B.2. STATEMENT OF WORK
1.0 INTRODUCTION
This contract is for manicured lawn mowing and rough-cut rotary mowing services at USGS Northern Appalachian
Lab located at 176 Straight Run Road, Wellsboro, Pa 16901. The contract is on an as needed basis with Facility
Manager contacting contractor during the growing season for lawn cutting and landscaping services listed under the statement of work or scope in this document. It is intended that most of the activities of this contract will be associated with rainfall; whereby dry conditions would produce less activity while more rainfall will produce more activity for contracted services each week. It is expected contractor will provide all tools, fuel, safety equipment, and workmanship and operation of devices and equipment will be in a safe and environmentally safe manner. Since some areas will be in close proximity to USGS owned buildings special care will be required so damage to windows, siding, well structures, electrical controls, electrical fixtures, and other infrastructure does not occur.
Areas of steep grades, roadside ditches, and drainage swales will require contractor to provide safe operation near and around these structures. Work around several active roadways will require safe and vigilant operation near
USGS grounds and these public roads.
2.0 BACKGROUND
The facility has mowed areas and manicured areas of shrubs, trees, and flower gardens on four sides of the campus that are maintained for curb appeal to the general public. Since USGS takes green approaches to landscaping, it is preferred that contractor not provide excessive tree trimming and allow for natural mulching of organic debris. Some
“natural areas” will be preserved as habitat for wildlife and not converted to manicured lawns and vegetation. This contract will include options years for a total of five years of service.
3.0 SCOPE
A.) General
Contractor to provide all personnel, management, labor, equipment, transportation, tools, supplies, supervision, and other necessary items and services to perform lawn mowing at Northern Appalachian Research Laboratory, 176
Straight Run Road, Wellsboro, Pa 16901. The contractor is required to comply with all federal, state, and local laws and provide and implement all necessary safety precautions while on USGS grounds. This would include hearing, eye protection, fire safety, and safe operation of mowers and handheld machines. Portable fire extinguishers are recommended on operational mowers.
B.) Area of Mowing Coverage would be on an as needed basis: manicured grass is to be maintained at minimum 2.5 inches and a maximum of 4.5 inches. Rough cut areas not to exceed 18 inches between mows. In our area, mowing season extends from early spring to fall, with mowing occurring once a week or every two to three weeks during dry times. This can vary each growing season and from year to year. At this facility we prefer to mulch grass clippings back to the lawn surface and do not remove normal grass clipping. Brush hog Services will be monthly Since USGS is a green organization we promote natural biological cycles in facility lands.
C.) The manicured mowing area highlighted green and the rough-cut rotary mowed areas in Red includes the areas highlighted in Figure 1.
D.) String trimming around all buildings’ water valve boxes, well heads, in ground well vaults, test wells, and fences (Stripping Tower, Liquid Oxygen System, electrical structures, the settling pond area, the large back fence section and Incinerator), electrical structures, sign posts, highway signs, and bird box posts will also be done on an as needed basis.
E.) Area of Coverage is roughly 8 acres manicured, and 8-10 acres rough cut (Contractor to verify) and includes all areas highlighted in Figure 1.
