The United States Fish and Wildlife Service (FWS), JAO, intends to award a firm-fixed price, sole source contract to Brad Mueller (DUNS 830061722) for the purchase of Transmitter: Two-stage design pulsed periodically with 12 hour delay to indicate mortality. Pulserate of 40 pulse per minute.
Battery: 500+ day life cycle, Housing: Waterproof, and inert Antenna: Sufficient to send signal for up to 200 yards The refurbishment of 200 APC Transmitters, all attached to bibs, for repair or re-battery for a renewed tracking lifecycle. The purchase of 90 new grouse transmitters in frequencies offset from current inventory frequencies.
We currently have more than 200 used (batteries exhausted) American Willdife Enterprises transmitters that are in need of refurbishment. American Wildlife Enterprises is willing to refurbish transmitters originally purchased from them at 50% of the cost of a new transmitter.
This station has deployed several hundred wildlife transmitters from American Wildlife Enterprises (AWE) through the years to help evaluate and guide recovery actions for the critically endangered Attwater’s prairie-chicken. We currently have more than 200 AWE transmitters with nearly depleted batteries. AWE is willing to refurbish these transmitters to like-new condition at 50% of the cost of a new transmitter. To refurbish the transmitter, the protective epoxy coating must be carefully removed to provide access to the battery. Because printed circuit boards and arrangement of electronics within transmitters are proprietary, vendors will usually not attempt to refurbish a transmitter manufactured by someone else because of the risk of irreparable damage to the unit.
We have used transmitters from at least 6 other vendors over the last 25 years, and have found that some are far better than others relative to reliability. It is of utmost importance that the deployed product function as needed to provide information to guide recovery actions for this endangered species. We have come to trust the reliability of AWE transmitters, an intangible cost that is difficult to measure.
The willingness of AWE to restore used transmitters to like-new condition at 50% of the cost of a new transmitter will result in substantial cost savings to the government.
Purchasing additional new transmitters from the same vendor will provide continuity and compatability with existing equipment in this critical application.
