GS0301 General Requirements. (JUL 2001) The Contractor shall furnish all facilities, labor, and materials to provide goods/services in accordance with the terms and conditions herein and the specifications set forth below, entitled “Statement of Work”

Service Contract of a Micromass Quattro Micro API Triple Quadrupole Mass Spectrometry System

I. Introduction

The U.S. Geological Survey, WRD, Kansas District, Organic Geochemistry Research Laboratory (OGRL) has a requirement to acquire a multi-year service contract for a Micromass Quattro Micro API Triple Quadrupole Liquid Chromatography/Mass Spectrometry System. The USGS anticipates that the contract shall be effective from April 6, 2021 to April 5th, 2022 for the base performance period and one option period, ending December 31, 2022.

II. Identification of Need

The OGRL is a $1.6 million dollar per year research laboratory investigating the occurrence, fate, transport, and effects of a variety of herbicides, pesticides, antibiotics, hormones, and artificial sweeteners, in ground and surface waters, manures, biosolids, soils, and sediments. One of OGRL’s primary objectives is to develop methods to analyze for emerging contaminants to study their fate and transport in our water resources and to identify new unknown compounds and degradation products. The OGRL’s mission is highly dependent on our instrumentation which includes a Micromass Quattro Micro API Triple Quadrupole Liquid Chromatography including electrospray probe and IonSabre APCI probe. This instrument is tasked with sample loads which require this instrument to be fully utilized 24 hours a day/7 days a week. Continuous instrument operation, proper maintenance, and prompt repair is critical for the OGRL to fulfill its mission and obligations to collaborators which include multiple USGS programs and centers and municipal, state, federal, and international funding sources. The existing coverage on this equipment ends April 5th, 2020.

III. Work Requirements

Technical Requirements

The contractor shall provide the necessary personnel, equipment and parts/supplies to ensure that the instrument meets manufacturer’s performance specifications for the entire period of performance. All maintenance and repair operations will be conducted on-site at the installed location of the instrument. The location of the equipment is Kansas Water Science Center Lawrence, KS. The contractor will provide all tools, test/check solutions and necessary spare parts to maintain the instrument and/or return it to service in the event of a malfunction

1. Company service engineers provided for the service contract must have a minimum of 4 years of factory trained experience in servicing and repairing Micromass/Waters tandem mass spectrometers and a minimum of two years of factory trained experience on servicing the Quattro Micro triple quadrupole mass spectrometer. USGS reserves the right to request specific company engineers.

2. The service company must guarantee that they have direct access to Waters Quattro Micro triple quadrupole certified engineers that may be required for repairs. Non-compliance may be grounds for terminating this contract.

3. The service company must provide an equivalent loner instrument from the same manufacturer if a repair cannot be completed on the Quattro Micro triple quadrupole within 14 working days from the time the service call was logged.

4. The service contract should include

a. Two scheduled preventative maintenance (PM) visits per year to be spaced not less than 6 months apart. PM visits may be requested by OGRL staff at alternate times. Preventative maintenance services must include at minimum the following:

i. Replacement of pump oil and air filter

ii. Voltage checks on all available test points

iii. Cleaning of the instrument, to include, but not limited to: probes (electrospray probe and APCI probe), source housing, and the rail. After cleaning no single peak in the Extracted Ion Chromatogram shall be greater than 1E5 in Q1 or Q3 scans from the m/z range of 100 to 1200 amu.

iv. Instrument performance shall meet or exceed OEM specifications for performance calibration solutions in ES+, ES-, APCI+, and APCI-

v. Adjustment of mass offsets and resolution to meet or exceed OEM specifications

b. Unlimited live support for trouble shooting instrument and application issues.

c. Unlimited visits for instruments repairs to include all parts, labor, and travel including turbomolecular pumps and rough pumps, source heater elements, ionization probes, and instrument cleaning to remove background contamination.

d.At the conclusion of all site visits a report shall be supplied to the OGRL detailing performance prior to visit and after repairs or PMs.

e.Service calls shall be responded within 1 business day by phone and 2 business days if an onsite visit is required with OGRL. Back ordered parts shall not be an acceptable reason for non-compliance. Remedial repairs must be completed within 4 business days of the original service call.

More complicated repairs must be completed within 8 business days of the original service call.

f. All replacement parts must result in the OEM specifications for the Quattro Micro triple quadrupole being met at minimum.

g. The OGRL has the right to request new parts be used only in the event a particular refurbished component (non-consumable) must be replaced by the service engineer more than twice within the annual service period (eg. rough pumps, source housing or components, Q0, QJet, electronic boards) to minimize OGRL downtime. USGS would confirm that the instrument is operating the same way it was before by using internal check standards and calibration curves which would show instrument performance.

Deliverables

1. Two preventative maintenance visits per year as described in III.4.a.

2. Instrument repairs as needed including all parts, labor, and travel

3. Unlimited phone support

4. Instrument performance report to contain a summary of all parts replaced/services performed and supporting data to include changes in instrument settings and

TIC/EICs as necessary.

III Performance Standards and Monitoring Methods Performance shall be monitored by the on-site technical liaison. Acceptance of preventive maintenance and repair services shall result in the Quattro Micro-triple quadrupole meeting or exceeding OEM specifications. The equipment shall function according to OEM specifications 100% of the time after preventive maintenance visits and repairs. See Attachment 1

(d) Comptroller General Examination of Record. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 Option to Extend Services (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days before expiration of period of performance.

52.217-9 Option to Extend the Term of the Contract (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 21 months.
