COMBINED SYNOPSIS/SOLICITATION

Comprehensive Sign Plan

AT

Katahdin Woods and Waters National Monument

(I) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 140P4324Q0075.

(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06, August 29, 2024.

(IV) This solicitation is being issued as a Total Small Business Set-Aside, under NAICS code 541430, Graphic Design Services with a small business size standard of $9.0 million.

(V) This combined solicitation/synopsis is for purchase of the following commercial services:

The Government anticipates award of one (1) Firm-Fixed-Price Purchase Order.

(VI) Description of requirements is as follows:

A detailed description can be found in the attached Scope of Work (SOW).

(VII) Period of performance for the base year is anticipated to be October 1, 2024, through December 31, 2025.

(VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (NOV 2021), applies to this acquisition.

(IX) FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (NOV 2021), applies to this acquisition.

INSTRUCTIONS FOR THE PREPARATION OF QUOTES

The quote shall be submitted electronically as stated below.

THE QUOTES SHALL BE IN THE FOLLOWING FORMAT:

• VOLUME I – TECHNICAL CAPABILITY

• VOLUME II – MANAGEMENT CAPABILITY

• VOLUME III – PAST PERFORMANCE

• VOLUME IV – COST/PRICE

ALL VOLUMES SHALL BE SEPARATE AND COMPLETE SO THAT EVALUATION OF ONE MAY BE

ACCOMPLISHED INDEPENDENTLY OF, AND CONCURRENT WITH, EVALUATION OF THE OTHER. PRICING

DETAILS SHALL NOT APPEAR IN ANY VOLUME EXCEPT VOLUME IV, COST/PRICE.

A. VOLUME I - TECHNICAL CAPABILITY – Limited to forty (40) Pages

The technical capability shall contain a cover page with RFQ title, number, and name; and four sections corresponding to the sub-criteria below.

Volume I shall consist of the following:

• Factor A: Samples of Work – limited to twenty-five (25) pages

• Summary of Deviations/Exceptions (if any) – Not subject to page limitations

THE FOLLOWING SPECIFIC INFORMATION SHALL BE CONTAINED IN THE TECHNICAL CAPABILITY:

(1) SAMPLES OF WORK

The offeror shall provide a minimum of three (3), but no more than five (5), sign planning projects produced within the last five (5) years for which the offeror was the prime contractor.

To the greatest extent possible, all samples shall relate to the Past Performance references and to proposed personnel submitted under this contract. Samples of work shall clearly demonstrate the ability of the proposed personnel to manage and produce sign plans, sign layouts, and sign fabrication details similar to the signage detailed in this contract.

If no samples exist for work completed by key personnel under the current employer, provide samples of work produced under previous employers within the last five (5) years. Samples that represent the work of the organization but are not identified specifically as produced by proposed personnel and subcontractors will not be evaluated.

Samples of work shall meet the following requirements:

a. Submittal Format: Submit all information via email to the point of contact listed above.

b. Project Details: For each sample project, provide information on the project in a PDF or Word file document and place it in the corresponding folder for that project. The information shall include the following:

• Name of the project

• Location of the project

• Approximate number of signs planned and designed for that project

• Name of the Client, contact, and telephone number

• Date of completion

• Contract Amount

• Names and titles of key personnel who worked on the project

• Names, titles, and trade of subcontractors who worked on the project;

• A statement of how the sample project demonstrates the ability of the proposed personnel to perform work under this contract;

• A statement of which ability outlined in Items c. and d. below the sample represents, and why this project was chosen as a sample;

• Planning documents produced for the project which should include sample messaging schedule, location plans, sign designs, etc.

• Fabrication drawings produced for the project. The drawing set shall be submitted as a PDF file and clearly identified in the file name.

c. Demonstration of effective management: Samples shall demonstrate the offeror’s ability to effectively manage a sign planning and design contract.

d. Demonstration of effective design: At least one (1) of the samples shall demonstrate the offeror’s ability to use, adapt, and combine prescribed sign standards or visual identities into cohesive sign designs.

(2) SUMMARY OF DEVIATIONS/EXCEPTIONS IN THE TECHNICAL CAPABILITY

In this section, the offeror shall fully explain any deviations, exceptions, or conditional assumptions taken with respect to this RFQ.

B. VOLUME II – MANAGEMENT CAPABILITY – Management Plan is limited to five

(5) pages. Resumes for proposed personnel limited to two (2) pages each, but with no overall page limitation.

Volume II shall consist of the following sub-factors:

• Factor A: Management Plan

• Factor B: Proposed Personnel

(1) MANAGEMENT PLAN

The offeror shall provide a management plan which states how the offeror’s proposed Project Manager manages project workflow, schedules, personnel, and maintains quality control.

(2) PROPOSED PERSONNEL

The offeror shall identify the personnel proposed for each of the roles identified below as a list at the beginning of this section. Identify each person by name, their role in this project, and as a member of your staff or as a subcontractor.

The offeror shall submit a resume for each person proposed for each of the roles identified below. Resumes must clearly demonstrate the ability to perform the work for which the person is proposed.

The Government considers the strength of the entire team essential for this project.

More than one individual may be identified for a position and one person may be identified for more than one position. Submit resumes for the following positions:

a. Engineer: provides engineering detail drawings and certifications for sign elements as required in the scope of work, must be certified in the state where the sign installation will occur;

b. Sign Planner: employs knowledge of wayfinding strategies to plan/produce effective sign location plans and message schedules;

c. Graphic Designer: prepares digital files for shop drawings, manipulates files when changes are needed, creates digital layouts;

d. Project Manager: serves as the primary point of contact between the contractor and the COR; ensures that scheduling, coordination, oversight, and communication is effectively accomplished for all work produced under a task order.

Each resume shall demonstrate that the proposed personnel has a minimum of three years of full-time work directly related to its associated key personnel position.

Each resume shall include the following:

i. Name of person, job title, and statement of primary duties;

ii. Person's proposed role(s) and responsibilities under this contract;

iii. Person's list of completed projects and description of their role (not title) on each project;

iv. Employment history:

• Present and previous employers;

• Beginning and ending dates of employment for each employer;

• Job title(s) for each position; and,

• Description of the specific duties for each position.

v. Related work experience for each employer, identifying:

• Each project by name;

• Type of project and dates; and

• Position, title, and specific duties and responsibilities for each project listed.

vi. Education and training background, including names of educational institutions attended, dates, and degrees or certificates obtained.

vii. Training related to current position and experience.

Exclude information that is not relevant to the person’s designated role in their project.

C. VOLUME III - PAST PERFORMANCE – Limited to five (5) pages

In order to assist in evaluation, the government desires that offerors respond in accordance with the following guidelines. The Past Performance volume shall contain a cover page with RFQ title, number, and name of your organization.

The government shall obtain the past performance information from the references provided.

Provide three (3) references of contracts that are similar in size, complexity, and nature to this project.

Submit the following information for the offeror and any proposed subcontractor(s).

(1) The past performance information submitted for evaluation under this solicitation shall correspond to the Samples of Work. Samples shall represent work which is either on-going or has been completed during the past five years. It shall also represent the involvement of the proposed Project Manager and key personnel.

When subcontractors shall perform critical aspects of the work, past performance of subcontractors must also be submitted. Three references of contracts for each subcontractor are required. References shall involve the Key Personnel proposed for this project.

Offerors that are newly formed individual entities, without prior Federal, State, or Local Government contracts, shall list work contracts, subcontracts, or other related work experience with previous employers.

(2) The offeror shall provide information on problems encountered on the contracts and subcontracts identified in Item 1, above, and corrective actions taken to resolve those problems. Offerors shall not provide general information on their performance on the identified contracts. General performance information shall be obtained from the references.

D. VOLUME IV - COST/PRICE

The Cost/Price shall be prepared as a separate package. In order to assist in evaluation, the government requires that offeror’s respond in accordance with the following guidelines.

The Cost/Price volume shall contain a cover page with RFQ title, number, and name of your organization.

Attachment Ze, KAWW Pricing Sheet shall be used to breakdown all costs and estimated level of effort as necessary.

EVALUATION FACTORS AND CRITERIA

The Government will award a Purchase Order resulting from this solicitation to the responsible Offeror who submits the quote that is determined to be the most beneficial and represents the best value to the Government, with consideration given to the following evaluation factors, listed in descending order of importance. All non-price factors, when combined, are significantly more importance than price. Offerors are cautioned that the award may not necessarily be made to the lowest cost offer. Best value is defined as the expected outcome of an acquisition that, in the government's estimation, provides the greatest overall benefit in response to the requirement in accordance with FAR 2.101.The following factors shall be used to evaluate offers.

• VOLUME I – TECHNICAL CAPABILITY

• VOLUME II – MANAGEMENT CAPABILITY

• VOLUME III – PAST PERFORMANCE

• VOLUME IV – COST/PRICE

The Government reserves the right to make a selection based upon initial offer without discussions; therefore, the offeror should submit their best terms in their initial offer. The Government also reserves the right to enter into discussions and request revised offers if needed and may also determine to make no award.

The government will evaluate based on the following factors:

A. Volume I - Technical Capability – Limited to forty (40) pages

Evaluation will be based on the 3 to 5 samples of work which demonstrate the ability of the offeror to manage, and produce signage, and to respond to both the technical and creative needs of sign fabrication projects. Specifically, evaluation will be based on the following criteria:

1. Samples of work that demonstrate the ability of the offeror to utilize knowledge of wayfinding to locate and plan effective signage.

2. Samples of work that demonstrate the ability of the offeror to use, adapt, and combine prescribed sign standards or visual identities into cohesive sign designs.

3. Samples of work that demonstrate effective project management of sign planning and design.

4. Samples of work that demonstrate the ability of the offeror to select and manage subcontracted personnel that demonstrably match the creative and technical needs of the individual project;

B. Volume II - Management Capability –Management plan is limited to five (5) pages. Resumes limited to two (2) pages each, but no overall page limit applies to that section.

Evaluation will be based on the management plan and the resumes of key personnel which together shall demonstrate the ability of personnel to produce signage. Specifically, evaluation will be based on the following criteria:

1. A management plan which clearly demonstrates the offeror’s ability to manage project work flow, schedules, and personnel, and to maintain quality control throughout the life of the project; and

2. Resumes which demonstrate that the education, knowledge, and work experience of all personnel, including subcontractors proposed for use under this contract, and as described in this solicitation, match their proposed roles under this contract.

C. Volume III - Past Performance – Limited to five (5) pages.

Evaluation will be based on past performance to include quality of products and services, cost control, customer satisfaction, timeliness of performance, and business relations. The source selection authority shall determine the relevance of similar past performance information.

1. An evaluation of offeror’s past performance information will be conducted subsequent to the technical evaluation. The offeror must have demonstrated successful operations and maintenance of similar contract, to include scale and complexity.

Preference will be given to offeror’s that demonstrate past performance of similar projects related to management of parks and protected areas.

2. The evaluation will be based on information obtained from the write-ups, other relevant past performance information obtained from other sources known to the Government, and any other information supplied by the offeror, to include problems encountered on the identified contracts and corrective action taken.

3. The Government will assess the relative risks associated with each offeror. Performance risks are those associated with an offeror’s likelihood of success in performing the acquisition requirements as indicated by that offeror’s record of past performance.

4. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror’s performance on a list of contracts, but rather the product of subjective judgement by the Government after it considers all available and relevant information.

5. When assessing performance risks, the Government will focus on the past performance of the offeror as it relates to all acquisition requirements, such as: 1) the offeror’s record of performing according to specifications, including standards of good workmanship; 2) the offeror’s record of controlling and forecasting costs; 3) the offeror’s adherence to contract schedules including the administrative aspects of performance; 4) the offeror’s reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and 5) the offeror’s business-like concern for the interest of the customer.

6. The Government will consider the currency and relevance of the information, sources of the information, context of the data and general trends in the offeror’s performance. The lack of a relevant performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror. Note: Contractors submitting offers without past performance will receive a neutral rating.

7. The Government will assess the relative risks associated with each offeror. Performance risks are those associated with an offeror's likelihood of success in performing the acquisition requirements as indicated by that offeror's record of past performance.

8. Each offeror shall be evaluated on his/her performance under existing and prior contracts for similar products or services. Performance information shall be used for both responsibility determinations and as an evaluation factor to assure the government is receiving the best value. The government shall focus on information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration. References, other than those identified by the offeror, may be contacted by the government with the information received in the evaluation of the offerors past performance.

Even if the firm is new or new to the business area, it is probable that the key management and/or technical personnel proposed for the contract have some relevant experience.

D. Volume IV -- Cost/Price

1. Offerors’ cost quotes will not be point scored or adjectively scored but will be evaluated on price reasonableness. The price quote will also be used as an aid to determine the Offeror understands the requirements of the solicitation, price reasonableness and to assess the validity of the offeror’s approach to managing and performing the work.

2. The Offeror shall submit a price quote separate from all other volumes; any price information found in the technical or past performance volumes will be removed prior to evaluation.

3. Offeror understands of the requirements of the solicitation, price reasonableness and to assess the validity of the offeror’s approach to managing and performing the work.

4. The Government will evaluate the price quote for reasonableness. The Government will evaluate to determine best value to the Government. The Government will also evaluate cost with regard to the ability of the offeror to meet requirements in terms of skills required, complexity of disciplines and job difficulty, if the Government deems such analysis necessary.

(X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (MAY 2022), with its quote.

(XI) The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items (NOV 2021), applies to this acquisition.

(XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (MAY 2022) applies to this acquisition.

(XIII) The Government intends to award a Firm-Fixed-Price purchase order resulting from this solicitation.

(XIV) Quotes are required to be received in the contracting office no later than 12:00 P.M. ET on September 19, 2024. All quotes must be emailed to the attention of Jason Albright. The email address is Jason_Albright@NPS.gov.

(XVI) Terms and Conditions

DOI-AAAP-0028 Invoice Processing Platform (IPP) - Treasury Electronic Invoicing System, Version 3 Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury’s Invoice Processing Platform System (IPP).

“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is:

https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Original weigh master tickets.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973- 3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services.
