This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2123Q0163 is issued as a Request for Quote (RFQ) which constitutes the entire solicitation. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2023-04, effective 2 June 2023. This is a small business set-aside. The North American Industry Classification System (NAICS) code is 541430, Graphic Design Services and the related small business size standard is $9.0M.

The government anticipates award of one (1), firm-fixed price contract.

REQUIREMENT: Independently, and not as an agent of the government, the contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to perform planning and designing of signs for Carlsbad Caverns National Park in Carlsbad, New Mexico.

CARLSBAD CAVERNS NATIONAL PARK

1. BACKGROUND

Carlsbad Caverns National Park is beauty and wonder; above and below. High ancient sea ledges, deep rocky canyons, flowering cactus, and desert wildlife—treasures above the ground in the Chihuahuan Desert. Hidden beneath the surface are more than 119 caves—formed when sulfuric acid dissolved limestone leaving behind caverns of all sizes.

Carlsbad Caverns National Park sign plan will focus on the wayfinding from the visitor center to the cave’s Natural Entrance, the entrance/exit of the elevators from inside the cave, and all interior signage for the cave.

2. PURPOSE

The purpose of this contract is to plan and design a comprehensive signage system for Carlsbad Caverns National Park.

3 SCOPE OF WORK

The contractor shall provide the National Park Service with all labor, materials, equipment, facilities, and travel necessary to complete planning and design services for Tasks 1 through 4.

The planning and design scope of work shall include all pedestrian and identity signage for trails and areas within the caverns, trails to the cavern’s natural entrance from the visitor center and parking lot, elevator entrances/exits, accessible parking area for the bat viewing, trails from the accessible parking area to the cavern’s natural entrance, the natural entrance, and amphitheater, see Attachment A - Sign Planning Area.

To visit the caverns, visitors will either walk from the visitor center down a sidewalk to the Natural Entrance or take the elevators from inside the visitor center down into the cavern. There are 2 sets of elevators. There is an outdoor amphitheater at the entrance of the cavern to watch the bat flight. Accessible parking is available near the amphitheater. The sidewalks and trails leading from the Visitor Center and parking lots to the entrance.

The 1.25 mile (2 km) Natural Entrance Trail is extremely steep. Depending on if you decide to hike up or down, you gain or lose about 750 feet (229 m)—equivalent to walking up or down a 75-story building.

The most popular route, the Big Room, is the largest single cave chamber by volume in North America. This 1.25-mile (2 km) trail is relatively flat and will take about 1.5 hours (on average) to walk it. The Big Room has a shortcut which reduces the walking distance to about 0.6 miles (1 km). The hiking time is about 45 minutes.

The King's Palace tour, a 1.5-hour ranger-guided tour through four highly decorated chambers will take you into the deepest portion of the cavern open to the public, 830 feet (253 m) beneath the desert surface. Although not as difficult as the Natural Entrance Trail, this one mile (1.6 km) tour does require additional descending, and at the end, walking up a very steep hill.

New wayside panels were installed in 2019 Attachment L – CAVE Wayside Plan and were installed with backlit panels. Sign structures and panels inside caverns must be backlit and must match in fabrication method to the installed waysides Attachment M – CAVE Wayside Fabrication Drawings.

A sign plan was initiated in 2014 and preliminary planning documents were started, Attachments V through X. New waysides have been installed, signs may have changed since this documentation, and this document does not reflect all signs that will be needed to be planned and designed. Documentation is for planning purposes only.

The contractor shall prepare a final fabrication package detailing all sign panel layouts, structures, material, paints, footer and other structural components, and panel art. Final fabrication documents shall be supplied in the native design program such as Adobe Illustrator and via pdf. The final sign plan and all supporting documents shall be organized so it is easy to understand the types of signs, their location, quantity, and specification. The final plan shall include the Sign Drawing and Specification Package, Sign Location Plan, and Sign Demolition Plan.

Attachment B though K contains Sign Standards Manuals and other contractor resources for design and producing NPS signs.

Additionally, All signs will need to follow NPS Sign Standards, NPS Accessibility Guidelines, ABA standards (where applicable), Wayside materials and structures, and NPS and HFC Style guides in Attachments L through R.

Planning and design shall cover all park signage which will be divided into the following types:

A. Component Areas:

1. Visitor Information System (Pedestrian) Signs

The contractor shall plan and design all signs to inform and guide pedestrians.

Signs must provide all appropriate information including but not limited to:

maps, directions and distances and other pertinent information to orient and direct pedestrians; rules, regulations, safety and cautionary messages required to ensure visitor safety, compliance with park laws, and resource protection.

All pedestrian routes and distances will require ground-truthing by the contractor. Pedestrian signs should follow the NPS Sign Standards for Visitor Information System, Attachment B - VIS Templates. Some important pedestrian signs may require Spanish language which the contractor will be responsible for translating and proofreading, see Attachment P – Spanish Style Guide. Google Translate is not an acceptable source.

2. Facility and Feature Identity Signs

This includes facility and feature identity signs that will be used to identify key areas and features of the cavern. Identity signs must be based on NPS Sign standards.

B. Tasks 1 through 4

This contract includes the components outlined above and is divided into the following tasks:

1. Task 1 - Project Overview and Existing Conditions Documentation

1.1 Kick-off Meeting

Conduct a teleconference kick-off meeting with the Contracting Officer, Contracting Officer’s Representative (COR), and Carlsbad Caverns National Park staff to establish parameters of the project, project scope and sign components, cover questions of NPS Sign Standards, discuss the master schedule, major review meetings, project review process, approval strategy, establish contractor point of contact, and overall design approach, and clarify other items that will lead to project success.

Submit written summary meeting notes including project parameters and other scope of work decisions. The contractor will prepare and submit a project schedule utilizing the template provided as Attachment Y - Schedule Template for CAVE within 10 federal business days of the Kick-off Meeting. The schedule must be updated and resubmitted at the start of each new task or more often if requested by the COR.

1.2 Review Attachments, Conduct Research

Prior to the Site Visit (Task 1.3), the contractor will thoroughly review all contract attachments and conduct online research to learn more about the park, its laws and policies, visitor use, and layout. The contractor is to review trip planning and park management information on the park’s website, www.nps.gov/cave, explore information available to visitors, and all other pertinent topics related to content that is likely to be covered in signs that will be developed as part of this requirement.

1.3 Site Visit and Guided Tour

Park staff and the COR will provide a guided tour of all major areas of the Sign Planning Area. The purpose of the site visit is to orient the contractor to all key locations within the park and provide opportunity for discussion http://www.nps.gov/cave of signing problems and needs at each site. The contractor is responsible for taking notes about all issues and considerations raised by park staff and the COR both generally and by specific location and incorporating the information discussed into the planning of sign messages, locations, and designs.

The site visit is an opportunity for open discussion and idea sharing. The contractor should use the site visit as an opportunity to share their ideas and suggestions to get immediate park feedback so that there is group agreement about the nature of the signs that will be planned for each area, key messages, issues signs should seek to address, etc.

1.4 Survey Sites and Locate All Existing Signs

Following the site visit, the contractor shall survey and locate all existing NPS signs currently installed in the Sign Planning Area, Attachment A.

Park staff and the COR will not be present for this survey.

The purpose of this pre-design component is that it will identify any current signs in place, allow assessment of current site conditions, provide a strategy for understanding the site, determine limitations in locating new signs, provide information on footer requirements and other mounting techniques required for the site signs and provide the final demolition plan for sign removal.

1.5 Develop Existing Sign Survey

Using data collected from the site survey, prepare a sign survey document which contains photographic references for all current site conditions in a format that is easy to read and understand. Survey should include clear photos of sign panel, structure or mounting, and surrounding area.

1.6 Develop Existing Sign Location Plan

Using data collected from the site survey, prepare an existing sign location plan that locates each sign on a map by a numerical or alpha-numerical identifier that corresponds to Sign Survey. Sign location should include GPS data if signs are above ground.

1.7 Develop Recommendation Report

Using data collected from the site survey, prepare a Recommendation Report that provide park wide and overall recommendations for improvements to the current signage system. Recommendations should focus on methods for achieving a cohesive, user-friendly system of signs that conform to NPS standards. Recommendation report can be broken down by sign type or by park areas. Photos or sample drawings for recommendations may be used. Samples do not need to be park specific.

The recommendations report is the contractor's opportunity to layout their strategies and methods before proceeding with planning and design.

Park managers will review recommendations to ensure they align with park needs. Harpers Ferry center staff will review the report to ensure the methodology and recommendations conform to NPS standards and industry best practices for wayfinding sign planning.

1.8 Submitting Task 1 Documents

Submit existing conditions documentation and Recommendation Report as required according to the processes described in Section F.3 Review and Approval.

2. Task 2 - Sign Planning and Locating

2.1 Develop Sketches and Facilitate Conference Call

The contractor will conduct a meeting with park staff and the COR to discuss planning for all sign types to be included in the final sign plan.

The purpose of this meeting is to set the contractor up for successful completion of the Visual Sign Type Menu (Task 2.4) by ensuring all parties have a baseline understanding of the types of signs, materials, finishes, structures, and colors that the contractor will be proposing in the Sign Type Menu.

Based on the site visit, park discussions, assessment report, NPS Sign Standards, NPS Accessibility Guidelines, ABA standards, NPS and HFC Style guides, and Wayside structures previously installed (Attachments B through R), and understanding of project goals, the contractor shall develop several visual solutions, or options, to convey sign messages for all sign types.

The contractor must provide visual aids (sketches, sample drawings, example photos) to give an idea of their intended plans. The contractor should be prepared to field questions, listen to and accept feedback, and pose ideas for alternate design solutions if/when park staff or the COR indicate a proposed sign type is not meeting park needs or NPS standards.

The contractor will prepare and submit notes summarizing key discussion points and decisions made during the meeting as required according to the processes described in Section F.3 Review and Approval.

2.2 Develop a Visual Sign Type Menu

Based decisions made from sketches, conference call, and following NPS Sign Standards the contractor shall develop a visual sign type menu for all sign types required.

2.3 Develop a Sign Message Programming

The contractor shall develop messaging for all park signs, including key messaging strings for Identity Signs and Visitor Information Signs. The purpose of the message schedule is to determine the exact text and graphic content each sign will contain.

The message schedule will identify each proposed sign using an alphanumeric code and list the message with phrasing exactly as it will appear on the sign. Notes about visual features, like symbols or maps, should describe the visual element and be set apart in brackets. For each entry in the message schedule, the contractor will identify a sign type from the Sign Type Menu to indicate the type of sign on which the message will appear. Maps that are created for the trail signage will follow Attachment O - NPS Wayside Map Standards (map location will need to be identified in this task, actual map design will be completed in Task 3.1)

Signs that require Spanish translation will need to be identified and translation will need to be provided in the message programming.

It is the contractor’s responsibility to plan sign messages strategically.

Signs are a component of a broader messaging strategy employed by the park via many different vehicles including but not limited to the park website and social media, permits and permitting processes, and interpretive programming. This requirement is not to simply reproduce the messages on existing signs. Instead, the contractor must consider all afore-mentioned sources, communication and signing topics raised during discussions with the park staff and COR, all contract attachments, and communication and signing industry best practices to recommend strategically planned messages for all signs that will provide the best solutions for directing and informing seashore visitors and meeting the concerns of park managers.

2.4 Develop a New Sign Location Plan

The Sign Location Plan must show all signs identified in the message schedule in their specific location within the park. Signs must be identified by their alphanumeric code as listed in the message schedule.

2.6 Develop a Sign Demolition Plan

The Sign Demolition Plan shall be based on data gathered for the Existing Conditions Report and will show all existing signs and list whether each sign is to be removed or kept.

2.8 Submitting Task 2 Documents

Submit Visual Sign Type Menu, Sign Message Programming, Sign Location Plan, and Sign Demolition Plan as required according to the processes described in Section F.3 Review and Approval.

The COR may request a conference call following initial and/or subsequent submission of Task 2 deliverables to allow the park to ask questions and talk through requested changes with the contractor.

3. Task 3 - Sign Drawings and Fabrication Details

Based on the approved Task 2 documents, the contractor shall develop sign plan documents including creating all sign type drawings with layouts and dimensions, color schemes, all materials, proposed mounting and structural design, fabrication specifications, and a sign location plan. Components of this task shall include:

3.1 Develop Design Documents

The contractor will design all sign panels and structures according to the accepted task 2 documents. Each sign panel will be drafted to include the message from the approved message schedule and the overall layout/style as identified in the approved Visual Sign Type Menu.

All panel designs shall be prepared in Adobe Illustrator with CADTools Dimensioning Plug-In. All designs shall be rendered in scale and shall be fully dimensioned, detailed, and specified.

The resulting panel designs shall be combined into a single PDF for ease of reviewing. Each panel design shall be shown alongside a thumbnail drawing of the panel in its structure which must correspond to a structure in the Visual Sign Type Menu. Each panel drawing shall be labeled with the sign’s associated alphanumeric code as it was identified in Task 2 planning documents. The contractor will list the sign’s dimensions and the alpha or alpha-numeric code of the signs associated sign type from the Visual Sign Type Menu. Letter heights must be listed for all Identity signs.

Pedestrian signs should not have fonts smaller than 30 pt.

Maps are part of current trail signs for the cave. Maps created for panel art will need to follow Attachment O - NPS Wayside Map Standards.

During this task the contractor will travel to the park to review and verify all sign locations, structural and electrical connections for planned signs.

3.2 Update Sign Location Plan

After visiting the park, reviewing, and verifying all sign locations update the Sign Location Plan with edits. Include new photos of each sign location.

3.3 Develop Fabrication Documents

The contractor will develop complete fabrication drawings and details for all sign types. Panel and structure/mount fabrication methods should be drawn and detailed including written specifications for all dimensions, materials and finishes. Footer and/or mounting specification requirements for each sign should be detailed. Develop details for signs requiring electrical. The fabrication documents must include all necessary information for a fabricator to create each sign in the plan. All drawings and specifications should be packaged into a single PDF with a table of contents for ease of review.

3.4 Submitting Task 3 Documents

Submit Sign Panel Layouts, Structures, Sign Location Plans, and Fabrication Documents as required according to the processes described in Section F.3 Review and Approval.

4. Task 4 - Submit Final Documentation

The contractor shall prepare and submit Design-Intent Fabrication Drawings with Specifications and Location Plans, to include a PDF set of drawings, the drawings in the native design program, all design production specification, location and demolition plans, map and art files required to fabricate the final signs as required according to the processes described in Section F.3 Review and Approval.

The production files shall include all necessary specification, including hi-res production files, art, map art, and supporting files. The final plan shall include the Sign Panel Layouts and Structures with Fabrication Details, Sign Location Plan, and Sign Demolition Plan.

C. DELIVERABLES

All sign designs shall be prepared in accordance with the National Park Service Sign Standards. These standards provide defined grids, sign types, layouts, colors, typography, and structures for NPS signs.

NPS sign standards call for the use of the following typefaces: NPS Rawlinson and Frutiger. The NPS will provide a license for the NPS Rawlinson typeface, but the contractor is responsible for using their own license for Frutiger.

Sign design and structures may be modified as required to reflect the character of the park and to conform to Sign Standards. Variations to NPS standards shall be proposed in the initial design phases and all variations shall be approved by the COR and the Park.

All designs shall be prepared in standard drawing programs including Adobe Illustrator with CADTools Dimensioning Plug-In. All designs shall be rendered in scale and shall be fully dimensioned, detailed, and specified. The contractor shall prepare design drawings in accordance with NPS requirements and document all details and specifications as necessary to fabricate all signs.

All deliverables in Task 1 – 3 shall submitted as pdf files to the COR for review and approval. Task 4 documents shall be supplied in the native design programs and pdf files to the COR for review and approval. All files shall be uploaded through the NPS file sharing site or emailed directly to the COR. Distribution of all design documents for all Tasks shall be handled by the COR.

INSPECTION AND ACCEPTANCE

All service and work performed under this contract shall be subject to inspection and acceptance by the designated Contracting Officer's Representative (COR) at any time during performance. If the COR determined that services, work or materials being furnished do not meet the required standards, the government reserves the right to have the work performed elsewhere, charging the contractor with costs involved, subject to the provisions of FAR 52.249-8.

PERIOD OF PERFORMANCE

All work, including review and approval, shall be completed on or before March 21, 2025.

REVIEW AND APPROVAL

Government review of deliverables shall be completed within the number of days listed below.

Numbers given refer to federal business days. Weekends and federal holidays are not included.

The review period for a deliverable submitted on a weekend, federal holiday, or on a federal business day after 12:00 pm EST will begin the next full federal business day.

The COR will notify the contractor, in writing, of approval or rejection of the work. In the event the government delays beyond the period specified the contractor shall be entitled to a day-to-day extension in the completion date.

Contractor must submit a project schedule using the template provided in Attachment Z – Schedule Template for CAVE, 10 federal business days after the post award conference call.

Submittals will be returned to the contractor if containing 10% or more errors and will not be counted as a submittal. Errors include but are not limited to missing or incorrect information, sites missing from the sign survey, spelling and grammatical errors, and design errors (text in margins, alignment issues, inconsistency of layouts among same sign types, etc.) Errors will be calculated from number of signs reviewed vs. errors found.

All items in a single task must be submitted and approved before any items in the next task may be submitted. Contractors must submit all deliverables in the order they appear in the task list.

The contractor does not have to wait until the previous deliverable is reviewed and accepted within a single task, but the government will not review deliverables concurrently. The government will review one deliverable at a time in the order they appear in the task list.

Example: The contractor may submit the existing sign survey and recommendations report on the same day. The government will first review the existing sign survey for X days according to the review schedule. Once the government returns comments on the survey, the X-day review period for the recommendations report begins.

TRAVEL

The contractor is responsible for whatever travel is necessary in the performance of this contract.

The contractor will be reimbursed for such travel in accordance with the current official Standard Government Travel Regulations. Only coach class for common carriers will be reimbursed. Any additional travel not authorized in the Contract must be approved, in writing, by the Contracting Officer before it is actually accomplished.

POINT OF CONTACT FOR DELIVERY

Seven calendar days prior to delivery of final files, the contractor shall contact the COR and advise of exact dates and arrangements made for delivery.

DESTINATION POINT

Upon completion of the work, the contractor shall upload all deliverables to the NPS File Sharing site.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-

(i) 52.203-13, Contractor Code of Business Ethics and Conduct (Nov 2021) (41 U.S.C. 3509).
