STATEMENT OF WORK
Environmental Consulting Service (NAICS 541620)
(Invasive Plant Inventory)
1. General
1.1 The U. S. Fish and Wildlife Service (USFWS) requires environmental consulting service for an aerial-based invasive plant inventory at the Modoc National Wildlife Refuge, Modoc County, California.
1.2 Purpose. The purpose of the work is to collect spatially referenced invasive plant abundance and distribution information to assist the development of an updated integrated pest management plan and guide invasive control efforts. Spatially referenced inventory data will be collected no later than September 15, 2022 and a report summarizing the data will be submitted no later than December 31, 2022.
1.3 Contractor qualifications. The contractor must have the following skills and demonstrated experience: 1) conducting aerial surveys (helicopter) of invasive plants, 2) collection, analysis, and technical summary of spatially referenced invasive plant data on other National or State Wildlife Refuges in the California, and 3) e
2. Scope Conduct an aerial (helicopter) inventory of priority invasive plant species in priority areas during July 15 - September 15, 2022. The contractor and the refuge will discuss and mutually agree upon inventory methods including data collection, data management, logistics and measures to avoid disturbance to sensitive natural resources. The following will apply to the refuge invasive plant inventory at a minimum:
2.1.1 Data collection standards. Modoc National Wildlife Refuge will be surveyed from a low-flying helicopter at an altitude of 15 to 150 feet. The survey will target up to 17 plant species within prioritized regions of the refuge that will be determined by USFWS in the winter of 2021. A helicopter pilot and two observers will systematically search priority areas following a serpentine transect pattern that allows for a thorough examination of all vegetation and terrain. When terrain is open and flat, transects will be flown in a parallel pattern. Hilly or mountainous terrain would be flown in a manner similar to contour lines on a map. The bottom of each drainage will be flown for additional survey coverage following an additional path perpendicular to the contours. The swath width of transects will vary based on the density and height of vegetation, the degree of topography, and the size and detectability of the target weed species. The optimal swath width allows observers to properly identify the furthest observable target weed on two consecutive flight passes ensuring that no detectability gaps exist in the search pattern. Swath widths over densely vegetated habitat targeting small or difficult to detect species may be as tight as 50 feet between passes, while swath paths over open terrain targeting large species may be as wide as 500 feet. Flight routes will be digitally recorded to ensure total coverage and avoid recounting populations.
The contractor will record invasive plant occurrences using a geodatabase developed by the USFWS Region 8 Inventory and Monitoring Program and amended as needed. Data collected on individual invasive plant populations will include (at a minimum) date, observer, scientific name, management unit name, collection method, percent cover class, phenology/life stage, location (UTM coordinates), and spatial resolution.
Prior to initiation of survey, an onsite meeting will occur approximate date March 1 – July 15 2022 between the contractor and refuge personnel to determine which of three mapping methods will be employed to document each of the target invasive plant species and are described as:
Point- Discrete populations with easily identifiable boundaries (circular or rectangular) will be mapped using a single data point. Length, width and percent ground cover will be recorded in addition to the above listed data collection metrics.
Polygon- Populations with a discernable, irregular-shaped boundary will be mapped using a polygon drawn atop a high-resolution orthophotograph.
Grid- Widespread or diffuse populations (greater than 100-meter by 100-meter) will be mapped by estimating ground cover within a series of pre-established grid cells. The size of these grid cells will be determined during the onsite meeting.
Invasive plant patch separation resolution, i.e. the distance between discretely mapped areas of invasive plant cover, will be determined after a review of the target survey list and initial onsite meeting.
Prior to implementing the aerial survey, a comprehensive inventory protocol will be prepared by the contractor in consultation with the refuge. The protocol will follow the NWRS standards for protocol development. Any modifications to the protocol during the inventory will be communicated to the refuge.
2.1.2 Target species. Up to 17 plant species will be targeted for inventory. A list of target species will be provided to the contractor at least 2 months prior to inventory. The contractor will have substantial knowledge of target invasive plant species (e.g., life history, appearance at various phenological stages, habitat) and is responsible for training personnel and ensuring staff are capable of identifying target species.
2.1.3. Inventory areas. Priority inventory areas will be identified by the refuge in the winter of 2021. The contractor will survey target areas, beginning with the highest priority areas and moving into lower priority areas as resources allow.
2.1.4. Data collection and management tools. All occurrences (patches) of target species will be mapped as buffered points, buffered lines or polygons. Data will be spatially referenced using the NAD83 UTM Zone 11 projection. Criteria for deciding when to use a buffered point, buffered line or polygon feature type will be defined in the inventory protocol.
2.1.5 Inventory period and staffing. The inventory will be conducted during summer 2022. The contractor will meet with refuge staff prior to the inventory to 1) discuss logistics, safety hazards and any access issues and 2) review sensitive resource areas and agree upon measures to minimize disturbance to sensitive natural resources.
3. Tasks/Deliverables
3.1 Inventory protocol. A comprehensive protocol for the inventory will be prepared prior to initiation of the inventory. The final documented protocol will be delivered to the refuge 30 days prior to initiation of surveys for refuge review.
3.2 Final Report. A final report summarizing inventory results will be provided by December 31, 2022. A draft report will be provided for review by October 15, 2022. The report will follow content similar to Ball and Olthof 2017 (see Attachment A) unless another format is mutually agreed upon. At a minimum, the report will include the following sections: introduction (including refuge context/overview), inventory objectives, target species and areas, methods (field search methods, data collection standards, data collection tools, data processing, data validation/error checking procedures, voucher specimen collection), results (tables and maps; gross and infested acres across the inventoried area, by species within and across management units, survey areas and acres searched), discussion and recommendations, references cited, glossary of terms.
3.3 Raw and processed inventory data. The contractor will provide the refuge with raw and processed data generated during the inventory by October 15, 2022. This will include 1) geodatabase (GPS track logs, invasive plant shapefile [merged buffered point, buffered line and poly], search area), background imagery used for the inventory, and any other associated metadata. The geodatabase will contain Federal Geographic Data Committee Standards (FGDC) compliant metadata.
4. Place and Period of Performance
4.1 Place of Performance. Modoc National Wildlife Refuge, Modoc County, CA.
4.2 Period of performance. The flight will take place in August 2022. The exact date of the work to be completed is flexible depending on refuge staff and contractor’s schedules and the potential for disruption to wildlife on the Refuge. Start and End dates are expanded to allow for any unforeseen circumstances that may delay or expedite the flight survey.
5. Evaluation and Acceptance The contractor will evaluate and deliver as detailed herein. Government acceptance is contingent upon final report on an invasive plant inventory including field methods development, field data collection, data processing and data management.
6. Government Furnished Equipment/Information
6.1 The refuge will provide the contractor with available spatial data and maps to facilitate the inventory including remote imagery, vegetation, hydrology, refuge boundaries and refuge management units
6.2 The refuge will provide the contractor with a prioritized list of target invasive plant species and inventory areas.
