Chula Vista CA 91910
OVERVIEW:
This is a Blanket Purchase Agreement (BPA) for the San Diego NWR Complex, SoCal Wildland Fire Program. The following ordering procedures are being used in accordance with FAR Part 13.3, establishment of BPAs One Blanket Purchase Agreement to be awarded to multiple vendors located in the San Diego County area.
The Government is not obligated to place orders beyond the Not to Exceed Ceiling amount of $20,000.00 for the life of the agreements. Once the Simplified Acquisition Threshold is met, the BPA(s) is no longer valid- effective immediately.

Pumps and other aftermarket equipment (i.e., fire engine components other than the actual truck engine and chassis) break down and/or need regular maintenance. These types of service require repairs done by a mechanic qualified to work on these highly specialized vehicles. This work applies only to the pumps and other aftermarket equipment, not the engine and chassis of the fire engine as those will be done under a different contract. Work under this SOW will be done at the contractor’s repair shop.
The purpose of the project is to implement repairs to wildland fire engine’s pumps and aftermarket equipment when they breakdown or may need regular maintenance. These are highly specialized machines, and there is no substitute equipment when they are not operational. Southern California has high fire danger year-round, so it is imperative that any fire engine repair or maintenance is done without delay to get the engine back in service.
The contractor shall troubleshoot the mechanical or other issues (problems) with the fire engine as described by the engine operator or other knowledgeable Fire Program or FWS San Diego NWR Complex staff. Repairs shall be implements as soon as possible and a quote for repairs shall be submitted to the Technical Coordinator (or Alternate) for review and who will submit to the Contracting Officer for final http://www.fws.gov/
Page 4 of 20 (140FS124Q0019) approval and issuance of a BPA Call. However, if the quoted amount is less than the Micro Purchase Limit of $2,500, an Authorized BPA Caller may use the Government Wide Purchase Card for the repair(s).
Regular maintenance appointments shall be scheduled by Fire Program staff with the contractor, and a quote shall be submitted to the Technical Coordinator (or Alternate) for review who will submit to the Contracting Officer for final approval and issuance of a BPA Call. However, if the quoted amount is less than the Micro Purchase Limit of $2,500, an Authorized BPA Caller may use the Government Wide Purchase Card for the repair(s).
Prospective contractors must be registered in the System for Award Management (SAM.gov, https://sam.gov/content/home) and maintain an Active Registration throughout the life of the BPA.
Contract must have the qualifications to work on diesel equipment, particularly fire engines manufactured by International Trucks. The contractor must have the ability to make the proper diagnostics, repairs, and maintenance in a timely manner. Contract’s repair facility must be within a short driving or towing distance of the SoCal Fire Program, 1080 Gunpowder Point Drive, Chula Vista CA 91910, that is within the San Diego County area.
