PROFESSIONAL: ENGINEERING/TECHNICAL

STATEMENT OF WORK:

Site visitations and genetic sample collection for San Diego Ambrosia (Ambrosia pumila) in San Diego County, California

General Information

Ambrosia pumila (Nutt.) Gray (Asteraceae) is a rhizomatous, perennial species that occurs in 15- 25 locations in San Diego County, California. In 2002, A. pumila was federally listed as endangered. While translocation and reestablishment efforts are ongoing for this species, population genomic data that could be used to assess the distribution of genetic diversity and the health of natural and translocated populations are lacking. This project will support regional conservation plan implementation by visiting and assessing occurrence size and obtaining samples to estimate genomic variation within and among occurrences of A. pumila. This information will help inform appropriate management strategies (such as whether and how to enhance a small or declining population) and identify genetically compatible source populations for translocations.

Work Requirements

The purpose of this contract is to visit and collect genetic samples from 15-25 documented extant occurrences of San Diego ambrosia (Ambrosia pumila) within San Diego County.

A. Technical Requirements Collection locations should include a large proportion of conserved lands in the San Diego Regional Preserve System. Survey sites must be selected that encompass the geographic range of the taxa and distribution throughout that range. The contractor will work with the PI and management agencies to develop the final set of target occurrences.

Occurrence visits shall be conducted during the growing and/or flowering season. 10 to 20 individual plants shall be sampled from each occurrence. Sampled plants should be representative of the entire occurrence (spatially distributed throughout the occurrence, not clumped) and healthy upon visual inspection. Fresh leaf or flower material, free of obvious disease or damage will be collected. Sterile techniques, including sterilization of collection instruments (scissors, forceps, etc.) should be followed in between uses to avoid cross-contamination of samples. Leaf tissue from each individual plant should be gently wiped or blotted dry with a sterile kimwipe, placed in an archival coin envelope, labeled, and immediately placed in silica, and shipped or delivered to the USGS San Diego Field Station on a weekly basis or more frequently during the collection period.

Samples must be labeled with a unique individual sample number, SDMMP/Elemental Occurrence ID and name, scientific species name, GPS coordinates taken at the location of the individual plant (collected with 3m accuracy), collector name and date of collection. Occurrence-level data will be collected including the survey date, latitude and longitude, Occurrence ID, preserve name, surveyor, scientific name, a population size estimate at the time of collection, population presence/absence, aspect, soil texture, SANDAG vegetation type, notes on morphological differences, notes on site disturbances, the voucher sample number (if taken), and individual sample numbers taken at each occurrence. Digital photographs of general sites and sampled plants will be taken.

The contractor will communicate with the PI on a weekly or biweekly basis to review project status and make any adjustments to protocols as needed based on emerging field and tissue conditions. The contractor shall furnish all equipment and personnel required to visit sites, obtain samples and associated data, and hold all necessary collection and site access permits to access occurrences.

B. Deliverables

1. Leaf or bud tissue samples from 150 – 500 individual plants, rapidly dried in silica and properly labeled will be delivered to the PI at the USGS WERC San Diego Field Station during the period of performance.

2. At the end of the period of performance, voucher specimens (1 per occurrence that has not be previously or recently vouchered) will be deposited with the SD Herbarium housed at the San Diego Natural History Museum.

3. At the end of the period of performance, a final data summary in tabular format will be delivered electronically to the project PI. The file will include individual sample codes, collection location data, including GPS coordinate type and datum, and associated occurrence level data: survey date, latitude and longitude, occurrence ID, preserve name, surveyor, scientific name, population size estimate at the time of visit, aspect, soil texture, SANDAG vegetation type, notes on morphological differences, notes on site disturbances, the voucher sample number (if taken), and individual genetic sample numbers taken at each occurrence.

4. At the end of the period of performance, digital photographs of sites and sampled plants will be delivered electronically to the PI.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers.

• Capability, including technical capability and capacity to perform in the required time.

• Corporate experience and experience of key personnel: The successful applicant will show evidence that they hold current federal and state collection permits to collect leaf tissue and take herbarium specimens of Ambrosia pumila. The applicant must be affiliated with an accredited Herbarium to deposit voucher specimens. The successful applicant must show that they have 5 years of experience in identification of Ambrosia pumila, and other co-occurring brodiaea species. The applicant shall also show that they have obtained site access permissions for potential sampling occurrences.

• Past performance

• Price

“Technical Capability” is your qualifications to perform this work on paper, including such things as resumes of key personnel, necessary certifications and licenses, corporate resources, availability, etc.

“Experience” is the degree to and frequency with which you have performed similar work before.

Recent and relevant experience is preferred.

“Past performance” is the measure of how well you have performed similar work before. Recent and relevant past performance is preferred. Please submit at least three references with contact information. Additionally, we will utilize the Contractor Performance Assessment Reporting System (CPARS) to the extent data are available and reserve the right to use any other source of past performance information.

https://www.acquisition.gov/far/

Each offeror must submit sufficient documentation for the USGS to evaluate their experience and past performance. Failure to provide the requested information may result in removal from further consideration.

Technical and past performance are more important factors, when combined, when compared to price.

We will select for award the prospective contractor whose quotation conforming to this solicitation will be most advantageous to the USGS.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

It is the prospective contractor’s responsibility to submit enough information to allow a meaningful evaluation in each of these areas. Failure to do so will negatively impact our evaluation of your quotation. We will conduct a comparative evaluation of all submissions to establish an overall value proposition for each prospective contractor, and award to the one representing the best overall value. “Comparative evaluation” means assessments such as “more capable/less capable; more experience/less experience; better past performance/worse past performance; likely more expensive/likely less expensive”, etc. In determining the best overall value, we are more concerned with factors other than price than we are with awarding to the lowest priced prospective contractor.

(h) Certification Regarding Responsibility Matters (Executive Order 12689). (Applies only if the contract value is expected to exceed the simplified acquisition threshold.) The offeror certifies, to the best of its knowledge and belief, that the offeror and/or any of its principals–

(1) □ Are, □ are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;

(2) □ Have, □ have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property;

(3) □ Are, □ are not presently indicted for, or otherwise criminally or civilly charged by a Government entity with, commission of any of these offenses enumerated in paragraph (h)(2) of this clause; and

(4) □ Have, □ have not, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds the threshold at 9.104-5(a)(2) for which the liability remains unsatisfied.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

https://www.acquisition.gov/far/9.104-5#FAR_9_104_5

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
