and as recommended by manufacturers.

d. Shop assembly drawings showing orientation of valve actuator as installed on valve and internal and external stops for actuator.

iii. All calculations submitted shall include all formulas, assumptions, or any other information pertinent to the calculations.

52.212-1 INSTRUCTIONS TO OFFERORS–COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition—

(1)Is set aside for small business and has a value above the simplified acquisition threshold;

(2)Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or

(3)Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show—

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.

Technical descriptions shall be submitted for all items listed in the submittals table in section 3 of the specification document, including:
