NATIONAL PARK SERVICE
LAND TITLE RESEARCH SERVICES
SCOPE OF WORK
WAR IN THE PACIFIC NATIONAL HISTORICAL PARK
GUAM
PROJECT TITLE: LAND TITLE RESEARCH
DATE: 08/09/2021
I. PROJECT INFORMATION:
The National Park Service (NPS) has authority to manage and acquire certain lands in Guam, identified as the War in the Pacific National Historical Park (WAPA). The extent of this authority was established by the Act of August 18, 1978 (P.L. 95-348, 92 Stat. 487).
This project involves conducting land records research to supplement and complete the NPS land records inventory for WAPA. The project extents involve all areas within the legislated boundary as depicted on the map titled, “Boundary Map, War in the Pacific National Historical Park, Guam” numbered 474-80,000-B (formerly numbered P-24-80,000-B), dated March 1978, and any other lands transferred to National Park Service from Department of the Navy lying outside the legislated boundary.
This research will include reviewing the existing NPS land records inventory and conducting additional searches for record title or other official land boundary documents applicable to Guam land ownership (e.g. deeds, land survey plats, court actions). The NPS currently has 95 tracts inventoried, 29 of which are identified as federal land (acquired between 1978 and 1996) lying inside the legislated boundary and 2 lying outside.
A tract spreadsheet listing land status was completed in November of 2016 and is provided as part of this contract. As additional title abstract documentation is retrieved, this information will be documented and indexed by NPS tract. The method for indexing is at the discretion of the selected firm.
The work is divided into two Phases, identified as Tier 1 and 2 Research Areas. A separate bid will be provided for each area, with Tier 1 being the primary task and Tier 2 being an optional task area.
Priority Research Areas (Tier 1 and 2):
Tier 1 (Villages of Asan and Piti)
Asan Inland (NPS Segment Map 101) Piti Guns (NPS Segment Map 104) includes land outside the legislated boundary Asan Beach (NPS Segment Maps 102 and 103) Mt. Tenjo (NPS Segment Map 105) need to figure out NPS Tract 105-04 in Agat and outside our boundary
SOW, Land Title Research Services Page5 of 30
Option 1 Tier 2 (Villages of Santa Rita and Agat)
Mt. Alifan (NPS Tract 107-01) Ga’an/Apaca (NPS Segment Maps 106 and 107)
A project location map depicting the Tier areas is attached for reference.
II. PROJECT DETAILS:

Draft deliverables for the primary Tier 1 task will be completed no later than 3 months after the contract is awarded. The reviewer will provide approval or request for changes within 14 days of receiving the draft deliverables.
All work for the primary Tier 1 task will be completed and delivered no later than 4 months after the contract is awarded.
The Tier 2 optional task area period of performance will be determined once funding is secured and the option initiated.
A pre-project conference call between NPS and contract staff will take place within two weeks of the award date of this contract.
