STATEMENT OF WORK FOR RADIOACTIVE WASTE DISPOSAL
I. GENERAL INFORMATION
A. Introduction The Aquatic Ecosystems Health Branch of the Upper Midwest
Environmental Sciences Center conducts studies to support the registration of chemicals used in fishery management and aquatic nuisance species control. Studies are conducted under USGS Nuclear Regulatory Commission License Number 05-01399-08, Radioactive Use Permit No. 76. These are routine wastes that have accumulated over approximately 15 years of research including contaminated equipment and radiolabeled test chemicals that are no longer needed and have been stored up to 50 years. The C-14 radioactivity in the waste containers range from 0.01 to 122.9362 mCi. The liquid wastes are bulk liquids of solvents from high-performance liquid chromatographic analysis, liquid scintillation cocktails, chemical standard solutions, extraction waste, and rotary evaporator liquid collection waste. The waste solvents in the 3 x 30-gallon drums are a mixture of acetonitrile and methanol with water and could contain the following chemicals: niclosamide, 3-trifluoromethyl-4-nitrophenol, and eugenol. The disposal waste code for mixtures of this nature is D001 and F003. The vendor should confirm this before arranging pick up.
B. Scope This request is for the disposal of deregulated bulk liquid and dry solid waste containing radioactivity (total amount of C-14 and H-3 radioactive waste, 202.0453 mCi).
The wastes shall be picked up by a carrier certified for the transport of radioactive materials and transported to a facility certified for the processing of deregulated radioactive waste. Amount of waste for disposal consists of five (5) 55-gallon drum of dry waste, three (3) 30-gallon drums overpacked with a 15- or 20-gal plastic container inside containing the bulk deregulated liquid carbon-14 wastes and two (2) isolated liquid waste bags containing radiolabeled test chemical (C-14), spec check (C-14), and quenched and unquenched standards (C-14/H-3; waste code D001 and F005) in original packaging that will require the contractor to pack for removal. The wastes must be transported to a certified storage/disposal facility.
II. WORK REQUIREMENTS
A. Technical Requirements
1. Proper disposal of dry solid and deregulated bulk liquid radioactive waste, see Table 1 and Appendix 1 for description and item inventory with nucleotide and activity. The shipping and disposal manifest, permits, placarding requirements as well as labeling of appropriate containers shall be provided at the time of pickup by the waste disposal company or waste hauler.

C. Government Furnished Property (GFP): None D. Special Considerations
1. Pick up of radioactive material must be done by certified personnel in accordance with Nuclear Regulatory Commission low-level waste disposal regulations, Title 10, Code of Federal Regulations, Part 61. The waste will be transported to a facility licensed by the Nuclear Regulatory Commission or by Agreement States as described by the Nuclear Regulatory Commission for the storage and disposal of low-level radioactive material.
2. Primary contact: Will be provided at time of award.
3. Pick up of waste must be prearranged and occur between 7:30 am and 4:00 pm.
