DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
PART 1: GENERAL
1.1 SUMMARY
This contract is to furnish labor to lop and scatter 2,107 acres of Utah juniper (Juniperus osteosperma) in the Burley Field Office area of the Twin Falls District BLM.
1.2 PERFORMANCE PERIOD
The estimated performance period for this contract is September 26th, 2022, through October 30th, 2022. All cutting operations shall be completed no later than October 30th, 2022. Additional days can be added in the event of adverse weather.
1.3 GOVERNMENT FURNISHED PROPERTY
No government equipment will be provided.
1.4 LOCATION AND DESCRIPTION
Two separate units are included in this contract. The George Creek unit (1,051 acres) is located 8 miles southeast of Almo, ID. The Jim Sage unit (1,056 acres) is located 9 miles east of Almo, ID. The Jim Sage unit was almost completely burned in a 2007 wildfire, so most of the trees are snags/skeletons.
Specific unit information and corresponding vicinity maps are identified in the work location maps. Project area and road access can be found on maps available from the Twin Falls District Office of the BLM, 2878 Addison Avenue East, Twin Falls, ID 83301 or the Idaho State Office of the BLM, 1387 South Vinnell Way, Boise, ID 83709-1657. The cost is $4.00 per map for BLM.
1.5 BOUNDARIES
Boundaries of the treatment sites are identified by the work location maps.
PART 2: LOP AND SCATTER SPECIFICATIONS
2.1 All Utah juniper trees will be lopped and scattered. This includes both live and dead trees (snags/skeletons). Pinyon pine (Pinus monophylla) is present in the units and will not be cut.
2.2 Snags/skeletons that have fallen over or that have been knocked over from chaining treatments, will be cut down to a height of no more than two (2) feet above the ground.
2.3 All cut juniper trees shall be completely severed from the stump and cut below the lowest live limb except when prevented by natural obstacles. Stump height shall not exceed four (4) inches above ground level measured on the uphill side or four (4) inches above natural obstacles. All live limbs below the cutting point shall be removed from the bole.
2.4 Slash shall be scattered so that there is no slash more than two (2) feet above the ground.
2.5 Trunks/branches over six (6) inches in diameter shall be cut into lengths of four (4) feet or less.
2.6 Juniper trees excluded from thinning include:
1. Trees that are designated (with flagging ribbon) by BLM for retention.
2. Trees that are part of a fence-line.
PART 3: SAFETY
3.1 All operations will be compliant with OSHA and State Safety Standards.
3.2 Recipients will take all reasonable precautions to provide for safe work conditions. Worker and public safety are foremost within the active areas of work.
3.3 Field crews will conduct safety briefings at least weekly or whenever site or stand conditions change and warrant a review of work conditions. Briefings will be documented and made available to BLM representatives.
3.4 All appropriate personal protective equipment for cutting operations is required by field workers under this contract and will be always utilized when work is on-going. This is the responsibility of the recipient performing the work.
3.5 Field crews must have fire extinguishers and shovels on all vehicles while working on the project.
3.6 If a fire restriction is put into place which prohibits chainsaw use, a contract extension may be possible to make up for lost time while in the fire restriction.
PART 4: TOOLS AND EQUIPMENT
4.1 Tools normally used in lop and scatter work such as chainsaws, loppers, and axes may be used.
4.2 Utility Vehicles (UTVs) may be utilized with approval of government official for the use of transporting personnel.
4.3 All travel is restricted to established roads; any off-road travel must be approved by the COR.
4.4 All vehicles and equipment need to be washed prior to entering the project unit(s), to minimize the introduction of undesirable and/or invasive plant species.
4.5 Because of the remoteness and harsh terrain in some of the project locations, all vehicles must be 4x4 capable.
INSPECTION AND
ACCEPTANCE
PART 1: INSPECTION
1.1 The Government will inspect project area to determine compliance with specifications and to provide the basis for computing the rate of payment. Inspections will consist of general observations of the site.
1.2 All contract operations will have an English-speaking supervisor, crew boss, or foreman on site during operations to ensure progress and quality of work.
1.3 The Government will have COR and/or Project Inspectors on site.
PART 2: PAYMENT
2.1 If the Contractor fails to complete unit within an acceptable level of quality, the Contractor shall correct areas not meeting specifications within five (5) days notification from COR.
2.2 Areas not meeting specifications after notifications for correction by the COR will then be deducted from the total payment calculated to the nearest acre.
DELIVERIES AND PERFORMANCE
PART 1: DELIVERY
1.1 The Contractor shall be required to (a) commence work under this contract within five calendar days after the date the Contractor receives the Notice to Proceed, (b) prosecute the work diligently, and complete the entire work no later than the time specified in the contract, after receipt of Notice to Proceed. The time stated for completion shall include final cleanup of the premises.
1.2 At the pre-work conference, the Contractor shall provide to the COR a written “work progress plan” that details their work force and schedule to provide for orderly completion of the work within the contract performance time. This work schedule must be acceptable by the Government. At a minimum, the schedule should reflect a progress rate of work to be completed equal to the expired amount of contract performance time. The unit sequence work schedule will be determined by the COR at the pre-work conference and may be subject to some change because of normal variations in weather conditions at no change in contract time or price.
1.3 Work shall progress in accordance with the established schedule as stated in the work progress plan. An average production rate of acres cut per calendar day will be required. The average production rate will equal the number of acres cut divided by the total performance time for that item. The production rate will be based on a three- or four-day average.
1.4 If the Contractor’s progress falls behind 20 percent of the established work schedule, the Contractor’s right to proceed may be terminated for default if satisfactory progress is not attained within five working days after receipt by the Contractor of a written notice of deficient performance. The Government will have a Project Inspector on-site to monitor the Contractor’s progress and skill.
