STATEMENT OF WORK
TITLE: U.S.-RUSSIA WALRUS AND POLAR BEAR RESEARCH AND MANAGEMENT
COORDINATION IN THE RUSSIAN FAR EAST
INTRODUCTION
The U.S. Fish and Wildlife Service (FWS), U.S. Geological Survey, and the Alaska Department of Fish and Game, in collaboration with several Russian research institutions is conducting research on species of concern under the U.S. Endangered Species Act and managed under the Marine Mammal Protection Act. The Fish and Wildlife Service’s Marine Mammals Management Office in the Alaska Region conducts management and research on several transboundary species, including Pacific walruses (Odobenus rosmarus divergens) and polar bears (Ursus maritimus). Pacific walrus and polar bear spend a large portion of the distribution range and/or time of the year in Russian waters and are not available for monitoring or research in the U.S. waters. This requires high level of collaboration and coordination between U.S. and Russian researchers and managers.
The U.S. and Russia coordinate joint research through the U.S. Government Project 02.05-61, “Marine Mammals,” under Area V of the U.S./Russia Agreement on Cooperation in the Field of Environmental Protection and Natural Resources (CFEPNR). The CFEPNR working group’s main purpose is to promote cooperative studies and exchange scientific information to better manage and conserve marine mammal species shared by both countries.
The Pacific walrus and polar bear inhabit both U.S. and Russian waters and both countries share a common interest in the conservation and management of the species as well as associated treaty obligations for these species. Considering Pacific walruses’ ice dependency and the retreat of summer sea ice in the Chukchi Sea in the past decade, information on stock size, mortality rates, and age-specific demographic rates are necessary for informed management. Because little is known about the spatial stock structure of the Pacific walruses in Russian waters, basic demographic data must be collected in Russian waters for a proper assessment of the health of the Pacific walrus population. Additionally, there is great value in establishing a regular research and monitoring program with our Russian and academic partners to inform and establish reliable population assessments and inform sound management decisions.
Regarding polar bears, a likely large but currently undetermined portion of the Chukchi Sea polar bear population resides annually onshore on Wrangel Island. Coincidentally, the ability of FWS to regularly monitor and research polar bears from the Alaskan side has been compromised due to limitations the deteriorating ice conditions in the Chukchi Sea impose on the capture and marking of polar bears in the spring. This limitation has placed even greater value on establishing a regular research and monitoring program with our Russian and academic partners on Wrangel Island. Thus, myriad challenges remain in facilitating this logistically challenging international work that is vital to establishing an informative research and monitoring program on the Chukchi Sea population.
The work outlined here includes working with consultants to serve as liaison between U. S. and Russian scientists for both Pacific walrus and polar bear research. The goal of this work is to facilitate communication and coordinate various elements of these species’ programs in both countries.
PROJECT OBJECTIVES
Overall, the main objectives of this collaborative research are to:
a) Identify and help establish framework, roles, and short- and long-term needs for US-Russia liaison position to facilitate international conservation, management, and/or research outcomes for Marine Mammal Management Program.
b) Estimate abundance and current trends of Pacific walrus and polar bear transboundary populations, estimate vital rates, migration patterns, harvest and natural mortality levels, etc.
c) Coordinate consultation and mobilization of field logistics to support land, vessel, and/or aerial Pacific walrus surveys in Russian and U.S. waters
d) Serve as a liaison between U.S. and Russian scientists to assist with facilitating meetings of the United States Government Project 02.05-61, “Marine Mammals,” under Area V of the U.S./Russia Agreement on Cooperation in the Field of Environmental Protection and Natural Resources.
