Phytoplankton and Periphyton Sample Analysis Services
I. GENERAL INFORMATION
A. Introduction The Central Midwest Water Science Center (CMWSC) has a requirement for periphyton and water sample phytoplankton identification and analysis services related to the Next Generation Water Observing Systems’ (NGWOS Harmful Algal Bloom (HAB) Algal Community element. Specifically, this element requires the identification and enumeration of preserved periphyton and phytoplankton samples from the Illinois River.
B. Background Phytoplankton (drifting algae) and periphyton (benthic algae) are a major source of primary production in aquatic systems and can be significant contributors to the food web in large river systems. However, under certain conditions specific species can produce toxins that are harmful to both wildlife and people. Toxin production has been occurring more frequently in many freshwater ecosystems, but the occurrence of toxin producing species and drivers of toxin production are not well understood, especially in rivers. The Illinois River has experienced several toxic algal blooms in recent years and there is ongoing work by USGS and partners to investigate the drivers of these occurrences. The Illinois River NGWOS HAB project began in 2021 and is expected to continue through 2025. During 2022 there were approximately 36 phytoplankton and 26 periphyton samples collected. The total number of samples annually will be dependent on algal bloom and other field conditions.
C. Scope Services, non-personal, to provide all plant equipment, labor, travel, supervision, and materials (unless otherwise provided herein) necessary for the identification and enumeration of taxa in the Illinois River from preserved phytoplankton and periphyton samples. CMWSC requires identification and enumeration of taxa in the Illinois River from preserved phytoplankton and periphyton samples.
II. WORK REQUIREMENTS
A. Technical Requirements
1. The contractor shall analyze samples to identify and enumerate taxa
a. Quality Standards for acceptable performance. The identification and enumeration of taxa in preserved phytoplankton and periphyton samples is required to the lowest taxonomic level using a reference library and a research-grade compound microscope with a total magnification of at least 1260X.
Organisms must be identified to the lowest possible taxonomic level including permanent archival slide mounting for identification utilizing standard HPMA, TSM, and Naphrax mounting methods. The contractor shall store archival slides without additional fee unless a request is made for the slides to be shipped to the client for at least 5 years or until the slides are relinquished to the contractor through a written request.
b. Time Standards for acceptable performance. The contractor shall complete the analysis within 16 weeks from the date the sample(s) arrive at the contractor’s laboratory.
c. Deliverable(s).
For each sample the contractor shall furnish the complete dataset in Excel format that includes:
Identification to the lowest possible taxonomic level Taxa abundance Taxa biovolume estimates Estimates of species volume Estimates of species surface area
The contractor shall adhere to the Quality Control Plan (QCP) as proposed in the solicitation. A laboratory quality control plan must be in place and described. A chain of custody for each sample must be maintained. All samples and archival slides shall be available to the CMWSC upon the completion of the contract if requested.
All datasets must be submitted in digital format with appropriate metadata documentation to the Technical Liaison (TL)
QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
The contractor is responsible for laboratory quality control. The Government is responsible for quality assurance. The following QASP describes how the Government will assure that the quality standards and time standards for acceptable performance have been met.
The Technical Liaison will review the data for completeness and ensure all required deliverables are provided in Excel format.
The Government’s Technical Liaison (TL), Contracting Officer’s Technical Representative (COTR/COR) may submit blind samples, including the analysis of replicates, and will evaluate their consistency using known published analytical results.
Should it be deemed necessary, a USGS scientist will be permitted to visit the laboratory facility to view the materials handling and measurement workflow of the contracting lab.
DATA RIGHTS
The USGS will reserve all rights to data generated by the awarded laboratory for samples submitted.
