Project Title:
Lamprey Technical Workgroup Assistance
Contract Description:
This contract will assist the Pacific Lamprey Conservation Initiative (Initiative), Lamprey Technical Workgroup (LTWG) with technical product development https://www.fws.gov/pacificlamprey/LTWGMainpage.cfm. The Initiative was developed by the Service as a joint effort among federal, tribal and state partners to implement restoration actions identified in 18 Regional Implementation Plans throughout the U.S. range of Pacific Lamprey. Pacific Lamprey is a tribal trust species and species of concern for the USFWS and a priority species for Washington, sensitive species for Oregon, endangered species for Idaho and a species of concern for California. The Initiative was created as a mechanism to implement recovery actions for declining populations of Pacific Lamprey after a petition to list them under the ESA was found to be unwarranted because of their range wide population structure.
As part of a 1995 action by the Northwest Power and Conservation Council, the Columbia River Basin Pacific Lamprey Technical Workgroup was established to serve and guide lamprey research and restoration activities in the Columbia River Basin. In 2015, the Workgroup was re-formed as the LTWG, with a geographic scope broadened to include the entire range of Pacific Lamprey within the United States, and was recognized as the technical committee of the Initiative. The LTWG is assisting with the implementation of high priority research and restoration actions by developing best management practices (BMPs) and technical documents that will inform management actions to address a variety of threats and limiting factors affecting lamprey species.
Assistance to the LTWG will be in the following areas: 1) development of BMPs, technical documents, and literature reviews that address threats and limiting factors and inform management actions (e.g., dredging, entrainment, impeded passage, contaminants, in-stream disturbances); 2) development of BMPs, technical documents, and literature reviews that increase the state of knowledge of methods (e.g., eDNA, population genetics, tagging, electrofishing, restoration benefitting lamprey species, education and outreach) ; 3) dissemination of BMPs, technical documents, and literature reviews through reports, peer reviewed publications, and presentations at professional, local and Initiative meetings.
Deliverables:
• Four BMPs/technical documents/literature reviews addressing highest priority threats, limiting factors and methods identified by the LTWG for FY22
• Dissemination of four BMPs/technical documents/literature reviews in websites, reports, publications, presentations, outreach material
Service Monitoring:
Contract will be supervised by the chairperson of the LTWG who is also an employee of the USFWS Columbia River Fish and Wildlife Conservation Office in Vancouver, WA. BMPs, technical documents, and literature reviews will be reviewed by the LTWG.
