STATEMENT OF WORK

1.0 GENERAL INFORMATION AND REQUIREMENTS

A. INTRODUCTION

The Bureau of Land Management (BLM) is acquiring vegetation treatment services in Gold Butte National Monument which is administered by the Southern Nevada BLM District Office. The work consists of applying a pre-emergent herbicide fuel break in a select location on BLM- administered lands for the control of invasive annual grass such as red brome (Bromus Rubens) and cheatgrass (Bromus Tectorum).

Ground-based application will not be permitted due to the potential to cause additional ground disturbance, the likelihood of spreading weeds, impacts to designated critical desert tortoise habitat (Gopherus Agassizii), and impacts to cultural resources that are susceptible to damage by overland travel. The project area is located within and adjacent to the 2005 Tramp Fire, 2005 Fork Fire, and 2019 Bonelli Peak Fire for a total of 8000 acres. The location of work is approximately 26-46 miles south of Mesquite, Nevada. The project area is depicted on the Location and Vicinity Maps.

Applicable Directives

The Contractor shall hold a current Nevada Commercial Applicator License for the application of pesticides in the weed control category appropriate for the application type. Proof of licensing shall be provided with the quote package. All vegetation control measures shall comply with the provisions outlined in the Record of Decision for the Vegetation Treatments Using Herbicides on Bureau of Land Management Lands in 17 Western States Programmatic EIS, (September 2007 and 2016), DOI-BLM-NV-S010-2019-0053-EA Uplands Herbicide Use, and all applicable federal, state, and local regulations.

Location and Description

Vicinity and Project Maps showing the project area in which the treatment unit will be located are attached.

The Contractor shall avoid treating areas outside of identified work areas. The project area is approximately 26-46 miles south of Mesquite, Nevada. See attached map.

1. Treat 1,050 acres of BLM-managed public lands using approved pre-emergent herbicide to control invasive annual grass such as cheatgrass (Bromus tectorum) or red brome (Bromus rubens) in areas affected by the 2019 Bonelli Peak Fire.

2. Treat 6,950 acres of BLM-managed public lands using approved pre-emergent herbicide to control invasive annual grass such as cheatgrass (Bromus tectorum) or red brome (Bromus rubens) in areas adjacent to or affected by the 2005 Tramp Fire, and 2005 Fork Fire.

B. SPECIFICATIONS

The price factor may become more significant in contributing to the source selection decision if competing proposals offer comparably evaluated technical proposals and past performance assessment confidence.

3. BASIS FOR AWARD

This is a best value trade-off source selection. The Government will select the best overall proposal based upon an assessment of technical, past performance and price. To be eligible for award, the offeror must be deemed responsible in accordance with FAR 9.104; meet all requirements of the solicitation; conform to all required terms and conditions; and include all required information unless a proposed exception is accepted by the Government.

The Government seeks to award to the offeror who provides the best value in meeting or exceeding the requirements. This may result in an award to a higher-rated, higher- priced offeror, where the decision is consistent with the evaluation factors and the Contracting Officer reasonably determines that the technical mailto:ydaltorio@blm.gov mailto:ydaltorio@blm.gov superiority, overall business approach or superior past performance of the higher-priced offeror outweighs the price difference.

4.2 FACTOR 2: PAST PERFORMANCE

An evaluation of offeror's past performance information will be conducted after the technical evaluation.

4.2.1 An evaluation of offeror's past performance information will be conducted after the technical evaluation. The offeror must have demonstrated successful performance of similar efforts to include scale and complexity. 4.2.2 The evaluation will be based on information obtained from the write-ups, other relevant past performance information obtained from other sources known to the Government, and any other information supplied by the offeror, to include problems encountered on the identified contracts and corrective action taken.

4.2.3 The Government reserves the right to consider information obtained from any other sources such as the from the Contractor Performance Assessment Reporting System (CPARS) and responsibility and qualification information obtained from the System for Award Management (SAM) when evaluating the offeror's past performance. Proposals receiving unsatisfactory and marginal ratings may be eliminated from further consideration.

4.2.4 The Government will consider the currency and relevance of the information, sources of the information, context of the data and general trends in the offeror's performance. 4.2.5 Contractors submitting offers without past performance will receive a neutral rating.

4.3 FACTOR 3: PRICE

4.3.1 Offeror's price proposal will not be adjectively scored but will be evaluated on price reasonableness. The price proposal will also be used as an aid to determine if the offeror understands the requirements of the solicitation and to assess the validity of the offeror's approach to managing and performing the work.

4.3.2 The offeror shall submit a completed price schedule separate from all other volumes; any pricing information found in the technical or past performance volumes will be removed prior to evaluation.
