The Smart Card is the new Federal identification badge. To comply with this mandate, all Contractors working at the CMWSC shall be required to complete this process.
All employees of the Contractor shall wear a distinctive item of clothing with lettering and/or company patches of sufficient size to readily permit visible identification. Such clothing may be a shirt, coverall, or other uniform which must be worn at all times during duty hours.
Contractor substitute employees shall meet the necessary requirements as set forth in this Performance Work Statement at all times. Non-approved employees shall not enter the facility and shall not perform work for this contract. The CO or the COR shall be notified each time there is a change of personnel working in the Center. This notification shall be made before the employee starts work in the Center.
The CO or the COR may require removal of an employee(s) from the performance of this contract. Any of the Contractor’s employees deemed incompetent, careless, insubordinate, or otherwise objectionable, or whose continued employment is contrary to the public interest may be removed. The Contractor shall assure that all employees are well trained in the peculiarities of Janitorial Services prior to job placement. A general initial indoctrination of Contractor personnel to various facilities, systems, and requirements will be accomplished by Government personnel at the beginning of the contract. Thereafter, the Contractor shall be responsible for further training necessitated by personnel turnover or contract modification.
The Contractor’s employees shall abide by CMWSC and Federal policies. Employees shall only park in main parking lot. Alcohol, drugs, and weapons are not allowed. Contractor employees shall refrain from disturbing papers on desks, or opening drawers or cabinets. The Contractor or employees shall not bring guests, unauthorized personnel, children or pets to the premises while the work is being performed.
During completion of janitorial duties, the Contractor shall ensure all supplies are stored properly and all storage room doors are closed or locked if applicable. All work, supplies, and equipment shall conform to the requirements set forth by the Department of Labor, Occupational Safety and Health Administration (OSHA). The Contractor shall take all necessary precautions for the protection of the work and safety of the public.
7. Key/Fob Control
The Contractor shall establish and implement methods to ensure that keys and fobs issued to the Contractor by the Government are not lost, misplaced, or used by unauthorized persons. The Contractor may be issued keys, fobs, or security codes by the Government for access to necessary entry areas at the time of contract award. All keys will be issued and listed on a key inventory sheet and signed for as received.
The Contractor shall establish key assignment records and shall enforce quality controls for key control. No keys shall be duplicated. Upon completion, all keys shall be returned to CMWSC.
Any keys not returned shall be charged to the Contractor at a cost of $100.00 each by deductions from amounts due to the Contractor.
The Contractor shall report the occurrence of a lost key or fob immediately to the COR. In the event keys or fobs are lost or duplicated, the Contractor shall, upon written direction of the CO, pay for re-keying or replacement of the affected lock(s) without cost to the Government.
The Government may replace the affected lock(s) or perform-rekeying and deduct the cost of such from the monthly payment due the Contractor.
The Contractor shall prohibit the use of keys or fobs issued by the Government by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by the Contractor’s employees to permit entrance of persons other than the Contractor’s employees engaged in the performance of assigned work in those areas.
8. Hazard Communication
The Contractor shall provide employees with Hazard Communication training. Employees shall not begin working under this contract until completion of Hazardous Communication Training.
Per OSHA 29 CFR 1910.1200 Hazard Communication Standard, this training also includes instruction on the appropriate handling of chemicals requiring a Material Safety Data Sheet.
The Contractor shall perform this contract in a safe manner, observing any necessary safety precautions. The contractor shall promptly correct any condition that, in the opinion of the CO or COR, endangers the safety of personnel and/or property during the performance of this contract. Failure to observe this requirement may result in contract termination, with the Contractor liable for any such damages that may occur. The Contractor is obligated to perform a thorough inspection each working day of all areas to assure that all necessary safeguards relative to safety and fire hazards are being taken.
The Contractor shall become familiar and require his/her employees to become familiar with the method of turning on a Fire Alarm. The Contractor and his/her employees shall be cognizant of and shall observe all requirements for handling and storage of combustible supplies and materials, and for daily disposal of combustible waste and trash. During a Fire Alarm or Fire, the Contractor’s employees shall be trained to properly respond in accordance with applicable Center instructions and procedures.
The Contractor shall maintain an accurate record of all accidents and shall report to the CO or COR all accidents resulting in death, trauma, or occupational disease. All accidents must be reported to the COR immediately. The Contractor shall provide a written accident report within
(2) workdays of the accident.
9. Property and Personal Damage
The Contractor shall be responsible for all damage to property and to persons, including third parties that occur as a result of his or her agent’s or employee’s fault or negligence.
The term “third parties” is constructed to include employees of the Government. In all instances where Government property or equipment is damaged, a full report of the fact and extent of such damage shall be submitted in writing to the CO or COR within twenty-four (24) hours.
10. Product Dispensers & Supply Inventory
The Contractor shall establish regular supplies that will fit current paper and soap receptacles to include paper towels that do not jam the dispenser, and 2-ply toilet paper. The Contractor will not change out for different paper or soap receptacles.
