The U.S. Fish & Wildlife Service, FWS Klamath Basin NWR Complex located at 4009 Hill Road, Tulelake, CA 96134 has a requirement for John Deere FC15R Flex Wing Rotary Cutter or Approved Equal in accordance with the following Salient Characteristics/Minimum Requirements:
Salient Characteristics/Minimum Requirements:
• Compatible with tractors that have PTO range of 55-120 hp
• Cat 6 main driveline with 1 3/8” 1000 RPM PTO shaft
• Commercial duty gearbox rated to 125 hp
• Airbag suspension
• Heavy gauged deck thickness
• Minimum cutting width of 15’ (with wings extended)
• Minimum blade thickness of 0.5” and width of 4”
• Capable of cutting woody material up to 4” diameter
• Wings must be capable of downward flex of 20˚ or more
• Eight laminated tires (Double on deck, double on wings) They are to be puncture proof
• Suspended tongue mounting option
• Ball type hitch
• The manufacture must be able to supply warranty work for the mower themselves or by private authorized contractor within fifty miles of the Lower Klamath NWR.
• Flex Wing Rotary Cutter will be delivered FOB Destination to the FWS Lower Klamath NWR
Shop located at 10242 State Line Road, Tulelake CA 96134, Monday through Friday, 8:00am to 4:30pm PDT. Please contact Technical Point of Contact identified in the resulting Purchase Order 72 hours prior to delivery. The government will not furnish any equipment, labor, or materials to complete the work.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (April 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

SUBMISSION OF QUOTES:
Offerors should submit one (1) original copy of their quote, dated and signed by an official of the company via email to roger_lockhart@fws.gov no later than August 29, 2023, at 2:000 PM, EDT.
QUOTE PARTS:
Submission without specific minimum content will be deemed unacceptable. Each offeror responding to this solicitation must submit to the Government its offer consisting of the documentation listed below.
Such documentation shall be submitted with the offer and shall conform in every respect with the requirement of the Request for Quote (RFQ). Nonconforming offers may result in rejection of the quote. Proprietary information shall be clearly marked. Quotes should be written in a concise and straightforward manner. Superficial marketing statements and materials should be avoided.

52.212-2 EVALUATION— COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) technical
• must be compatible with tractors that have PTO range of 55-120 hp
• minimum cutting width of 15’ (with wings extended)
(ii) price
(iii) past performance complete and return attached Past Experience and References Form
Technical and past performance, when combined, are approximately equal to cost or price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
