H. All areas are developed and contain high densities of vehicles, utilities, and structures. Access to some areas may be limited at times due to scheduled or unscheduled events. Ball fields at the Washington Tennis Center are heavily used requiring mowing operations to occur early in the day for most of the season. The park has 30 picnic groves which are also used heavily. Some activities may require the Contractor to skip over an area and return within the mowing cycle to complete any areas skipped due to events. On rare occasions the COR (Contracting Officer’s Representative) will require the Contractor to mow a specific area prior to an event in the Park.

I. The Park routinely removes litter and debris from turf within the Rock Creek Park areas. The Contractor should coordinate mowing operations with the COR to occur when most of the reservations have been cleaned up by the Park. The Contractor shall pick up and remove any litter and debris within mowing areas prior to mowing. The Contractor shall remove any cut up litter caused by mowing operations.

J. Manpower and equipment shall be capable of completing an entire mowing, trimming, and blade edging cycle within seven (7) working days. A “cycle” for this contract is defined as complete mowing; trimming; edging, when appropriate; and cleanup services within this statement of work for each of the designated sites. The National Park Service estimates the production for mowing and line trimming, based on past experience, as follows:

Mowing:

60” walk behind 1 acre/hour 7/8 acres/day

72” riding mower (1.5-2 mph)

2-2.5 acres/hour 16/20 acres/day 80” tractor pulled (3-4 mph)

2-3 acres/hour 16-24 acres/day

121” 455D riding mower (2-3 mph) 2.5-4 acres/hour 20-32 acres/day

192” 580D riding mower (2-3 mph)

4.5-6 acres/hour 36-48 acres/day

This estimation is provided as a reference only and is not a direction for use of specific equipment.

K. The exact number of times mowing and trimming to be performed depends on grass growth and the variances of weather. “Turf” for this contract, is defined as vegetation growing in designated mowing areas including grass, weeds, and seed heads.

1. Mown areas shall not be cut lower than 3” nor allowed to get longer than 6”.

2. Blade edging will occur anytime vegetation extends not more than 2” over the edge of adjacent concrete surfaces.

3. String trimming shall occur each time an area is mown.

4. Vegetation control in road medians and curb cracks shall occur when vegetation is 2” tall or wide or sooner at the discretion of the COR. The goal of the Park is to not have visible vegetation growing in road medians and curb cracks.

L. TheContractor shall not subcontract any work required by this contract without the express written approval of the Contracting Officer (CO).
