I. GENERAL INFORMATION

1. Introduction - The United States Geological Survey (USGS) is requesting bids (cost per sample) for analysis of polyfluoroalkyl substances (PFAS), dioxins, furans, nonylphenol monoethoylate, nonylphenol diethoxylate, and mirex (See Supporting Information 3.5 for full list of analytes).

Background - The USGS is conducting a study to characterize the connection between tributary inputs and nearshore water quality for Lake Ontario. Water samples will be collected from tributaries, nearshore sites, and embayment's along the southern and eastern shores of Lake Ontario. Water samples from tributaries will be a composite sample collected using isokinetic sampling methods. Samples from nearshore and embayment's will be collected via grab sample. All samples will be processed on site. The PFAS samples are required to be analyzed using EPA method 1633 with an isotope dilution by an ELAP certified laboratory. The dioxin and furan samples are required to be analyzed using EPA method 8290A with an isotope dilution by an ELAP certified laboratory. Mirex samples are required to be analyzed using EPA method 8081B with a surrogate compound by an ELAP certified laboratory. Further, the reporting level (RL) for all analytes is to be no greater than outlined in Supplemental Information 3.5.

Additional samples for QA/QC will be collected and submitted, including environmental replicates, equipment blanks, and field blanks. Sample collection and processing will follow modified USGS protocols described in the USGS Field Manual for the Collection of Water-Quality Data (https://www.usgs.gov/mission-areas/water-resources/science/national-field-manual-collection-water-quality-data-nfm#overview). Data for lab matrix spikes (isotope dilutions), instrument blanks and other laboratory-control samples (that are run according to laboratory standard operative procedures for the corresponding environmental samples) are also required along with results.

2. Definitions/Applicable documents - U.S. Geological Survey National Field Manual for the Collection of Water-Quality Data Chapters: A2 Selection of Equipment for Water Sampling (https://pubs.er.usgs.gov/publication/twri09A2); A4.

Collection of Water Samples (https://pubs.er.usgs.gov/publication/twri09A4); A5 Processing of Water Samples (https://pubs.er.usgs.gov/publication/twri09A5).

3. Scope - The USGS requests bids for whole-water analysis of PFAS (EPA method 1633 with isotope dilution), dioxins and furans (EPA method 8290A with an isotope dilution), nonylphenol monoethoylate and nonylphenol diethoxylate, and mirex (EPA method 8081B with a surrogate compound). The RL for all analytes is to be no greater than outlined in Supplemental Information 3.5. The USGS requests bids for whole-water analysis. We request to establish a blanket purchase order for 5 years. There will be a minimum of 126 samples and no maximum. No subcontractor submissions.

II. WORK REQUIREMENTS

1. Technical Requirements:

· Analyzing lab must be ELAP certified in New York State for EPA method 1633 with isotope dilutions, EPA method 8290A with an isotope dilution, and EPA method 8081B with a surrogate compound. All analyses will use published https://www.usgs.gov/mission-areas/water-resources/science/national-field-manual-collection-water-quality-data-nfm#overview https://www.usgs.gov/mission-areas/water-resources/science/national-field-manual-collection-water-quality-data-nfm#overview https://pubs.er.usgs.gov/publication/twri09A2 https://pubs.er.usgs.gov/publication/twri09A4 https://pubs.er.usgs.gov/publication/twri09A5 methods.

· Lab Standard Operation of Procedure (SOP) for the analysis of PFAS, dioxins, furans, nonylphenol monoethoylate, nonylphenol diethoxylate, and mirex must be made available. The SOP must also document all modifications to the procedure.

· The units for each result should match what is outlined in Supplemental Information 3.5. All relevant laboratory QA/QC data will also be reported.

· Chains-of-custody for all laboratory operations, and analyses for each sample, will be fully documented.

· All duplicate sample results must be within 20% of environmental sample results. If this criterion is not met, the sample will be re-analyzed within the holding time requirements of each analyte from sample collection to analysis.

· Sample results will be provided to USGS electronically within 30 days of sample receipt.

2. Deliverables: The USGS requires the contractor to submit all results electronically. These deliverables include:

· All sample results (PFAS, dioxin, furans, nonylphenol monoethoylate, nonylphenol diethoxylate, mirex, and accompanying lab QA/QC) will be made available in a Level IV-PDF lab report. The lab report will define data quality results for laboratory control samples, blanks, matrix spikes, sample results, and method information.

· All PFAS, dioxin, furan, nonylphenol monoethoylate, nonylphenol diethoxylate, and mirex results will be made available in an Electronic Data Deliverable (EDD), preferred as an Excel-compatible format

· Submission of results to USGS is required within 30 days of the date on which the samples were received by the contractor.
