Property Description The Department of the Interior (DOI)/Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of the Appraisal and Valuation Services Office (AVSO) is issuing a request for quotation for the appraisal report on:

TECHNICAL QUALIFICATION FOR REQUIREMENT
The quotation shall include the following technical, past performance and price information:
TECHNICAL QUALIFICATIONS
When the appraiser has performed any services regarding the subject property within the prior three years, he/she must disclose this in the bid proposal.
The proposal for the appraisal assignment should address the evaluation criteria shown below.
Factor A: Technical Qualifications
1. State Certification The appraiser must hold a current Certified General Appraiser license from the State of Utah as demonstrated by providing a copy of their state licensing certificate. In lieu of a physical copy, the certificate/license number can be provided and will be verified.
2. Technical Acceptability
a. Experience for Assignment: Both geographical competency and technical competency will be considered. The appraiser shall provide a standard Appraiser's Statement of Qualifications and a signed proposal letter that describes and attests to the following:
i. Identify years of experience appraising rural property in the state of Utah to UASFLA standards.
ii. Identify types of rural property appraised in Grand County, Utah; and/or surrounding/nearby counties. The appraiser must demonstrate geographic competence in the subject market.
iii. The appraiser must have completed the education or taken the necessary steps to conduct an appraisal in full compliance with the Uniform Appraisal Standards for Federal Land Acquisitions, 6th Edition.
b. Qualifications of Associate Appraisers: Sub-contracting of this assignment is not permissible. Any associates expected to contribute to the appraisal must be identified in the proposal and a statement of qualifications must be provided. The associate appraiser(s) must hold a current Certified General Appraiser license from the State of Utah as demonstrated by providing a copy of their state licensing certificate. In lieu of a physical copy, the certificate/license number can be provided and will be verified.
c. The proposal should consider the target date of delivery. The target date for the initial submission of the appraisal report is 120 days from the date of contract award. If the appraiser determines that this date is not feasible, then an alternative delivery date may be provided in the proposal.
Factor B: Past Performance
Submit a list of at least two recent UASFLA-compliant appraisal reports completed. Include property type, size of property, date of value, location, and the client contact information for reference purposes.

Factor C: Price Quote
The appraisal fee should be commensurate with the location and complexity of the assignment. The appraiser must provide a firm-fixed price quote with any and all discounts applied for all the work to complete the assignment described in the Statement of Work.
EVALUATION OF QUOTATIONS:
52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award of this Contract will be made on a Best Value/Trade Off basis. The following factors shall be used to evaluate offers:
Technical Qualifications and Past Performance, when combined, are more important than price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Further past performance determinations in federal contracting shall be made through a review of relevant information listed within the System of Award Management (SAM) and the Contractor Performance Assessment Reporting System (CPARS).

SECTION 1: CASE PROPERTIES

Location: Grand County, Utah
SECTION 2: SUBJECT OF THE APPRAISAL
Property Description: The subject consists of approximately 560 acres. The land is zoned as Range and Grazing. The land is generally undeveloped and in a natural state, with the exception of the Castle Creek horse trail and two-track access road for the transmission line. The actual transmission line is on the adjoining parcels, not the subject parcel. A mineral lease was issued previously by the State of Utah, but it is unknown if the subject property was ever prospected or mined.
Property Rights Appraised: Fee simple subject to outstanding rights and/or reservations of record. See Title Commitment dated October 12, 2022.
Outstanding Rights and/or Reservations:
The appraisal is to consider the exceptions noted in the attached title commitment. Any recorded or unrecorded documents, conditions, agreements, easements and/or encumbrances discovered must be identified and discussed in the appraisal report in relation to their impact on value. The appraiser must investigate for and promptly report additional or inaccurate encumbrances on the property to the AVSO review appraiser.
Legal Description:1 Refer to exhibit.
1 The appraiser should verify the legal description (1) on the ground during a physical inspection of the property;
(2) with the owner of the property (if possible); (3) by comparing it with aerial or other maps available in the city, county, or other governmental offices; and (4) by comparing it with public records in the recorder’s, auditor’s tax collector’s, or other appropriate city or county offices. If the appraiser discovers a significant error or inconsistency, the appraiser should consult the client for clarification before proceeding with the appraisal.
Owner of Record: Refer to Item #4 on Schedule A of the Title Commitment for the ownership of the property.
Minerals: The mineral estate is not included with the subject property.
Past and Current Uses: Current use includes a horse trail mainly used by a commercial guide but used by the public as well. A two-track access road used by Rocky Mountain Power to access a transmission line on adjacent property. Past uses include Mineral Lease issued by the State of Utah in 1998. It is unknown if the property was ever prospected or mined under the Mineral Lease.
Property Access: It is reported that the subject does not have legally insurable access.
The above information was provided by BLM Realty Staff; however, it is the obligation of the appraiser to perform due diligence in the discovery of legal and permissible access to the subject property.
SECTION 3: APPRAISAL PROBLEM IDENTIFICATION
Client: U.S. Department of the Interior, Appraisal and Valuation Services Office

Intended Users: Appraisal and Valuation Services Office (AVSO) U.S. Bureau of Land Management (BLM)
Intended Use: To assist the client agency in its determination of the amount to be paid as just compensation for the property rights acquired or conveyed.1
Effective Date: 2 The effective date (date of value) shall be no more than 30 days prior to the date of the initial submission of the appraisal report.
Type of Value: Market Value to reservations and exceptions of record.
Definition of Value: The definition of market value to be used in the appraisal is as follows:
Market value is the amount in cash, or on terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of value, after a reasonable exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting under any compulsion to buy or sell, giving due consideration to all available economic uses of the property.

SECTION 4: ASSIGNMENT CONDITIONS
Applicable Standards: Applicable standards include the Uniform Appraisal Standards for Federal Land Acquisitions, 6th Edition (UASFLA); and the Uniform Standards of Professional Appraisal Practice, 2020-2021 Edition (USPAP).
Extraordinary Assumptions: None. If the appraiser determines that extraordinary assumptions are necessary, he/she must contact the AVSO Review Appraiser for prior written approval.
Hypothetical Conditions: None.
Jurisdictional Exceptions: The appraiser has been instructed to produce a UASFLA compliant appraisal.
Section 1.2.4 , p 10, of the UASFLA states that “appraisers should not link opinions of value under these Standards to a specific opinion of exposure time.” USPAP Standards Rule 1-2c(iv) (pg 17) requires the appraiser to develop and report a reasonable exposure time if it is a component of the definition of market value, which contravenes the UASFLA. Therefore, the appraiser should invoke USPAP’s Jurisdictional Exception Rule to comply with the UASFLA.

2 As defined by USPAP, the effective date is the date to which the appraiser’s analyses, opinions, and conclusions apply.
Pre-Work Discussion: A meeting with the appraiser will be conducted prior to the inspection of the property. The purpose of the meeting will be to discuss the Statement of Work.
The AVSO review appraiser will coordinate the date and time of the meeting with the appraiser. The meeting may occur at the property at the time of the inspection or by teleconference. Representatives from the BLM will be invited to attend the meeting.
Property Inspection: The appraiser must inspect the subject property and all comparable sales used in the appraisal, unless the AVSO Review Appraiser has approved other conditions in writing. The inspection of the subject property will be coordinated with the BLM realty staff and/or property owner or property owner’s representative. The owner or owner’s representative must be given the opportunity to accompany the appraiser during the inspection. The appraiser must notify, in advance, both the BLM and AVSO Review Appraiser when the subject property inspection will occur.
Larger Parcel: The appraiser must conduct all research necessary to develop a well-supported larger parcel conclusion in accordance with UASFLA 6th Edition. Once the appraiser has completed the Highest and Best Use and Larger Parcel analyses, they must be conveyed to the Review Appraiser prior to completing and finalizing the appraisal report.
SECTION 5: APPRAISAL REQUIREMENTS AND INSTRUCTIONS
General Appraisal Requirements and Instructions
1. The AVSO Statement of work, engagement letter, and other assignment instructions must be included in the addenda to the appraisal report. Reference to these documents should be provided in the body of the report.
2. The appraisal report should conform to the sequence and content described in Section 2 of the UASFLA.
3. The appraisal report should include detailed descriptions of the comparable properties including location maps and if possible recent photographs. The use of aerial or satellite imagery is acceptable. The appraiser must provide sufficient information relating to the comparable properties in order to provide the intended users with an understanding of the rationale presented within the report.
4. The appraisal report should include contact information for the party or parties relied upon to verify each sale (i.e., telephone number, email, etc.), along with maps clearly showing the location of the subject relative to the comparable property.
5. Sales requiring extraordinary verification in accordance with UASFLA Section 1.5.2.4 must adhere strictly to the standards enumerated therein.
6. The appraisal report will be reviewed for compliance with the terms of this Statement of Work, including all cited standards. Any findings of inadequacy will require clarification and/or correction.
7. While the public is not an intended user of the appraisal report, the Freedom of Information Act (FOIA) and Agency policy may result in the release of all or part of the appraisal report to others.
8. The appraiser shall consider the appraisal report and all U.S. Department of the Interior internal documents furnished to the appraiser to be confidential. Refer to all requests for information concerning the appraisal to the AVSO review appraiser.
9. AVSO will not normally accept custody of confidential information. If the appraiser finds it necessary to rely on confidential information, then he/she will contact the AVSO review appraiser for instructions. The AVSO review appraiser will view the information and provide further instruction to the appraiser regarding handling and storage of the confidential information.
10. If including any proprietary information in the appraisal, the appraiser must gain concurrence from the AVSO review appraiser and deliver the proprietary information in a separate binder.
11. When the appraiser has performed any services regarding the subject property within the prior three years, he/she must disclose this to the AVSO review appraiser prior to submitting the bid proposal.
12. The appraisal report content should rely on the “AVSO Review Checklist” attached as an exhibit to this Statement of Work. The appraiser is encouraged to refer to this checklist prior to submitting the appraisal report for review.
Special Appraisal Requirements and Instructions
13. AVSO is the appraiser’s sole client. The appraiser may not communicate assignment results to any party except AVSO, unless authorized to do so in writing by AVSO.
14. If the appraiser discovers material facts which differ from those provided by AVSO or encounters circumstances which prevent the appraiser from developing an unbiased appraisal, the appraiser must contact the AVSO review appraiser for instructions.
15. Any communication (verbal or written) with the BLM realty contact shall include the assigned AVSO review appraiser.
16. Even though communication is encouraged with the property owner and BLM, only the assigned AVSO review appraiser can modify appraisal instructions (in writing).
SECTION 6: PERFORMANCE & SUBMISSION REQUIREMENTS
After contract award, the appraiser should address any questions regarding appraisal instructions and/or technical requirements to the AVSO Review Appraiser. The contact information for the AVSO Review Appraiser and other appraisal assignment contacts will be provided upon contract award.
The contracted appraiser shall have 120 calendar days from the date of award to deliver the initial appraisal report to the AVSO Review Appraiser. If the appraiser determines that a performance period of 120 days is not feasible, then an alternative delivery date should be provided in the proposal.
Appraisal Report Due:
The target date for the initial submission of the appraisal report is 120 days from contract award. If the appraiser determines that a performance period of 120 days is not feasible, then an alternative delivery date may be provided in the proposal. The appraiser is requested to provide a digital copy of the report that will allow the AVSO review appraiser to search text, highlight text, and include review comments.
Review Period: The review period will be 20 days from the receipt of the draft appraisal report.
The draft report will be reviewed for compliance with the terms of this Statement of Work. Any findings of inadequacy will require clarification and/or correction.
Comments Provided to the Appraiser:
Review comments and/or suggestions, if any, will be provided to the appraiser, and to the extent that revisions are required, the appraiser shall complete the revisions within 10 days. An electronic copy of the revised report must be submitted directly to the AVSO review appraiser.
Final Appraisal Report: Once the report is reviewed and approved by AVSO, the review appraiser will notify the BLM and the contracted appraiser in writing that the appraisal has been approved for use by the BLM. The AVSO review appraiser will provide the BLM with a secured digital copy of the final appraisal report at that time. The appraiser’s submission of the report to any other party is strictly prohibited, unless written approval is proved by the AVSO review appraiser.
