Performance Work Statement (PWS) Heritage Education and

Part 1
General Information
1. GENERAL: This is a non-personnel services contract to provide Phase Two of Heritage Education and Heritage Travel technical and development services to update and create new online Heritage Education and Heritage Travel materials in both Teaching with Historic Places (TwHP) and the Discover Our Shared Heritage travel itineraries as well as related online materials. The contractor will also perform research and skillful writing to update and create new content for TwHP including new lessons and professional development for educators and will perform research and skillful writing to update and create new content pertaining to Discover Our Shared Heritage. The contractor will also perform outreach about new and related products through NPS communication tools.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Phase Two of Heritage Education and Heritage Travel as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background
The National Park Service (NPS) administers Heritage Education and Heritage Travel materials in the Teaching with Historic Places (TwHP) lesson plan series and related materials (www.nps.gov/subjects/teachingwithhistoricplaces/index.htm), Discover Our Shared Heritage travel itineraries and related materials (www.nps.gov/subjects/heritagetravel/discover-our-shared-heritage.htm) and in related sites such as Telling All Americans’ Stories (www.nps.gov/subjects/tellingallamericansstories/index.htm) and Cultural Resources Youth Summits (https://www.nps.gov/subjects/culturalresourcesyouthsummits/index.htm). TwHP is a series of lesson plans and place-based learning resources. TwHP uses historic places in National Parks and in the NPS's National Register of Historic Places (NRHP) to enliven history, social studies, geography, civics, and other classroom subjects and to encourage students’ further study and commitment to stewardship of historic places. NPS launched TwHP in 1991, in consultation with a wide range of educators. Over 160 traditional lesson plans are online. In recognition of teachers’ limited classroom time, TwHP lesson plans moved to a “Lightening Lesson” format in 2015 and has continued to develop additional materials, including much shorter lessons, for educators. TwHP lesson plans are based on properties listed in the NRHP. The NRHP program has been updating its online presence and digitizing its documentation, making it accessible through the National Archives rather than NPS. While this increases accessibility to these documents, it also necessitates updates to links in the lesson plans. The Teaching with Historic Places program fills a nearly unique niche within the field of education, which is showing increasing interest in place-based and virtual place-focused learning, especially as the capacity for field trips decreases.
The Discover Our Shared Heritage travel itinerary series, launched in 1996, guides visitors to historic destinations around the country, showcasing historic places in National Parks and in the http://www.nps.gov/subjects/teachingwithhistoricplaces/index.htm http://www.nps.gov/subjects/heritagetravel/discover-our-shared-heritage.htm http://www.nps.gov/subjects/heritagetravel/discover-our-shared-heritage.htm http://www.nps.gov/subjects/tellingallamericansstories/index.htm https://www.nps.gov/subjects/culturalresourcesyouthsummits/index.htm
NPS's National Register of Historic Places. There are over 60 itineraries, each highlighting a different region or theme in American history. Newer itineraries in CMS are linked above the map on www.nps.gov/subjects/heritagetravel/discover-our-shared-heritage.htm. Older itineraries coded in html are listed below the maps. For an example of an updated travel itinerary in CMS see Travel Where Women Made History (https://www.nps.gov/subjects/travelwomenshistory).
Both TwHP and the travel itineraries were transitioned from print products and coded in html until 2015 when NPS.gov more fully transitioned to the current CommonSpot content management system (CMS). NPS received professional assessment on the usability and relevance of TwHP and the travel itineraries and recommendations for improvements to each to meet current and anticipated needs. One finding is that the most popular pages are those pertaining to underrepresented history; for example, the TwHP “Civil Rights and Racial Healing Feature” is one of the most frequently visited sections of the site.
The lesson plans and a selection of travel itineraries have been converted from html to CMS;
however, the remainder of the TwHP subject site and the associated Cultural Resources Youth Summit subject site requires updating of content and structure, including updating links, converting some hard-coded CMS to shared content, and applying appropriate tagging.
Simplification of the TwHP subject site will improve its organization for ease of use and user navigation.
NPS is expanding the variety of its heritage travel products, particularly through the creation of articles such as “The places of Bayard Rustin (https://www.nps.gov/articles/the-places-of-bayard-rustin.htm) and “trip ideas” comprised of various “things to do,” exemplified by Trip Ideas in the Women’s History travel itinerary (https://www.nps.gov/subjects/travelwomenshistory/trip-ideas.htm). The Discover Our Shared Heritage travel content is ideal for dual purposing as promoting traditional travel and virtual travel and exploration.
For both TwHP and the heritage travel content, NPS will continue to highlight underrepresented histories. Not only does including more diverse perspectives present a more accurate account of the past, it also directly supports the agency’s commitment to telling all Americans’ stories and will ensure that NPS will have a more robust offering of digital content, a critical factor as the agency seeks to engage and educate the American public about important anniversaries such as the 250th anniversary of American Independence.
1.3 Objectives
The project objective is to achieve phase two to further update the content and format of Heritage Education and Heritage Travel materials. The project will accomplish the following objectives:
Improve structure and function of TwHP subject site and related sites Outreach to engage teachers and the general public through social media and other NPS communication channels http://www.nps.gov/subjects/heritagetravel/discover-our-shared-heritage.htm https://www.nps.gov/articles/the-places-of-bayard-rustin.htm https://www.nps.gov/articles/the-places-of-bayard-rustin.htm https://www.nps.gov/subjects/travelwomenshistory/trip-ideas.htm
Produce research-based heritage education articles on the power of place pertaining to TwHP and heritage travel to engage educators and public humanities practitioners Produce heritage education products to connect students and travelers with historic sites that embody under-represented stories of national history and elucidate the national history that gives local sites their national relevance
1.4. Scope
We expect the contractor to update and create new online Heritage Education and Heritage Travel materials in both TwHP and the Discover Our Shared Heritage travel itineraries as well as related online materials. The contractor will perform research and skillful writing to update and create new content for TwHP including new lessons and professional development for educators and will perform research and skillful writing to update and create new content pertaining to Discover Our Shared Heritage. The contractor will also perform outreach about new and related products through NPS communication channels.
