This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This is a request for quote (RFQ) in accordance with FAR part 12, Commercial Items and FAR part 13, Simplified Acquisition Procedures.

5. INVOICE INSTRUCTIONS
Payment requests shall be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). The IPP website address is: https://www.ipp.gov
At a minimum a proper invoice shall include:
- Name and address of the Contractor;
- Invoice date and number;
- BIE Contract number:
- Description, quantity, unit of measure, unit price and extended price of the items delivered.
- Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on Government bill of lading.
- Terms of any discount for prompt payment offered;
- Name and address of official to whom payment is to be sent;
- Name, title, e-mail and phone number of person to notify in event of defective invoice; and
- Taxpayer Identification Number.
Additional Invoice Requirements:
a. The Contractor shall attach an itemized invoice to each IPP payment request.
b. Written Progress Reports which validate the specific work performed shall be submitted directly to the designated school representative. Do NOT attach progress reports to the IPP payment request.
c. Invoices shall NOT contain Personal Identifiable Information (PII). PII includes specific information such as but is not limited to student names, dates of birth, etc.
d. Improper invoice may result in an invoice rejection. The Contractor shall promptly correct invoices upon notice.
The Contractor shall use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. If the company SAM registration Point of Contact information is not current or correct, the designated company representative may not receive the email notice. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

6. INFORMATION SECURITY
Security (information technology, systems, and facility) requirements are enforced. The Contractor and all subcontractors shall remain in compliance with federal policy, regulations, procedures, and laws.
Information Security:
The contractor and all subcontractors shall ensure at all times the safety and protection of personal identifiable information (PII) by using secure networks, VPN portals, and equipment which is security protected. PII is considered to be but is not limited to student name, date of birth, social security number, or any other information considered to be private or protected. All records shall be properly archived and disposed of in accordance with federal records management policy and regulation. The Contractor shall be willing to complete all required training provided by the Government such as but not limited to: Annual Information Technology security training.
7. GOVERNMENT FURNISHED PROPERTY / EQUIPMENT
The Contractor is responsible for possessing all equipment, labor, facilities, and supplies necessary to complete the work.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. (a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

Addendum
• A complete offer shall be submitted by solicitation the closing date and time.
• The Offeror is responsible for reading this solicitation in its entirety.
• The Offeror shall submit an all-inclusive rate in response to this solicitation. All-inclusive is defined as all costs/expenses to include but is no limited to service, supplies, materials, Federal/Local/State tax, travel, and all other fees necessary to complete the work.
• The Offeror shall identify the unit price, total unit pricing, and a grand total price.
• The Offeror shall identify the company Tax ID, Cage Code, UEI number.
• The offer shall be submitted with FOB Destination delivery terms.
• The offeror shall complete and submit the SF-1449 with offer.
• The offer shall include complete and current point of contact information to include first name, last name, e-mail, telephone number, fax number, and physical mailing address.
• The offeror shall acknowledge all amendments, if any.
• The Offeror shall be properly registered in SAM.gov to include small business status.

Completion of FAR provisions is not necessary if the provisions are already complete & listed in the company SAM.gov registration, representations and certifications section.
• Contractor shall review the evaluation criteria, 52.212-2, and submit a quote accordingly.
• The Government shall not be liable for any fees/costs incurred by quotation preparation. Preparing and submitting an offer in response to this solicitation is strictly voluntary.
• E-mail attachments shall be in PDF format and compatible with Microsoft Office software.

Quote Format
The non-price quote shall include the following information:
• Product Specifications/drawing/designs of the quoted product.
• The offer shall provide proof that they are an authorized distributor/reseller/partner.
• The quote shall NOT submit items that are refurbished, grey market items, on backorder, or require manufacturing to deliver. All products shall be fully manufactured, available in stock, and ready to ship.
• The quote shall include all lead times for delivery.
Pricing
Provide a firm fixed price in accordance with the requested price schedule/structure. The requirement is all inclusive for complete and useable items and quotes shall contain all associated costs in accordance with FAR 52.212-4(k). Additionally, if the scope referenced in this solicitation requires removal or install, the price should be inclusive of that as well.
Quote Due Date:
All quotes in response to this opportunity are due no later than the date and time stated on the solicitation posted in SAM.gov. Quotes in PDF format will only be accepted via electronic mail and must be emailed to the Contracting Officer (CO) at Brandon.Walker@bie.edu by the closing date with the solicitation number in the subject line.

52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021) The Government will evaluate quotes in accordance with the evaluation process outlined in FAR 13.106.
(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
Technical Capability:
i. The prospective vendor shall assume the government “has no prior knowledge” of its capabilities and experience and will base its evaluation on the information presented in each quote. Simply stating that you will perform in accordance with the statement of work and/or providing a copy of the solicitation in response to the solicitation is considered unacceptable. The quote will be determined nonresponsive and removed from further consideration.

ii. The contractor shall provide the company’s qualifications and ability to provide the requirements listed herein, with appropriate and specific documentation supporting claims of recent organizational and staff capability to support this requirement. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
