SECTION C -- PERFORMANCE BASED WORK STATEMENT
Lead (Pb) isotope ratio analyses by thermal ionization mass spectrometry (TIMS)
1.0 Introduction and Background
The United States Geological Survey (USGS) Geology, Geophysics, and Geochemistry Science
Center (GGGSC) requires lead (Pb) isotope ratio measurements on digests and leachates of soils, paint chips, battery scrap metal, and bullet fragments.
The USGS has a current agreement with the state of California Department of Toxic Substance
Control (CADTSC) to conduct and contract scientific analyses of soils contaminated with lead
(Pb) and common Pb contamination source materials (e.g., bullet fragments). These analyses include measurements of the ratios of the Pb isotopes: 204Pb, 206Pb, 207Pb, and 208Pb. Ratios of these isotopes vary with geological source of Pb and have been shown to be useful for tracing Pb contamination in the environment. There are multiple methods for measuring Pb isotope ratios.
The GGGSC and the USGS Geosciences and Environmental Change Science Center (GECSC) operate a joint facility that has instrumentation and expertise to measure Pb isotope ratios by thermal ionization mass spectrometry (TIMS) which is a benchmark technique for these measurements. However, this facility does not have the capacity to analyze the number of samples within the timeframe required by the agreement between USGS and CADTSC. This
USGS facility will be analyzing approximately 80 samples for Pb isotope ratios. The samples will be submitted to the facility as digests or leachates of solid samples. The USGS facility will perform column-based chemical separations to remove isotopic interferences and measure Pb isotope ratios by TIMS.
The USGS has the need for 250 additional Pb isotope ratio analyses to satisfy its agreement with
CADTSC. These analyses need to be performed by TIMS so that results from both USGS and the contracted laboratory can be compared without method bias. Samples submitted to a contract laboratory will be in the form of digests or leachates of solid samples.
2.0 Scope
The USGS needs a contract laboratory to provide 250 lead (Pb) isotope ratio measurements on digests and leachates of solid samples by thermal ionization mass spectrometry. The following lead (Pb) isotope ratio measurements are required: 206Pb/204Pb, 207Pb/204Pb, 208Pb/204Pb, 207Pb/206Pb, 208Pb/206Pb, and 207Pb/208Pb.
3.0 Applicable Documents
• MRP-G3ICC-SOP-01.01 Chemical Separation
4.0 Technical Requirements
• The Contractor shall perform a column-based chemical separation on an appropriate aliquot of each sample before it is analyzed for lead (Pb) isotope ratios. The chemical separation should be performed by the method outlined in MRP-G3ICC-SOP.01.01 (see section 3.0) or by a comparable method that obtains the same results. The Contractor shall have a fully documented standard operating procedure (SOP) for the chemical separation which shall be provided to the USGS after the contract has been awarded.
• The Contractor shall perform lead (Pb) isotope ratio measurements on the separated sample aliquots by thermal ionization mass spectrometry (TIMS) using an instrument equipped with an electromagnet for separation of isotopes and dedicated Faraday collectors for detection of each isotope. The method used must fully account and correct for mass fractionation by analyzing the National Institute of Standards and Technology
(NIST) standard reference material (SRM) 981 at least once per every 10 samples.
Analytical duplicates must be analyzed at least once every 20 samples. The following lead (Pb) isotope ratios shall be measured by the Contractor: 206Pb/204Pb, 207Pb/204Pb, 208Pb/204Pb, 207Pb/206Pb, 208Pb/206Pb, and 207Pb/208Pb. The Contractor shall have a fully documented standard operating procedure (SOP) for the measurement of lead (Pb) isotope ratio measurements by TIMS which shall be provided to the USGS after the contract has been awarded.
• Samples to be analyzed by the Contractor will be provided and delivered to the
Contractor by the Government as digests or leachates of solid samples as samples become available.
• The Government will provide the Contractor with the measured concentration of lead
(Pb) in each submitted sample.
• All specific quality assurance (QA) and quality control (QC) procedures prescribed in
Section 6 shall be strictly adhered to by the Contractor. Records documenting the use of the QA/QC protocol shall be maintained and reported in accordance with Section 5.
• Samples sent to the Contractor's laboratory shall be analyzed in order of receipt (i.e., first in, first out) unless alternate instructions are received in writing from the USGS
Technical Liaison.
• Samples shall be analyzed, and the data received by the USGS Technical Liaison within
90 days of the time of sample receipt by the Contractor.
• Some of the samples submitted may contain hazardous materials, the concentration of hazardous materials in any sample is expected to be low, however some samples may contain concentrations high enough to be harmful. The USGS will attempt to keep the
Contractor informed of which samples may contain high concentrations of such materials. It is the responsibility of the Contractor to take the appropriate safety precautions to ensure the safety of employees in the event that a sample does contain unexpectedly high concentrations of hazardous material.
• The samples will be sent to the Contractor directly from the GGGSC on the Denver
Federal Center, Denver, Colorado. Each sample will have a USGS assigned identification number and be logged on a chain of custody sheet. The chain of custody process will be used to maintain a paper trail for the samples, and the term should not be construed as requiring the level of chain of custody necessary for evidentiary samples. The USGS ID number shall be retained and used on all records pertaining to the sample. This does not preclude the Contractor from assigning their own accession or laboratory number to the sample. The Contractor shall record the date and time of sample receipt. The USGS
Technical Liaison shall be informed immediately of any problems by telephone or by electronic communications. The USGS Technical Liaison shall also be sent an electronic acknowledgment of the receipt of samples indicating the USGS sample numbers, the date of receipt, and any comments concerning the condition of the samples or problems encountered.
• The Contractor shall maintain an internal tracking procedure to ensure accountability of the samples and the data at all times.
• The Contractor shall have access to analytical instrumentation to meet all of the terms and conditions of the contract. The Contractor shall maintain all analytical equipment allocated for this contract at the time of award.
• The Contractor shall communicate with USGS personnel by telephone or by electronic communications, as necessary throughout the process of sample shipment, analysis and data reporting to ensure that samples are properly processed. This shall include notifying
(within 5 business days) the USGS Technical Liaison of any problems encountered in sample analyses that will affect the quality of the data produced, and laboratory conditions that impact on the timeliness of analyses and data reporting. If for any reason a valid analysis cannot be performed on a sample submitted by the USGS, the Contractor shall notify the USGS within 5 business days. All oral notifications between the USGS and the Contractor shall be followed by a written notification.
• Any unused portion of the sample remaining after completion of analysis shall be properly stored by the Contractor for the shorter of: 6 months following submission of the data report to the USGS or when the USGS Technical Liaison communicates in writing that the samples can be disposed of. When that time interval has passed, both the sample and the sample container shall be disposed of properly at Contractor's expense. It shall be the sole responsibility of the Contractor to ensure that all applicable regulations are followed in the disposal of samples or related chemicals. If the USGS should request return of a sample(s) prior to the expiration of the interval, they shall be returned at
USGS expense in a manner that meets DOT regulations.
• The Contractor shall establish a system of security and safeguarding that shall prevent analytical data, which shall be government property, from being released to unauthorized persons.
• The USGS Technical Liaison or his/her representative shall have access to the laboratory at all reasonable times for inspection purposes to observe sample analyses and ensure compliance with contract requirements.
5.0 Deliverables
• The Contractor shall report results of lead (Pb) isotope ratio measurements in spreadsheet form via electronic transmission (email) to the Technical Liaison. The spreadsheet shall contain a minimum of one worksheet reporting the results of sample analyses and one worksheet reporting the results of all quality control samples analyzed in the course of sample analysis including standard reference materials, replicate sample analyses, and procedural blanks.
