TOILET PUMPING SERVICES

VERNAL FIELD OFFICE

Description/Specifications/Performance Work Statement The United States Department of Interior (DOI), Bureau of Land Management (BLM), Utah State Office, Green

River District, has a need for vault toilet pumping services on the Vernal Field Office of up to 34 vaults/septic systems and 1 RV Dump, on an “as needed” basis. Service will fluctuate depending on the use during the year.

The vaults are located throughout the Vernal Field Office in Uintah and Daggett Counties (Utah). The vaults are listed in the Technical Specifications Section and locations directions are described in the attached Directions and shown on attached map. See the schedule of items for the base and all option years for each group. The quote per vault/location includes all costs. The contractor shall furnish toilet pumping services which includes all equipment, supervision, transportation, labor, operating supplies, and incidentals necessary to pump, recharge, cleanup, dispose of all waste products removed from the toilets, and add water following pumping and cleaning in accordance with the following contract specifications and in accordance with Local, State, and Federal regulations.

Description of Vault Toilets: Vaults are 1000 Gallons and RV Dump is 3000 Gallons. Access to pump the vaults can be found at the back of the building. A key is required to access the vaults openings and will be provided to the contractor at time of service. Vaults are a mix of pre-fabricated concrete and cinderblock buildings.

Scheduling Work: Work to be performed will be assigned on an “as needed basis.” The number of days and exact dates on which services will be required cannot be predetermined. The location of the work sites, access to the sites, and other information pertinent to each area is contained in the attachments and through verbal communication with the District Representatives. The Government Contracting Officer’s Representative (COR) will notify the Contractor of the required service. This initial notification may be by Phone, or other means. The contractor must begin the required service within 7 days (including Saturdays and Sundays) and finish 21 days after the initial notification. Work can be done at any time. Occasional emergency pumping may be required and response time for any emergency will be by mutual agreement between both parties.

Definitions: Sewage is liquid, semi-liquid, and solid waste matter. Debris is other refuse found in vault toilets, including but limited to items such as the following: Cans, bottles, rocks, sticks, logs, deer heads, clothing, plastic bags, containers, metal products, pinecones, waste food products, cardboard, paper products, whole rolls of toilet paper, toilet paper dispensers, tools, diapers, and sanitary napkins, miscellaneous trash, etc.

Contractor’s Representative: After award of BPA, the contractor shall designate in writing a person to act for them during their absence from any work site and shall specify the scope of their authority.

Measurement and Payment: Payment shall be made upon completion of work. Contractor shall submit invoices through the invoice processing platform at https://www/ipp.gov/.

Inspection and Acceptance: Services performed under this contract shall be subject to inspection and acceptance by the BLM. The contracting officer will provide to the contractor written notice of any item not meeting contract requirements. If deficiencies are not corrected within 24 hours, the contractor may be considered in default of the contract. Regardless of inspections by the BLM, the contractor is responsible for self-inspection and maintaining work to the standard required in the specifications.

These groups are proposed and not set groupings vaults can be added or removed as needed. Vaults to be pumped will be indicated at time of service request on the BPA Call.

Equipment:

The Contractor shall furnish all toilet pumping equipment, tank truck (a truck that can reverse the suction process and create a pressure force is required so that the clogged lines can be easily cleaned.) Water Truck, tools

(including socket wrenches, adjustable wrenches, Allen wrenches, or other tools to open manholes and remove risers.) Approved disinfectant, and other equipment and supplies necessary to perform work in accordance with these specifications. A 3- inch minimum size suction hose and appendix couplings shall be utilized to accomplish all pumping requirements. The length of hose must be long enough to accomplish the required pumping. Some sites need additional hose to reach the vault from the roadway. Other suggested tools are: Two 6-foot long clam rakes, with 6-inch long tines (the tines shall be completely dulled or rounded on the ends to prevent them from injuring the pumper or puncturing any rubber or synthetic liners that may be present in the vault.) A long handled grabber, plastic bags, to haul away miscellaneous debris, brushes designed for cleaning up the spilled waste, and containers to mix the cleaning and disinfecting solutions.

All disinfecting solutions shall be approved by the COR.

All equipment shall be in full accordance with all Local, County, State, and Federal Regulations.

Pumping Procedures When an Outside Manhole is Available: As long as the outside pump-out access is in excess of 20 inches in diameter (20 inches square), that is the BLM’s preferred access for pumping. If the dimension is less than 20 inches, then there may be items in the vault that were thrown into the vault through the toilet riser which is 16 inches X 20 inches, and those items may not be removable through the outside manhole of a lesser dimension.

After removing the manhole cover, use the clam rakes or long handled grabber to remove as much of the debris as possible before trying to pump out the waste. This procedure will help stir up the contents of the vault and breakup the dense concentration of waste typically located just under the toilet riser (the impact zone.) By removing most or all of the debris before pumping, the Contractor will find that the 3-inch hose will not clog so often, and the liquid portion of the contents will not be removed before the thicker solids are removed. All debris removed from the vault shall be placed into a leak proof container so that no contamination to the surrounding ground will result.

Procedures for flat bottom vault: If the bottom of the vault is flat, then the waste shall be removed down to within

4-5 inches of the bottom. At this point the 3-inch hose will begin to suck air (vortexing) and further removal will be slow. At this time remove any further debris that was not removed during the initial raking and removal. The flat bottomed vault shall then be pre-charged with 100 gallons of clean, fresh water.

Pumping Through Toilet Riser: When there is no outside manhole or it is needed to access thru riser: The contractor shall remove the toilet riser prior to pumping or removing debris. The Contractor shall not remove debris through or pump through the toilet riser without removing the riser. Remove the debris and pump in accordance with the specifications of this section. Extra care shall be taken to prevent waste spillage onto the interior floor and wall surface while removing debris and while pumping. The toilet paper dispenser and toilet riser shall be protected from damage and the toilet paper shall be covered with a waterproof material prior to removing debris or pumping, in order to prevent the paper from getting contaminated.

During final cleanup, the interior floor surface and any wall surface that was contaminated by waste shall be thoroughly disinfected. Again, every effort shall be made to sweep or wash the spilled waste back into the vault.

The Contractor shall not allow the spilled waste to be washed or swept out through the front door, because the waste will collect at the edge of the concrete and the dirt (or gravel) will become an attractant for flies, a possible health risk for barefoot persons and an odor problem. Thoroughly wash and disinfect both the inside and outside of the toilet riser and the seat cover before replacing the riser. The toilet riser and seat shall be dry before the

Contractor leaves the work site.

Remove the waterproof covering that was protecting the toilet paper and make sure the paper did not get contaminated. If the paper did get contaminated, the Contractor shall notify the COR or Office Representative.

The door handles or knobs shall also be disinfected and dry before the Contractor leaves the job site.

Each unit shall be available for immediate use after the pumping and final cleanup. The Contractor shall not leave any toilet location until final cleanup is accomplished.

Offsite Disposal of Sewage and Debris: The Contractor shall be properly licensed and shall be responsible for making disposal arrangements, including disposal of all effluent, debris, and trash, and payment of all fees.

Disposal shall conform to all Federal, State, and Local laws and ordinances. The COR shall approve all disposal sites before pumping begins. The Contractor shall be responsible to prevent spillage and to haul all waste material (sewage and debris) in watertight containers. Handling of all waste material shall be in accordance with all applicable health regulations.

The Contractor shall be responsible for all damage to persons or property that occurs as a result of the

Contractor’s fault or negligence. The Contractor shall take proper safety and health precautions to protect the work, the workers, the public, and the property of others during the performance of the work.

The Contractor shall be responsible for obtaining any permits (for equipment, products, or personnel) that may be required to accomplish the duties of this service contract.

Conduct of Personnel: The Contractor and their employees shall make every reasonable effort to prevent interference with the normal use and occupancy of recreation areas while engaged in the performance of the contract. Due to the nature of the duties under the contract, the Contractor and their employees shall keep themselves and equipment presentable at all times. The Contracting Officer may, in writing, require the

Contractor to remove from the worksite any employee that Contracting Officer deems incompetent, careless, discourteous to the public, or is otherwise objectionable, or for theft, possession and/or removal of materials, supplies, equipment or any Government-owned property.

Resource Damage: Any damage or defacement that occurs to Government property or land resources during the Contractor’s operations shall be repaired, at the Contractor’s expense, to its original condition.

Onsite inspection will be made by the COR prior to the acceptance of work.

Project Scheduling: Work to be performed will be assigned on an “As Needed Basis.” Individual BPA Calls shall identify the location, schedule for pumping, and the period of performance for completion (including

Saturday and Sunday.) Service may be completed at any time.

BPA Period of Performance: The BPA period of performance is for a five-year period:

Base Year: April 1, 2021- March 31, 2022

Option Year 1: April 1, 2022- March 31, 2023

Option Year 2: April 1, 2023- March 31, 2024

Option Year 3: April 1, 2024- March 31, 2025

Option Year 4: April 1, 2025- March 31, 2026

The estimated date of award is March 31, 2021. The agreement period is for five years from the date of award. This agreement may be terminated upon a 30-day written notice by either party. The BLM may at any time with 30-day advance notice cancel/terminate the BPA.

This BPA Expires March 31, 2026.

This agreement is subject to a yearly review of this BPA to ensure that it still represents the best value to the

Government. At the option of the Government, the agreement may be renewed for additional one-year periods, not to exceed four renewal periods, at the same terms and conditions. The government will notify the Contractor of the annual review not less than 30 calendar days prior to the expiration of the current agreement period and allow the contractor to update their pricing for that year.

BPA Call Orders: The specifics of the effort to be provided under this agreement will be contained in each

BPA Call Order request issued. The request will identify:

a. Specification of vault toilets to be pumped

b. Schedule for Pumping

Ordering Procedure: The lowest priced vendor will be contacted first and if unavailable the next vendor will be contacted. BPA Calls will be on the OF-347 form signed by a contracting specialist.

Authorized Users: Any warranted Contract Specialists within the Utah State Office of the Bureau of Land

Management. Contractor is authorized to proceed with services once they have received the signed BPA Call or in an emergency a verbal approval from Contracting Specialist.

Basis of Measurement and Payment: Payment will be made according to the quantity and unit of measure identified in the schedule of items for accepted products and shall not exceed the agreed upon cost for the work assignment.

Deliverables:

-Toilet pumping must start within 7 days of notification and finish within 21 days after notification.

-Service is subject to inspection and acceptance by the Government, any deficiencies will be corrected before the contractor leaves the pumping location or if inspection is done after service is completed deficiencies will be corrected within 7 days of notice of said deficiency.

-Contractor is to pump toilets in a manner that complies with all specifications as outlined in the contract, meeting all pumping, waste removal, and cleaning specifications.

Performance Objectives and Thresholds to Receive BPA Calls:

-Availability to respond

-The Contractor must be available to start service within 7 days of notification and finish within 21 days after notification.

Government Inspection and Acceptance of Services:

-The government will utilize the checklist to record and document the contractor performance on each call out.

Any deficiencies will be noted on the attachment and will require correction before the Contractor leaves the pumping location, as monitored by a BLM inspector on the ground during the pumping.

-Performance threshold – Not to exceed one valid customer complaint, as determined by the Government per month.

Identification of Contractor Employees: All Contractor personnel are required to identify themselves as

Contractors. In any situations where their Contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are Government employees.

Invoicing and Payment: The BLM utilizes the Invoice Processing Platform (IPP) for the electronic submission and tracking of contract/purchase order, invoices, and payment information. IPP is a Government-wide, web-based invoice processing service. Upon award of a BPA agreement, Contractor must register at http://ipp.gov/vendors/enrollment-vendors.htm. Visit http://www.ipp.gov for additional information.

INVOICES – An invoice shall be submitted to both the COR and the IPP system upon the completion of all work identified under the BPA Call.

Use of Premises: The Contractor shall comply with the regulations governing the operation of premises which are occupied and shall perform this agreement in such a manner as not to interrupt or interfere with the conduct of Government business.

Landscape Preservation: The Contractor shall confine operations to within the clearing limits or other areas designated in contract documents. Operation shall be scheduled and conducted to minimize erosion of soils and to prevent silting and muddying of streams, rivers, irrigation systems, and impoundments (lakes, reservoirs, etc.).

Pollutants such as fuels, lubricants, bitumens, raw sewage, and other harmful materials shall not be discharged into or near rivers, streams, and impoundments or into natural or manmade channels leading thereto. Wash water or waste water from sewage operations shall not be allowed to enter live streams.

Evaluation Criteria:

Two BPAs will be awarded to the two lowest-priced technically acceptable quoters. Quotes will be evaluated for acceptability but will not be ranked using the non-cost/price factors. In order to be eligible for award, quoters must receive a rating of “acceptable” in every non-price factor. In the interest of economy and efficiency, the

Government will start by evaluating the technical quote of the lowest-priced quoter and will award to that quoter if the technical quote is rated “technically acceptable”. If the lowest quoter receives a rating of “unacceptable” in any of the non-cost factors, the Government will then move on to evaluating the technical quote of the next lowest quoter and so on until a quote is rated “technically acceptable”. Therefore, the technical quote of the non-low price quoters may or may not be evaluated.

The source selection of this procurement consists of one solicitation, with the intent of a multiple award of up to 2 http://ipp.gov/vendors/enrollment-vendors.htm http://ipp.gov/vendors/enrollment-vendors.htm http://www.ipp.gov/

Blanket Purchase Agreements, awarded by groups. However, the Government reserves the right to make multiple awards to a single Contractor or a combination of several Contractors based on the lowest priced technically acceptable quote per group.

The following factors and sub-factors will be used to determine technical acceptability:

Technical Capability of Service Quoted

Ability of the Service to Meet Required Specifications - In order to receive a rating of “acceptable” for this sub-factor, quoter must at a minimum, demonstrate adequate technical capability of the service quoted to meet or exceed the service specifications, including equipment to be used in performance of the service.

Ability to Meet Performance Schedule - In order to receive a rating of “acceptable” for this sub- factor, quoter shall provide a schedule for performance that meets the desired schedule.

Key Personnel – In order to receive a rating of “acceptable,” quoter shall identify the qualifications and experience of the key personnel, to manage performance of the required service.

Past Performance

Recency and relevancy of present/past performance in relation to this effort - In order to receive a rating of “acceptable” for this sub-factor, quoter must, at a minimum provide past experience on similar type contract(s). The past experience should indicate successes of the contractor in completing/meeting delivery dates and customer satisfaction. The Government considers “recent” present/past performance to be within the past 3 years. The Government considers “relevant” present/past performance to be present/past performance effort involved in similar scope and magnitude of effort and complexities this solicitation requires.

The Government will also use past performance information obtained from other than the sources identified by the quoter. Information obtained from the Contractor Performance Assessment Reporting System

(CPARS) database located at http//www.cpars.gov is one of the sources that will be utilized, and the quoter must have a rating of SATISFACTORY or higher in this system to be considered acceptable.

Price: Award will be made to the lowest priced quoter that is evaluated as “acceptable” for all non-price factors.

Instructions for the Preparation of Quote:

The technical proposal will be evaluated in accordance with the evaluation criteria listed above. Missing information or failure to address a factor or sub-factor, may result in a rating of unacceptable. An

Experience Equipment Questionnaire and Sub Contractor Form is in the attachments for your use. To assist in the evaluation of quotes, a quoter shall submit the following information:

QUALITY ASSURANCE SURVEILLANCE PLAN

Vernal Field Office – Vault Pumping

INTRODUCTION

This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate Contractor actions while implementing this performance Work Statement (PWS). It is designed to provide an effective surveillance method of monitoring Contractor performance for each objective listed on the Performance Objectives. The QASP provides a systematic method to evaluate the services the Contractor is required to furnish. This QASP is based on the premise that the Government desires to maintain a quality standard in providing vault pumping for the Vernal Field Office and that a service contract to provide that service is the best means of achieving that objective.

The Contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government with respect to quality assurance is to ensure contract standards are achieved for the purpose of authorizing payments. In this contract, the quality control program is the driver for product quality.

The Contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensuring a “self-correcting” contract is to ensure that the quality control program approved at the beginning of the contract provides the measures needed to lead the Contractor to success. Once the quality control program is approved, careful application of the process and standards presented in the Service Delivery Summary will ensure a robust quality program.

SURVEILLANCE

The COR will receive complaints from BLM Personnel/Contractors and pass them to the Contractor’s Quality Control

Inspector (QCI) for correction. Complaints will be recorded on the Quality Control Checklist.

STANDARD

The Contractor shall perform all work required by the task in a satisfactory manner in accordance with the appropriate

PWS paragraph. The COR shall not consider the task complete until all deficiencies have been corrected.

PROCEDURES

The COR will inspect work tasks periodically and complete the Quality Assurance Checklist prior to approval of invoice for payment. The completed checklist will be provided to the Contractor and Contracting Officer. The inspection is required to ensure Contractor compliance with the appropriate paragraphs of the PWS each time the service is performed and record results of inspection, noting the date and time of inspection. If any inspection indicates unacceptable performance, the COR will notify the contract manager or QCI of the deficiencies. Because of the nature of this service, any unacceptable performance must be corrected before the contractor leaves the vault pumping site.
