PERFORMANCE WORK STATEMENT (PWS)
Inventory and Mapping of Select Invasive Plants in the Upper Carson Slough Management Unit at Ash Meadows National Wildlife Refuge
Part 1
General Information
1. GENERAL: This is a firm, fixed price contract to provide inventory and mapping of select invasive plants in the Upper Carson Slough (UCS) management unit at Ash Meadows National Wildlife Refuge (AMNWR, Technical Exhibit 2). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform inventory and mapping of select invasive plants in the Upper Carson Slough Management Unit at Ash Meadows National Wildlife Refuge as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: Ash Meadows National Wildlife Refuge was established in 1984 to preserve the Mojave Desert’s largest remaining oasis and to conserve and recover listed endangered, threatened, and candidate plant and animal species found in the area. Approximately 50 seeps and springs generate 17,000 acre-feet of water per year, providing habitat for at least 26 plant and animal species found nowhere else in the world including 13 species listed as threatened or endangered. A true biodiversity hotspot, AMNWR supports the highest concentration of endemic species in the United States.
Invasive plants can affect the quality of habitats for native, endemic species. Developing a current inventory of the distribution of invasive plants is a critical first step towards active control and adaptive habitat management. A rotational design, whereby a different management unit is surveyed for invasive plants every year, would allow the refuge to stay abreast of invasive plant distributions and plan for the strategic control of priority invasive plant species. A logical starting point for such a rotational inventory strategy is the UCS management unit.
Extensive invasive plant control efforts have previously been completed in the UCS management unit, including extensive tamarisk control efforts in 2008. A new backcountry trail system is being planned for this area. It is important to establish the current distribution of invasive plants to inform control efforts in anticipation of increasing visitation and foot traffic which would otherwise have the potential to spread invasive plant populations.
1.3 Objectives:
• The overall goal of the project is to instigate a rotational invasive plant inventory and control strategy for the refuge whereby a management unit is surveyed for invasive plants, the resulting information is used to establish control priorities for that unit, and control efforts are then planned and implemented in subsequent years
• The specific project objective is to inventory and map select invasive plant species within the UCS management unit (approximately 5,200 acres).
1.4 Scope: An inventory of 15 priority invasive plant species will be completed in the UCS management unit at AMNWR. An initial list of 15 priority invasive plant species targets from the AMNWR Integrated Pest Management Plan of 2006 will be refined in collaboration with refuge staff and agency partners to integrate threats that have emerged since plan publication. The 15 final invasive plant targets and a specific survey design including data collection and analysis methods will be proposed in a draft protocol for review and approval by the refuge manager and regional staff. The use of existing published protocols and survey methods or minor adaptations thereof is preferred.
Project deliverables will include quarterly progress reports, a file geodatabase housing survey observations including USFWS-required data elements and associated metadata, and a final report with distribution maps for individual species along with recommendations for priority control efforts.
1.5 Period of Performance: Performance Period will start NLT one month after contract award.
Contractor is required to be ready to perform services within 1 month of contract award. The period of performance will be 24 months from POP start date.

o Contractor shall ensure that all employees familiarize themselves with and implement the following AMNWR biosecurity and decontamination procedures o Contractor shall avoid walking in live water and aquatic habitats to the maximum extent practical while still surveying the area thoroughly. This is to avoid impacting sensitive aquatic organisms and limiting exposure to aquatic invasive species or native species that could be inadvertently transported to another site.
o Contractor shall adhere to the following decontamination and disinfection procedures to avoid the inadvertent spread of invasive plants, aquatic invasive species, pathogens, and native flora and fauna outside their natural range:
Before arriving at AMNWR and before moving among spring systems on the Refuge
• Clean: all vehicles, gear, equipment, clothing, and footwear, removing ALL mud and contaminants that may harbor weed seeds, plants, or other invasive organisms of concern. Use detergents and brushes as needed as any residual mud or contaminants will render next steps ineffective.
• Disinfect: any footwear, gear, or equipment that has come in contact with an aquatic ecosystem and live water by soaking in a solution of 1% Virkon® Aquatic for 30 minutes to kill fish and invertebrate pathogens, then thorough rinse. This step can be skipped if an item has not been used outside of Ash Meadows NWR springs and wetlands since being disinfected.
• Freeze: any footwear, gear, or equipment that has come in contact with an aquatic ecosystem at -7°C (19°F) for a minimum of 5 hours to kill vertebrate and invertebrate animals, including those resistant to chemical disinfectants. The Refuge maintains a dedicated freezer for equipment decontamination that can be used for this purpose.
• Store: in labeled storage containers or designated area to avoid cross contamination prior to use.
o Contractor shall survey spring systems in an upstream-to-downstream order and complete surveys within each spring system before mobilizing to survey the next spring system.
o For the purpose of this contract, individual spring systems requiring decontamination and disinfection prior to mobilization include Fairbanks Spring, Soda Spring, Rogers Spring, Longstreet Spring, Cold Spring, and Five Springs as well as their associated outflow channels.
o Contractor shall document compliance with decontamination and disinfection procedures by recording the date, time, treatment conditions (i.e., temperature, chemical concentrations, treatment duration), and personnel that implement each step.
o Contractor shall meet with Refuge Manager or his designee to review decontamination procedures and inspect vehicle, gear, equipment, clothing, and footwear cleanliness prior to the start of work. If procedures are found to have been inadequate, the project may be delayed until compliance can be achieved.
